PRESS RELEASE
LOGGERHEADS PARISH COUNCIL SEEKS ANSWERS OVER CAR WASH SITE

Loggerheads Parish Council is seeking clear answers from Newcastle-under-Lyme Borough Council regarding the current activities taking place at the car wash site in Loggerheads and the future of land previously identified for housing.

The Parish Council has contacted the Borough Council regarding the current use of the site and has been informed that the site owners intend to submit a retrospective planning application to regularise its current use.

This raises significant questions which Loggerheads Parish Council believes require a clear and transparent response.

The Parish Council has reminded Newcastle-under-Lyme Borough Council that this land forms part of the local housing supply and currently benefits from a live planning permission for the development of 12 apartments.

Of particular concern to the Parish Council is the apparent contradiction between the current situation and the Borough Council's previous position on the site.

Historically, Loggerheads Parish Council approached Newcastle-under-Lyme Borough Council regarding the possibility of purchasing the land for the benefit of the local community. The Parish Council was refused on the basis that the land was allocated for housing.

The Parish Council therefore believes residents are entitled to ask a straightforward question:

If the land was considered sufficiently important to the local housing supply that it could not be sold to the Parish Council for community purposes, how can a change to a non-residential use now be considered without fully addressing that previous position?

Loggerheads Parish Council recognises that any retrospective planning application must be considered on its individual planning merits and that no decision should be predetermined. However, retrospective applications do not remove the need for proper scrutiny, nor should the fact that a use has already commenced be treated as justification for granting planning permission.

The Parish Council has therefore asked Newcastle-under-Lyme Borough Council to explain:

how the current use of the site relates to its status within the local housing supply;
what weight will be given to the existing live permission for 12 apartments;
whether allowing the current use would result in the loss, even temporarily, of land previously considered necessary for housing;
why the Parish Council's previous request to acquire the site was refused specifically because of its housing status; and
what action will be considered should the retrospective planning application be refused.

Loggerheads Parish Council believes there must be consistency, transparency and accountability in decisions concerning publicly important land within the parish.

The Parish Council is not prepared to accept one argument being used when the community seeks to acquire land, only for a materially different approach potentially to be taken when an alternative use subsequently comes forward.

The Parish Council now awaits a full response from Newcastle-under-Lyme Borough Council.

Once a retrospective planning application is formally submitted, Loggerheads Parish Council will consider the application carefully and will ensure that the interests of Loggerheads residents, the site's planning history and the Borough Council's previous position regarding the land are fully represented.

Residents will be kept informed as further information becomes available.

| The government has confirmed that two new councils will provide services for Staffordshire and Stoke-on-Trent in the future.

The two new unitary councils will replace the ten existing ones and cover:

☑️ The north of Staffordshire including Newcastle-under-Lyme, Stoke-on-Trent and Staffordshire Moorlands. This is 494,803 people.

☑️ The south of Staffordshire including Stafford, East Staffordshire, Cannock Chase, Lichfield, Tamworth and South Staffordshire. This is 682,775 people.

The new unitary councils will make use of the existing district, borough and city council boundaries.

Under the government’s timetable, the new councils are expected to be established in April 2028, with elections to shadow councils held in May 2027.

You will continue to receive all the council services you need - they may just be delivered by a different local council. For now, nothing changes.
