The Green Group at KCC have brought two comprehensive motions on water supply to the county council which have had unanimous support.
The first called upon all district councils to include Water Cycle Strategies alongside their Local Plans to clearly identify where the water supply and foul water treatment could be accommodated through evidence being provided by water companies.
This was a pragmatic proposal supported by officers at the council too. We are very disappointed that despite the pressure brought by the Green Group at the borough council this was not adopted by TMBC and that it waited until earlier this year to consult with the water companies regarding their capacity to meet the demands of an additional 20,000 homes.
Had the council established that only a third of its total housing target could be supplied with drinking water it might have approached the Government calling for a more realistic target. Instead it ploughed on with additional evidence gathering for a plan which may never be submitted.
Council Tax payers will want to know why TMBC waited so long to ask the essential questions relating to the most important resource to sustain future development.
LOCAL PLAN HALTED IN ITS TRACKS
Tonbridge and Malling Borough Council's Local Plan hit the buffers tonight as the Full Council agreed not to send the latest draft out for consultation in what is known as Regulation 19.
The Green Group has misgivings about a whole range of issues including the loss of agricultural, Green Belt land and the impact on highways.
The fundamental problem has been the confirmation by South East Water that it is incapable of supplying more than 6,318 new homes when 20,106 are proposed.
TMBC only applied for information from the water companies earlier this year despite the Green Group calling for a Water Cycle Strategy which would have identified a shortfall years ago. Because the required information was not requested a whole additional consultation was funded alongside additional evidence being commissioned at enormous expense.
Questions need to be answered about why nobody at South East Water was asked about their capacity and why Southern Water have still not provided more information about their capacity.
In the meantime the Local Plan is in limbo and the timeframe for any progress is anyone's guess.
The administration will now expect for a response from the Minister for Housing and Planning.
The council resolved that it was not able to agree to the progression of the Local Plan but will continue to work with South East Water, and other relevant infrastructure providers, to seek the evidence that is necessary to enable the Local Plan to move forward.
