Deputy Prime Minister for Foreign and European Affairs Filip Ivanović received the newly appointed Ambassador of Hungary to Montenegro, H.E. Péter Hetei for an inaugural visit.

During the meeting, Deputy Prime Minister Ivanović welcomed the Ambassador and wished him a successful mandate, expressing confidence that his diplomatic work will further contribute to strengthening the friendly and partnership relations between Montenegro and Hungary. He emphasized that Montenegro regards Hungary as a reliable and significant partner, particularly in the context of European integration and regional cooperation. Ivanović recalled that one of the key priorities of the Government is the acceleration and consistent implementation of reform processes, achieving concrete and measurable results, and he thanked Hungary for its strong and continuous support for Montenegro’s European path and the European Union enlargement policy.

Ambassador Hetei expressed gratitude for the reception and emphasized that during his mandate he will be fully committed to further enhancing bilateral relations. He confirmed that Hungary remains a strong advocate of the European Union enlargement policy and will continue to provide strong support to Montenegro in the negotiation process, including expert and technical assistance. The Ambassador also briefed the Deputy Prime Minister on the results of the recently held elections in Hungary and the prospects for the formation of a new government in the coming weeks.

Deputy Prime Minister Ivanović expressed the expectation that successful cooperation between the two countries will continue with the future government in Hungary, once it is formed.

The interlocutors also agreed that there is significant potential for further strengthening economic cooperation, particularly through encouraging investments, intensifying business contacts, and improving collaboration in the field of education and scholarships.

At the conclusion of the meeting, it was assessed that the relations between Montenegro and Hungary are characterized by stable partnership and a high degree of mutual trust, with both sides expressing readiness to further enhance and concretize cooperation in the coming period through joint initiatives.

Deputy Prime Minister for Foreign and European Affairs Filip Ivanović took part in the panel “Perspectives on EU Membership and the Obstacles Ahead”, held as part of the Anti-Corruption Forum “EU by 2028? Crypto, Malign Influence, and Disinformation”, organized by BIRN.

Deputy Prime Minister Ivanović emphasized that the highest expectations are justifiably placed on the Government, noting that it is often the most scrutinized institution, while also achieving the most significant results in Montenegro’s EU accession process.

Speaking on specific challenges, Ivanović highlighted that Chapters 23 and 24 remain the foundation of the entire process, reminding that the interim benchmarks in these areas were fulfilled in 2024. He noted that these chapters are comprehensively reassessed at the end of the negotiation process and that continuous, daily progress is recorded.

Regarding other aspects of the negotiations, Ivanović stated that full alignment with the European Union’s visa policy is expected soon, while Chapter 27, covering environmental matters, represents one of the most demanding challenges due to the extensive regulations and the large number of directives that need to be adopted and implemented.

He further stressed the importance of administrative capacity, noting that these capacities are largely filled and operating at full potential. He explained that the process of preparing legislation for each negotiation chapter, as well as communication with the European Commission, requires time, and that the speed of receiving feedback directly affects the pace of chapter closure and the final assessment of criteria fulfillment.

Ivanović assessed that these challenges are primarily administrative and technical in nature, but also pointed to political challenges, illustrated by ongoing attempts to undermine achieved results and reforms implemented by the Government and Parliament. He particularly highlighted the constant presence of criticism and disinformation, emphasizing that maintaining constructive dialogue and achieving compromises is of critical importance.

He underlined that the Government of Montenegro achieves measurable results – implementing reforms, closing negotiation chapters, and maintaining continuous communication with the European Commission. He also reminded that the current Government received the most positive progress report from the European Commission since the beginning of the negotiation process, noting that the strongest criticism often comes from actors who were part of the previous administration, during which the weakest results were recorded.

Finally, Ivanović emphasized that Montenegro maintains a high level of public support for EU membership, noting that strong citizen backing further stabilizes the reform process and reduces the scope for negative influences, including disinformation and other challenges discussed at the forum.

