It’s often said that inclusion isn’t a policy, it’s a practice shaped by those willing to challenge the status quo.
For over 15 years, Rachel Diss has done exactly that within the Army Cadet Force, making it her mission to make sure every young person feels seen, valued and able to belong.
Working voluntarily at a national level, Rachel has helped reshape culture across the ACF; from inclusive strategies and regional forums to training and accessible resources, opening the door for greater participation from underrepresented groups.
It was this sustained commitment that led to her being recognised with the Defence Inclusivity Award in 2025.
The impact of that work continues to be felt. More cadets, more confidence, and a stronger, more representative community built on empathy, allyship and leadership.
