FOREIGN MINISTER TIM KABBA PRESIDES OVER ECOWAS COUNCIL MEETING IN ACCRA.
A meeting of the Ad Hoc Ministerial Committee for the selection and evaluation of the performance of statutory appointees of the Economic Community of West African States (ECOWAS) has been concluded in Accra, Ghana.
The meeting, held at the Palms Hotel, was chaired by the Minister of Foreign Affairs and International Cooperation of Sierra Leone, Alhaji Musa Timothy Kabba, who is the current chair of the ECOWAS Council of Ministers.
Chairing the three-day session of the Council of ECOWAS Ministers' Ad hoc meeting that interviewed statutory appointees who will lead the ECOWAS Commission in the next four years, Minister Kabba, in his remarks, noted that the excellent work the council has done in Accra goes to the very heart of the Community’s future.
He expressed appreciation to everyone for the commitment, diligence, and seriousness with which they undertook what he described as an important responsibility.
"Over the past days, we have engaged in a process that goes to the very heart of our community’s future, and this is a testament to shared commitment to the long-term credibility and effectiveness of ECOWAS.
The interviewees, according to Minister Kabba, will be called upon to navigate a complex and evolving regional landscape, to strengthen integration, and to deliver tangible results for West Africa.
“we must continue to support them while holding them to the highest standards of performance and accountability."he continued.
He concluded that the exercise was not merely about filling positions but about making deliberate and consequential choices regarding institutional leadership.
The Vice President, Commissioners, Auditor General, and the Directors of ECOWAS’ institutions were interviewed.

AS STUDY TOUR ENDS IN ACCRA, SIERRA LEONE, AND GHANA PLEDGE TO SHARE KNOWLEDGE IN ROAD SAFETY
A three-man delegation from Sierra Leone comprising Abu-Bakarr Sheriff Esq., Secretary to the Authority and Board at the Sierra Leone Safety Authority (SLRSA), Arthur Brima, Director of Transport, SLRSA and Dr. Adams Steven, Senior Technical Director, Ministry of Transport and Aviation, concludes a study tour on Ghana's implementation of policies and regulatatory framework on vehicle safety.
Speaking during engagements with officials of institutions such as the Ministry of Transport, Driver and Vehicle Licensing Authority, National Road Safety Authority, and the Ghana Standards Authority, the head of the delegation, Abu-Bakarr Sheriff Esq. said the key objective of the study tour is to learn from Ghana the implementation of the vehicle safety standards, including but not limited to imposing an age limit on imported used vehicles and related issues.
He noted that with SierraLeone and Ghana having shared strong bilateral ties over the years, and having supported each other in times of need, the Sierra Leone Road Safety Authority is of the considered view that studying the successes of Ghana in areas of vehicle safety, road safety and transportation was significant.
While at the different institutions, the delegation from Sierra Leone was warmly welcomed to Accra, Ghana, and promised to be supported during the entire tour by heads and representatives.
Power points presentations were made to the team from Sierra Leone on operations, legal frameworks, penalties, public awareness and strategic data, with additional presentations and interactive discussions on road safety strategies, operations and transport services sectors.
Officials at the respective institutions expressed willingness for further engagement with the Sierra Leone Road Safety Authority and the Ministry of Transport in Sierra Leone so as to further share knowledge, discuss challenges and how they were surmounted, among others.
The study tour in Ghana, according to members of the delegation of Sierra Leone, was "very productive" while they expressed appreciation to the National Road Safety Authority (NRSA) of Ghana for facilitating the meetings and visitation of the Ministry of Transport, Ghana; Driver and Vehicle Licensing Authority (DVLA), Ghana Standards Authority and its Vehicle Testing Centre.
The three-man delegation of Abu-Bakarr Sheriff Esq., Secretary to the Authority and Board of the Sierra Leone Safety Authority (SLRSA), Arthur Brima Director of Transport, SLRSA and Dr. Adams Steven, Senior Technical Adviser, Ministry of Transport and Aviation, will conclude their tour on Wednesday, 29th April.
Meanwhile, the delegation paid a courtesy visit to the Sierra Leone High Commission in Accra on Tuesday, 28th April.

