Information about the Extract from the Registry is now stored in Blockchain
The Information about the immovable property extract from the Registry is now stored in Blockchain system. The National Agency of Public Registry (NAPR) under Ministry of Justice of Georgia has already implemented changes in the software needed for launching it in real mode.
Since February 20, 2017, information about the extract on any immovable property will be automatically sent to the Blockchain system. It is impossible to delete, alter, rewrite or illegally manipulate the data stored in Blockchain.
The innovation means to assign a special hash to the immovable property extract. The hash is a sequence of symbols, which is unique for each document if the same algorithm is used. The identical hashes in the Blockchain system and NAPR website confirm authenticity of the extract. Consequently, with Blockchain, NAPR makes information on immovable property even more secure, transparent and accessible around the world.
Any person can check authenticity of immovable property extract in the Blockchain network via the special website www.blockchain.info, www.blocktrail.com, www.btc.com
This innovation applies to current registration transactions and does not imply payment of any additional fees.
The old extracts, i.e. those prepared till 20th of February, 2017, are possible to store in the Blockchain system only upon their renewal. The information on the renewed extract automatically will be stored in the Blockchain global network. The extracts can be renewed via internet or at the territorial offices of NAPR, Public Service Halls and Community Centers.
Blockchain is a distributed database. It is protected from cyber attacks as well as physical destruction. The records are not kept in one particular place, but in tens of thousands of computers all over the world. All computers in the network automatically block any attempt of suspicious manipulation in particular data.
Georgia is one of the first countries in the world using the Blockchain technology for immovable property registration.
The works on integrating registration services in Blockchain started in 2016, when the BitFury Group took interest in the developed IT infrastructure of NAPR and the leading position of Georgia in the World Bank Doing Business Rankings.
The first phase of cooperation with the BitFury Group involved development of the pilot project on using blockchain technology for immovable property registration and technical and other preparatory works for launching it in real mode, which has been successfully completed.
NAPR launches the second phase of cooperation with the BitFury Group from 2017, which envisages enactment of the pilot project in a real mode and introduction of the "smart-contracts".
Since 2017, NAPR moved to the second phase of implementation of Blockchain technology, which provides for launching the pilot project on storing information about immovable property extracts and business registration in real mode and introduction of "smart contracts".

The National Agency of Public Registry (NAPR) under the Ministry of Justice of Georgia launches the second phase of cooperation with the BitFury Group. The new Memorandum of Understanding (MoU) was signed by the Chairman of NAPR, Mr. Papuna Ugrekhelidze and the CEO of the BitFury Group, Mr. Valery Vavilov.
Cooperation between NAPR and the BitFury Group started in 2016. NAPR, along with the specialists of the BitFury Group, has developed real estate registration pilot project based on the Blockchain technology. Technical and other preparatory works necessary for enactment of the project have been performed. The first phase of cooperation has been successfully completed.
NAPR launches the second phase of cooperation with the BitFury Group from 2017, which envisages enactment of the pilot project in a real mode and introduction of the "smart-contracts".
"The Ministry of Justice of Georgia is one of the leading ministries in terms of introduction of new technologies. We believe, that this high-tech solution for the 21st century will be a step forward in practical terms, as well as for promotion of the country at the international level. NAPR will use the most advanced technology in the world, which guarantees security of any system and provides protection and transparency of a transaction. This fully digital process excludes human intervention, which ensures its protection and accessibility. The transaction placed in the Blockchain system, will be saved electronically at different places," - Mr. Ugrekhelidze said.
Information on registration of real estate and business entities will be secured in the global Blockchain system. NAPR will send data certified by the digital organizational seal, which will prove the validity and authenticity of the transaction. Checking the authenticity of information about the Extract from the registry will be available for any interested person.

National Agency of Public Registry Launches the New Project - "Gender and Ownership"
National Agency of Public Registry under the Ministry of Justice of Georgia launches the large-scale information campaign. It aims at raising public awareness on principles of gender equality and equal rights in property distribution.
According to the Georgian legislation, property rights are not differentiated by gender. There is no legal restriction on ownership, lease or disposal rights of women to the immovable property. Both men and women have equal rights to property, however, in regards to the property rights in the country, citizens are often guided not by law but by the views, according to which men enjoy the priority of rights to the property and the principle of equality is breached.
The aim of the new project of the National Agency of Public Registry is to inform citizens about their rights prescribed by law and raise awareness on equal rights to property. In the frame of the information campaign, meetings will be held in all regions of the country, where the staff of the National Agency of Public Registry will provide citizens with relevant information. Informational videos, brochures and leaflets will be prepared. Furthermore, territorial offices of the National Agency of Public Registry will give a consultation to any interested person.
"The launch of the project coincided with the global campaign on 16 Days of Activism Against Gender Violence, which is taking place around the world. Within our capacity, we would like to make our contribution to the implementation of the state policy on gender equality and support raising public awareness on equal rights to property, which is prescribed by law," - says Mr. Papuna Ugrekhelidze, the Chairman of the National Agency of Public Registry.
National Agency of Public Registry expresses willingness to support the raising awareness of citizens through face-to-face meetings, disseminating relevant information materials and using mass communication channels for fair realization of property rights, elimination of discrimination against women in property distribution, that often becomes the cause of the other types of discrimination, including domestic violence.
According to the official data of the Public Registry, rights to the immovable property have been registered by 1 319 155 physical persons countrywide in the period of 2010-2014. Among them, 743888 (56.4%) are men and 575267 (43.6%) are women. Almost in every region, the number of registered property rights in case of women is less than that of men, and this figure is even minimal in some municipalities (e.g. Dmanisi, Bolnisi, Marneuli, Khulo, Lentekhi, Shuakhevi, Tsalka, Mestia, Gurjaani and Kvareli).
