Dear Owner/Occupier
TOWN AND COUNTRY PLANNING ACT 1990
PLANNING (LISTED BUILDING AND CONSERVATION AREAS) ACT 1990
Site: 156 GUNNERSBURY AVENUE (NORTH CIRCULAR ROAD) LONDON W3 8LB
Proposal: Er****on of a rear roof extension with two front roof window and a single storey rear infill extension to the house (amended description)
The Council has received an application for planning permission to carry out the development described above and you are invited to comment on the application before a decision is made.
If you wish to comment, please note the following points:
The application and any supporting plans are now available through the planning pages of the Council’s website at www.hounslow.gov.uk/planning .
Comments must be received in writing within 21 days of the date of this letter; you can do this via the council’s web site (www.hounslow.gov.uk/planning). If your consultation period falls over a bank holiday the bank holiday days will be added to the 21 days. Comments received after this date will still be considered if a decision has not been made. Objections made on previous applications will not be taken into account. Please note when making comments on this application you need to quote the above reference number on all correspondence.
Hard copies of this application will not be kept at the Civic Centre, or your local library. You can find this application by clicking on ‘search planning applications’ and entering the planning number shown at the top of this page (or by entering the relevant postcode) into the planning application search facility. Comments on this application can be made directly from these pages on the web.
If you would like more information about the application the case officer’s details can be found on the Council’s web site. Objections can be sent directly to the officer or registered on our website.
In deciding whether to make any comments on the application, you may wish to take into account the following advice on what are relevant PLANNING considerations which the Council can take into account in making a decision to grant or refuse planning permission:
1. Any planning application has to be evaluated against the Council's planning policies, which are set out in the Local Plan which is available on the Council’s website: www.hounslow.gov.uk/planning
There is a presumption in favour of applications which comply with the Plan.
2. The Council also has a number of other adopted guidelines against which relevant planning applications have to be judged, such as guidelines on House Extensions. Copies of these documents are available for inspection on the Councils website: www.hounslow.gov.uk/planning
3. Other planning matters such as overlooking, loss of light, visual appearance and traffic and parking will be taken into account. These planning matters do not include matters to do with loss of property values, the personal circumstances of the applicant (except in certain exceptional cases) or property boundary disputes.
An acknowledgement will be sent for all objections received via email through the website. Due to the large volumes of correspondence received in connection with applications, no other communication will be sent. All comments will be taken into account in the assessment of the application. If the application is to be recommended for refusal, or objections are made against an application, this application is then placed on a weekly list called Pending Decisions, posted on the council website at the end of the working week.
Councillors can ask that applications on this list be referred to Area Forum for discussion, giving planning reasons why they are making this request. The Area Forum will decide whether the decision to approve or refuse the application should be made by Planning Committee, or by planning officers. Should the application be reported to Committee for decision and you have made written representations, we will notify you of the date of the committee meeting.
You can follow the progress of this application on our website: www.hounslow.gov.uk/planning and clicking on ‘search planning applications’ and entering the planning number shown at the top of this page (or by entering the relevant postcode) into the planning application search facility.
Decisions on planning applications can be found from viewing the Weekly Lists of Decisions.
In the event of an appeal against a refusal of planning permission, any representations made about this application will be sent to the Secretary of State, and there may be no further opportunity to comment at appeal stage.
IF YOU ARE NOT THE OWNER OR SOLE OCCUPIER, please note this information and pass this letter on to anyone who you think may have an interest in this property and/or may be affected by the proposed development.
Finally, please note that a summary of any comments made (excluding personal details) will be made public upon request to the applicant or their agent and general public, and always within the planning officer’s report on the planning application.