The panel also featured the President of the Supreme Court of Montenegro, Valentina Pavličić; former Member of Parliament, former Minister of Ecology, Spatial Planning and Urbanism, and Coordinator of the Ministry of European Affairs, Ana Novaković-Đurović; and Member of Parliament and former Chair of the Committee for European Integrations in the Parliament of Montenegro, Ivan Vuković.

At the “Narodni heroj Petar Pero Ćetković” Barracks in Bar, a new building of the Navy Command of the Armed Forces of Montenegro, featuring a modern Naval Operations Centre, was officially opened. This event marks a significant strategic step forward in the modernization of the defence system and the strengthening of the security of Montenegro’s maritime area.

The project was implemented by the Ministry of Defence of Montenegro in cooperation with the Ministry of Public Works of Montenegro, with a total investment value of nearly €12 million. Construction works began in September 2023 and were completed in February 2026.

Deputy Prime Minister for Security, Defence, Fight against Crime and Internal Policy Aleksa Bečić emphasized that today we proudly share the joy of a historic moment – the ceremonial opening of the new building of the Navy Command of the Armed Forces of Montenegro, in which around €12 million has been invested and which has been built in accordance with the most advanced NATO standards.

This impressive building is a testament to commitment, institutional seriousness and statesmanlike responsibility. The defence sector is the foundation of the system, the Armed Forces are one of the key pillars of the state, and the Navy is the reflection of every serious state and responsible system, Bečić said.

He stated that tens of millions of euros are being invested in adaptations, reconstructions and the construction of numerous facilities in barracks in Kolašin, Pljevlja, Nikšić and Danilovgrad, as well as at the Military Airport, and that members of the Armed Forces have received new uniforms, vehicles, aircraft and modern equipment.

He particularly emphasized the strengthening of the capacities of the Navy of the Armed Forces of Montenegro, noting that, in cooperation with American partners, modern fast patrol boats have been procured and the electronic sea surveillance system has been modernized.

He stressed that no ship, no aircraft, nor any building constitutes the Armed Forces on its own.

The Armed Forces are made up of people, which is why personnel reforms are our focus. Reforms that open the door to new, young people and new energy, while respecting valuable experience, improving the material status and providing additional motivation for professionals, but also decisively cleansing the system of illicit influences and compromised personnel – all those who do not deserve to wear the honourable uniform of the Armed Forces of Montenegro, he added.

He emphasized that it does not matter what someone’s name is, or what their national, religious, political or other beliefs may be.

That time is behind us. Divisions belong to the past, and shared successes are our future. Therefore, we call on you to seek the good, to unite around what is good, to unite around professionalism and honour. That is the only formula for building strong institutions, a strong state, an eternal Montenegro, a credible member of NATO and the next member of the European Union, Bečić concluded.

Minister of Defence Dragan Krapović, in his address, highlighted the infrastructural and strategic importance of the new Navy building.

This modern workspace represents a strategic step forward in the development of the Navy and a symbol of our unwavering commitment to modernizing the defence system and strengthening the state’s presence at sea. The new Naval Operations Centre enables an integrated maritime picture, secure data exchange with allies, and uninterrupted operations under all conditions, he added.

The Minister also recalled the procurement of new patrol vessels “Petar I” and “Petar II Njegoš”, rapid response boats and modernized radar stations, enabling Montenegro for the first time to ensure full protection of its maritime domain.

Minister of Public Works Majda Adžović emphasized the infrastructural significance of the project.

The construction of the Navy Command facility with the Operations Centre represents an important infrastructural step forward. This project has further strengthened the capacities of the Navy of the Armed Forces of Montenegro to plan, manage and execute tasks of key importance for the security of our state. Investing in military infrastructure is an investment in the stability, readiness and long-term security of Montenegro, she said.

Chief of the General Staff of the Armed Forces of Montenegro, Brigadier General Miodrag Vuksanović emphasized the human factor as the key element of the defence system.

We are not just opening a new facility. We are opening a new chapter in the development of the Navy of the Armed Forces of Montenegro. People – sailors, non-commissioned officers, officers and civilian personnel – give meaning to everything we build. Your vigilance while others sleep, your readiness to respond, and your professionalism – these are the foundations of our security. This building will be as strong as the people who work in it, he added.