GHANA – SIERRA LEONE PERMANENT JOINT COMMISSION FOR COOPERATION (PJCC), SIX (6) MEMORANDA OF UNDERSTANDING AND ONE (1) AGREEMENT SIGNED
A Ministerial Session of the inaugural Permanent Joint Commission for Cooperation (PJCC) between Ghana and Sierra Leone, was on Thursday, 23rd April concluded with a signing ceremony of six (6) Memoranda and one (1) agreement.
This was held following technical sessions with representatives from both the Ghana and Sierra Leone team after a meeting between President John Dramani Mahama and President Julius Maada Bio in 2025.
Ghana’s Foreign Minister Honourable Samuel Okudzeto Ablakwa (MP), in his opening statement, described the PJCC as prospect given to both countries to interpret the long-standing diplomatic relations into tangible corporation.
He emphasized that Ghana, on its part, will guarantee the implementation of the agreement and memoranda of understanding with active follow-up in ensuring that outcomes are translated into concrete benefits for citizens of both countries.
Highlighting the significant areas of collaboration, which include agriculture, energy, defense and security, health, trade and investment, Minister Ablakwa said the sectors chosen for the cooperation offers great chances for job creation, and more.
Delivering her statement, the deputy minister of Foreign Affairs of Sierra Leone, Mrs. Francess Piagie Alghali expressed Sierra Leone’s assurance to further deepening teamwork with Ghana.
Minister Alghali said the signing of the Permanent Joint Commission for Cooperation (PJCC), actually replicates collective dream of the astute leadership of both countries to transform historic relations into a dynamic and mutually beneficial partnership anchored in solidarity and development cooperation.
The Ministerial Session was topped with the signing of six (6) Memoranda of Understanding and one (1) Agreement in Defence/Military Cooperation; Understanding Electric Power Development and Management; Intelligence and Security Cooperation; Cocoa Sector Development Cooperation; Political Consultations; Cooperation in the field of Tourism, Culture and Creative Arts; and a Cooperation in the field of Health.
The Co-chairpersons, Minister Honourable Samuel Okudzeto Ablakwa (MP) and Deputy Minister of the Ministry of Foreign Affairs of Sierra Leone, Mrs. Francess Piagie Alghali representing both countries promised continued engagement, effective implementation, and proper monitoring of all that was agreed upon during the technical sessions.
Sierra Leone’s Delegation was led by the country’s Deputy Foreign Minister madam Francess Piagie Alghali, and it included, the Director General of the Ministry of Foreign Affairs and International Cooperation Alan Charles Logan and a team of technical members drawn from different Ministries, Departments and Agencies.
Accompanying the team was High Commissioner, Mohamed Hassan Kaisamba, who played a supportive role alongside his counterpart in Sierra Leone and diplomatic staff of the Sierra Leone High Commission.

GHANA AND SIERRA LEONE TO SIGN PERMANENT JOINT COMMISSION FOR COOPERATION(PJCC)
A delegation from Sierra Leone led by the Deputy Minister of Foreign Affairs and International Cooperation, Mrs. Francess Piagie Alghali is currently in Accra, Ghana, ahead of the Ghana - Sierra Leone Permanent Joint Commission for Cooperation (PJCC) signing.
The Permanent Joint Commission for Cooperation (PJCC) between Ghana and Sierra Leone is a significant step towards strengthening bilateral ties between the two West African nations.
Leaders of both countries identified quite a number of priority areas for cooperation, including Energy, Agriculture, Health, Security, Tourism among others during engagements held sometime in March 2025 and January 2026, when President John Dramani Mahama visited his brother and colleague President Julius Maada Bio in Freetown and President Bio in Ghana.
Established in March 2025, the commission is expected to serve as an institutional framework for long-term collaboration, promoting mutual benefits and sustainable development.
Inaugural sessions began on the 21st of April, 2026 during which technical team members from different sectors of both countries, finalizes discussions on several areas of cooperation such as Health, Defense and security, Air services, Trade and Agriculture among others.
The Ghana -Sierra Leone Permanent Joint Commission for Cooperation (PJCC) is expected to be climaxed on Thursday, 23rd April, with a signing ceremony between both governmentsSierra Leone and Ghana.
This is believed to be part of new efforts to strengthen bilateral relations between the Republic of Ghana and the Republic of Sierra Leone.

