Small shopkeepers facing £700m hit from barmy new EU rules on cigarette pack sizes
According to an exclusive report in the Sun, small shopkeepers are facing a £700million hit from barmy new EU rules on to***co pack sizes.
From next May, 10-packs of ci******es and small pouches of rolling to***co will be banned under an edict bringing in huge health warnings.
An analysis of the measures by respected outfit Oxford Economics found that will cost shops up to £1.5 billion in the first year alone, as smokers make fewer trips and fail to buy additional items like newspapers, magazines and snacks, or buy black market or foreign smokes.
Almost half that lost revenue will disappear from convenience stores, and could wipe out small local shops which are at the heart of rural communities.
The report also warns the massive hit could cost more than 11,000 jobs in the retail sector. And it says the Treasury will miss out on a massive £2 billion from the switch to illicit or imported products.
Under the European To***co Products Directive, from next May all ci******es must be sold in packs of at least 20 while rolling to***co pouches must be at least 30g. But in the UK around 24 per cent of cigarette smokers currently buy 10-packs, while 71 per cent of roll-up smokers buy to***co in pouches smaller than 30g.
The report said: “Survey evidence suggests that a proportion of to***co buyers, unable to purchase their preferred products, will switch to foreign sources of supply or will seek to acquire to***co in the illicit market. This will reduce the number of visitors to shops. Those who switch to buying larger packs from UK retailers are also likely to visit stores less frequently.
“Both factors will have the effect of reducing spur-of-the-moment purchases on non-to***co incidentals—an important source of revenue, especially for smaller retailers.”