With the opening of the new Navy Command building, Montenegro has reaffirmed its clear and long-term commitment to systematically and strategically investing in the security, sovereignty and stability of its maritime territory. The facility has been built in accordance with the most advanced national and NATO standards, confirming Montenegro’s dedication to fulfilling the obligations arising from its membership in NATO. The Command will serve to coordinate all Navy units, cooperate with national and allied entities, and enhance the operational efficiency and combat readiness of the Armed Forces of Montenegro.

The Navy Command building, with a gross floor area of 2,100 m², was designed as an administrative-operational centre integrating command, operational and logistical functions. The facility has been constructed in accordance with the highest national and NATO standards, with modern electrical installations, automation systems, secure communication infrastructure and specialized military equipment.

Prime Minister Milojko Spajić met with President of Singapore Tharman Shanmugaratnam.

The importance of the strategic positions of the two countries was highlighted, particularly in the context of connecting Southeast Asia and Southeast Europe.

During the meeting, the possibility of cooperation in training programs implemented by Singapore was discussed, with the aim of strengthening governance models across various sectors.

Prime Minister Spajić emphasized that efficiency and discipline are particularly important in the context of Montenegro’s European integration, noting that despite limited human resources, Montenegro is rapidly closing negotiating chapters with the goal of becoming a full member of the European Union by 2028.

As stated, Singapore represents the best example of how a small country, through strong institutions, zero tolerance for corruption, efficiency, and discipline, can achieve exceptional development and global relevance.

საპატიო კონსულმა პატარა მონაწილეს საჩუქრები გადასცა და წარმატება უსურვა ევროვიზიის კონკურსზე, რომელიც 2025 წლის 13 დეკემბერს თბილისში გაიმართება.

On December 9, 2025, the Honorary Consul of Montenegro, Mr. Temur Kurkhuli, hosted the young singer Asja Džogović at the Consulate. Asja will represent Montenegro at the Junior Eurovision Song Contest 2025. The participant’s parents, brother, and representatives of the organizing team were also presented at the Consulate.

The Honorary Consul presented the young participant with gifts and wished her success at the Eurovision Song Contest, which will be held in Tbilisi on December 13, 2025.

Zogović represents Montenegro at one of the world’s largest investment forums in Dubai

A delegation of the Government of Montenegro, led by Deputy Prime Minister for Infrastructure and Regional Development Milun Zogović, participated in the CEE–UAE Strategic Economic Forum in Dubai, held within Investopia – one of the world’s largest and most influential global investment conferences.

The central part of the forum featured a session titled “Geopolitical & Geo-economic Restructuring: Opportunities for UAE–CEE Cooperation,” with speakers including Investopia President Abdulla bin Touq Al Marri, UAE Minister of Economy and Tourism, and Milun Zogović, Deputy Prime Minister of Montenegro. The main theme of the summit was developing corridors to connect Central and Eastern Europe with the UAE. Special emphasis was placed on development opportunities in infrastructure, smart technologies, tourism and agriculture, renewable energy sources, and healthy food production – areas identified as key investment, economic, and financial bridges for stronger cooperation between the UAE and Central and Eastern European countries.

Deputy Prime Minister Zogović also highlighted Montenegro’s tourism offer, emphasizing its potential as one of the region’s most attractive destinations. He invited all participating investors and partners to spend their holidays in Montenegro, enjoy the beauty of the country, and see firsthand the opportunities it provides.

By participating in this prestigious international event, Montenegro reaffirmed that on its EU path, it will place special emphasis on deepening economic relations and strengthening its role within regional partnerships.

Spajić writes to Saudi Prime Minister: Montenegro to open Embassy in Riyadh in early 2026

Before the appointment of an ambassador, Montenegro will designate a chargé d’affaires at its Embassy in Riyadh at the beginning of 2026, Prime Minister Milojko Spajić announced in a letter sent today to His Royal Highness Mohammed bin Salman, Crown Prince and Prime Minister of the Kingdom of Saudi Arabia.

