submitted a super-complaint to us raising concerns that most delayed rail passengers are not aware of, nor apply for, the compensation to which they are entitled and that there are features of the passenger rail market in Great Britain, including certain conduct by TOCs and the limited competition to franchised operators on many lines, that contribute to this. General information
We are responsible for ensuring that railway operators comply with health and safety law. We regulate Network Rail’s activities and funding requirements, regulate access to the railway network, license the operators of railway assets and publish rail statistics. ORR is also the competition authority for the railways and enforces consumer protection law in relation to the railway.
We are also responsible for monitoring Highways England's management of the strategic road network – the motorways and main 'A' roads in England.
ORR is a non-ministerial department.
