A former Peterborough councillor and cadet leader has been found guilty of r**e and a string of child s*x offences after abusing positions of trust to target young people.

Rylan Ray, 26, of Westgate, Peterborough, used his position in the cadets to contact children before moving conversations onto Snapchat, where they became s*xual.

He also created a fake online persona of a teenage girl to obtain intimate images from teenagers.

His offending against 11 victims came to light after concerns were raised in 2025, prompting a police investigation.

Following a 24-day trial at Ipswich Crown Court, Ray was found guilty of 23 further offences. He had already admitted five offences before and during the trial.

Have you heard of a Community Protection Warning (CPW)?

They are an important tool that our officers have when it comes to tackling anti-social behaviour at an early stage as it gives the individual the opportunity to change their behaviour before further action becomes necessary.

If the ASB continues, then further measures can be considered, such as issuing a Community Protection Notice (CPN), which details formal action required to be taken to prevent further behaviour.

Failure to comply with a CPN is an arrestable offence and could lead to a criminal prosecution.

So far this week, our city centre neighbourhood officers have issued CPWs to:

⚖️A man in his 30s and a man in his 20s for being verbally abusive and threatening to members of the public and council enforcement whilst intoxicated.
⚖️A man in his 30s who was arrested on suspicion of being drunk and disorderly in the city centre after he was acting anti-socially and trying to fight random members of the public.

All three men are prohibited from entering the city centre for three months unless attending a support service or appointment.

Neighbourhood officers made an arrest in the city centre yesterday following reports a man was acting anti-socially and trying to fight random members of the public.

This sort of behaviour is completely unacceptable. Thank you to those who reported his actions and ignored his attempts to engage in violence.

We’re tackling anti-social behaviour through a variety of tactics from arrests like this, to stop and search, targeted patrols, closing properties and subjecting criminals to orders which control their behaviour.

⚠️ Distraction burglary alert ⚠️

A man aged in his 80s had £2,600 stolen from him in Bretton on Friday (23 October) by a man pretending to be a gardener.

The victim let him inside the house to look at the garden and when he returned the gave a £150 quote but the victim only had £130 in cash at the time.

He went upstairs to get the remaining money followed by the 'gardener' who was watching the victim and gave him £20.

The 'gardener' then left the house, saying he was going to get more tools but the victim quickly realised £2,600 was missing.

An investigation is ongoing.

Distraction burglars often pretend to be officials or tradespeople to trick their way into your home. Always request identification and verify it with the relevant organisation before allowing anyone inside.

If you’re uncertain, it’s best not to open the door. Report anything suspicious to us straight away by calling 101.