Prime Minister Spajić recently paid an official visit to the Kingdom of Saudi Arabia, where he held highly successful talks with His Royal Highness, the Crown Prince and Prime Minister, Prince Mohammed bin Salman.

During the visit, the two leaders exchanged views on opportunities for further strengthening cooperation between Montenegro and Saudi Arabia, founded on long-standing friendship and mutual respect. On that occasion, the opening of Montenegro’s Embassy in Riyadh was announced.

The visit also provided an opportunity to present Montenegro’s potential to the Saudi business community and investors, and to discuss cooperation with leading companies in the Kingdom’s dynamic and rapidly growing market.

In his letter marking the decision to open the Embassy, Prime Minister Spajić expressed gratitude for the exceptional hospitality and conveyed his admiration for the comprehensive development and transformation of Saudi Arabia, emphasizing that the Kingdom’s vision of growth, innovation, and sustainability serves as an inspiration to many countries.

Encouraged by the positive outcome of my visit and the shared vision of enhancing relations with the Kingdom of Saudi Arabia, I wish to inform Your Royal Highness of the Government of Montenegro’s intention to adopt a Decision on the opening of a resident Embassy of Montenegro in Riyadh as soon as possible, and to appoint a chargé d’affaires to commence its work at the beginning of 2026, Prime Minister Spajić wrote in his letter.

The opening of the Embassy in Riyadh will further strengthen institutional cooperation and ensure a stronger presence of Montenegro in the market and across the Middle East region.

2025 წლის 14 დან 17 ოქტომბერის ჩათვლით, მონტენეგროში, კერძოდ ქალაქ ბუდვაში საპატიო კონსულების რიგით მე-4 კონფერენცია გაიმართა, რომელიც საგარეო საქმეთა სამინისტროს მიერ იქნა ორგანიზებული. კონფერენციაში, რომლის თემა იყო „მონტენეგრო საერთაშორისო ასპარეზზე: უსაფრთხოება, კეთილდღეობა, რეპუტაცია“ ქვეყნის 30-მდე საპატიო კონსული იღებდა მონაწილეობას. კონფერეციაზე მიწვეული იყო მონეტენგროს საპატიო კონსული საქართველოში, ბ-ნი თემურ ქურხული.

კონფერენციაზე ვიცე პრემიერმა და საგარეო საქმეთა მინისტრმა, ერვინ იბრაჰიმოვიჩმა თავის მიმართვაში მადლობა გადაუხადა საპატიო კონსულებს მონტენეგროს პოპულარიზაციისთვის, ეკონომიკური, კულტურული, ტურისტული და სხვა კავშირების განმტკიცებისთვის, ასევე აღნიშნა მათი მხარდაჭერაც მონტენეგროს მოქალაქეების მიმართ კრიზისულ სიტუაციებში და ხაზი გაუსვა, იმას, რომ ისინი დიპლომატიური ქსელის მნიშვნელოვან ნაწილს წარმოადგენენ.

From 14-17 October, 2025 a Fourth conference of Honorary Consuls in Budva, Montenegro was held, organized by Minister of Foreign Affairs of Montenegro. Almost 30 honorary Consuls from different countries were brought together to the Conference under the theme: “Montenegro on the international Scene: Security, Prosperity and Reputation”. The Honorary Consul to Georgia Temur Kurkhuli was invited to the conference.

At the conference, Deputy Prime Minister and Minister of Foreign Affairs Ervin Ibrahimovich thanked to all honorary consuls for their contribution for promotion Montenegro, strengthening the connection of economic, cultural and tourist. He also noted their effort in helping Montenegrin citizens abroad and providing support in crisis situations and also emphasized that they are an important part of the diplomatic network.

The Minister announced that the conference goal was to strengthening the role of the network of honorary consuls, improving cooperation and increasing Montenegros international visibility.