Please note the council’s privacy notices are available for viewing on the council’s web site:

Hounslow Local Plan Reviews Regulation 19 Consultation –
Tuesday 30h July to (midnight) Tuesday 24th September 2019
The London Borough of Hounslow is consulting on the Local Plan Reviews for the Great West Corridor, West of Borough and Site Allocations. The primary aims of the plans are to transform the borough’s opportunity areas, to set out and allocate the required housing growth and other land use requirements for the borough and to produce policies for the determination of planning applications up to 2034.
This round of consultation builds on the Regulation 18 consultation which took place between October to December 2017 and an Issues Consultation which took place in December to February 2016. Feedback from these earlier consultations have been analysed and taken account of in this version of the plan. Together with findings from our evidence base and National and London Plan policies and guidance.
The London Borough of Hounslow would like to thank you for your support and involvement so far and invite you once again to comment on our plans before we submit them to Secretary of State for examination. The purpose of this consultation is to seek the views of residents, businesses and stakeholders as to whether the Local Plan Reviews are legally compliant and have been positively prepared, are justified, effective and/or are consistent with national and regional policy.
As part of the consultation, we will be holding drop-in sessions and workshops to give you the opportunity to speak to Hounslow officers and to find out more about the draft Local Plan reviews.

I am writing to let you know that a joint public inquiry is to be held in relation to two separate applications for planning permission as described above, which have been called in by the Secretary of State for Housing, Communities and Local Government. These planning applications will be considered by a Planning Inspector at a joint inquiry that will be held on a date to be decided by the Planning Inspectorate and I will write to you again at that stage inviting you to attend if you wish to do so. Ultimately the Secretary of State will determine the applications after considering a report by the Planning Inspector.
Any comments you made following the original applications for planning permission will be forwarded to the Planning Inspectorate and copied to the appellant and will be taken into account by the Inspector in deciding the appeal. If you did not comment at that stage, or wish to withdraw or add to any comments you made, you can do so online at https://acp.planninginspectorate.gov.uk. If you do not have access to the internet, you can send your comments to: The Planning Inspectorate Room 3/J Temple Quay House 2 The Square Bristol BS1 6PN quoting reference number APP/F5540/V/19/3226900 and APP/G6100/V/19/3226914. The Planning Inspectorate will not acknowledge your letter, unless those seeking an acknowledgement enclose a stamped, addressed, postcard. They will, however, ensure that your letter is passed on to the Inspector dealing with the appeal and also copied to the appellant and the Council. Submissions made electronically via Portal or the Team E-mail Box receives an automated acknowledgement.
The procedure to be followed is set out in the Town and Country Planning Appeals (Determination by Inspectors) (Inquiry Procedure) (England) Rules 2000, as amended.
For anyone who wishes to appear at the inquiry on a formal basis, the opportunity is available to apply for Rule 6(6) status. You can find guidance on this at the following link:
https://www.gov.uk/government/publications/apply-for-rule-6-status-on-a-planning-appeal-or-called-in-application
If, having read the above guidance, you wish to apply for Rule 6(6) status it is essential that you contact the Planning Inspectorate immediately.
Please ensure that any representations which you wish to make on the applications, including notification to the Inspector that you wish to speak at the inquiry and present evidence (Rule 6 party) are received by the Planning Inspectorate within 6 weeks of the start date of this appeal (by 5th June 2019). If comments are submitted after this deadline, the Inspector will not normally look at them and they will be returned.
If you would like to view the documents regarding these applications please refer to the Council’s website http://www.hounslow.gov.uk/index/environment_and_planning/planning.htm. Once on the Planning page, search planning applications using the relevant planning reference number quoted above. Alternatively you can view this document through ‘publications’ on the Planning Inspectorates website: (www.planning-inspectorate.gov.uk).
A copy of the Inspector’s Report and Secretary of State’s decision will be available on the Council’ website once we have received it from the Planning Inspectorate. It can be seen following the link outlined above.
If you are not the owner or sole occupier of the premises which you occupy, would you please note the information and forward this letter to the owner and/or other occupiers forthwith.
Yours faithfully Planning Services