On the same day a meeting was held in Ministry of Foreigh Affairs, where representatives discussed the the Visa-free travel and other main topics. A meeting was held also in city Kotor, Mr. Kurkhuli together with other consuls participated in panel discussion with the topic: Culture as a tool for the international promotion of Montenegro where he shared his views and opinions.

Next day, on 16 October honorary consul attanded Econimic Forum, where global economic issues were discussed.

Ibrahimovic in Budva: With the synergy of diplomacy and economy, we strengthen economic diplomacy and the international position of Montenegro

Deputy Prime Minister and Minister of Foreign Affairs Ervin Ibrahimovic opened the Fourth Conference of Honorary Consuls of Montenegro, organized by the Ministry of Foreign Affairs, in Budva. This year's conference, under the theme "Montenegro on the International Scene: Security, Prosperity, Reputation", brought together more than 30 honorary consuls from different countries of the world.

In his address, Minister Ibrahimović thanked the honorary consuls for their dedication and contribution to the promotion of Montenegro, stressing that they are an important part of the diplomatic network and an extended arm of Montenegrin diplomacy.

In the countries where you live and work and promote Montenegro and its interests and values, contribute to the strengthening of economic, cultural and tourist ties, help our citizens abroad and provide support in crisis situations, said the Minister.

He reminded that Montenegro today has 60 honorary consuls in 48 countries, and pointed out that the Ministry remains committed to strengthening institutional support for their work through continuous communication, clear priorities and new forms of cooperation.

Our goal is for the network of honorary consuls to be connected and recognized as an integral part of the diplomatic network of Montenegro and an important instrument of its international affirmation, said Ibrahimović.

Speaking about the economic perspectives, the Minister pointed to the importance of cooperation between diplomacy and the economy, expressing satisfaction that the honorary consuls will participate in the international conference on the economy "Montenegro 2025", organized by the Chamber of Commerce of Montenegro.

The synergy between diplomacy and the economy shows our intention to strengthen economic diplomacy - because every new investment, initiative for cooperation, every successful promotion of Montenegro contributes to the development of our country, and its better positioning on the international scene, said Ibrahimović.

The Honorary Consul of Montenegro in India and the doyen among honorary consuls, Janis Darbari, also addressed the opening, saying that "honorary consuls represent the extended family of Montenegro around the world", with a review of the long-standing friendship and cultural ties between Montenegro and India. She also pointed to the economic potentials of our country, and the importance of foreign investments, which confirm the credibility of the Montenegrin vision of development.

The conference, which lasts until October 17, aims to further strengthen the network of honorary consuls, improve cooperation in the fields of economy, culture, tourism and consular services, and increase the international visibility of Montenegro. During the program, round tables will be held dedicated to the role of honorary consuls in contemporary diplomacy, visa policy, cultural cooperation and economic diplomacy.

17.09 – 19.09 2025 ში მონტენეგროს ელჩი უკრაინაში, მისი აღმატებულება Borjanka Simićević (ბორიანკა სიმიჩევიჩი) ოფიციალური ვიზიტით საქართველოს ეწვია. ვიზიტის ფარგლებში მონტენეგროს ელჩი პრეზიდენტის სასახლეში საქართველოს პრეზიდენტს, მიხეილ ყაველაშვილს შეხვდა, სადაც რწმუნებულთა სიგელების გადაცემის ცერემონია გაიმართა.
მონტენეგოს ელჩი უკარაინაშ საგარეო საქმეთა სამინისტროს ესტუმრა, ასევე შეხვდერა შედგა მონეტენგროს საპატიო კონსულ ბ-ნ თემურ ქურხულთან.

From 17 to 19 September 2025, the Ambassador of Montenegro to Ukraine, Her Excellency Borjanka Simićević, paid an official visit to Georgia.

During the visit, Ambassador Simićević was received at the Presidential Palace by the President of Georgia, H.E. Mikheil Kavelashvili, where a solemn ceremony of presentation of credentials was held.

As part of the program, Ambassador Simićević also visited the Ministry of Foreign Affairs of Georgia and held a meeting with the Honorary Consul of Montenegro in Georgia, Mr. Temur Kurkhuli.