SIERRA LEONE’S GENDER MINISTER URGES ECOWAS MEMBER STATES TO SWIFTLY IMPLEMENT RECOMMENDATIONS ON WOMEN AND YOUNG PEOPLE.
As Member States of ECOWAS participated in a four-day regional consultation on political participation and leadership of women and young people in west Africa, the Minister of Gender and Children’s Affairs of Sierra Leone and Chair of the West African Ministers of Gender and Women Affairs, Dr. Isata Mahoi has during the closing ceremony, urged member states for a swift implementation of their conclusions.
The consultation was organized by ECOWAS Gender and Development Centre and hosted by the Government of Ghana, through the Ministry of Gender ,Children and Social Protection.
The consultation brought together Ministers responsible for gender/women, ECOWAS Resident Representatives, Experts, HCD Focal Points and Development Partners.
She made this call while reading out the recommendations made during high-level sessions, to strengthen the implementation of the Legacy project.
Highlighting them, the Minister of Gender and Children’s Affairs of Sierra Leone Dr. Isata Mahoi, said it was discussed and agreed upon that cultural norms of each member state should be taken into consideration, and a monitoring plan and capacity-building mechanisms established along with a caucus of ministers responsible for gender or women’s issues to provide a framework for continuous dialogue.
She added that it was also agreed that the positions of women in government should be strengthened and to break down economic, social, cultural and other barriers between women and political participation and take into consideration the age group of young people in the analysis for the political inclusion of young people.
Dr. Mahoi concluded by commending the organisers of the regional consultation and called on member states to work sincerely in promoting issues of women and young people when it comes to politics or governance.
Addressing the closing ceremony was Vice President Naana Jane Opoku-Agyemang, who urged leaders to deepen efforts to create open political opportunities for women and young people.
She stated that while regional backgrounds such as the ECOWAS Gender and Youth Policy exist, representation of women and youth in leadership and decision-making spaces is still low.
The Minister for Gender, Children and Social Protection for Ghana, Dr Agnes Naa Momo Lartey, reiterated Ghana’s dedication to supporting corporations that promote the rights and welfare of women and young people.
Representatives of ECOWAS and other organisations expressed appreciation to the government of Ghana for hosting such an important meeting and described the outcomes as noteworthy steps towards a strengthened regional cooperation and deeper self-governing inclusion.
The engagement, organised by the Government of Ghana through the Ministry of Gender, Children and Social Protection which was held at the Mövenpick Hotel, brought together representatives of ECOWAS, government officials, and other stakeholders from across the sub-region.

GENDER MINISTER CALLS FOR ACTION ON WOMEN’S POLITICAL ROLE IN ECOWAS.
Sierra Leone’s Minister of Gender, Dr Isata Mahoi has called on colleague Gender Ministers and Partners to examine the barriers: legal, cultural, economic, and institutional challenges that hinder women and youth from fully engaging in politics, sketching a collective roadmap that aligns with ECOWAS Vision 2050, the African Union’s Agenda 2063, and the Sustainable Development Goals.
She was speaking at the ongoing regional consultation on political participation and leadership of women and youth in West Africa which is a four-day engagement that forms part of activities under the Economic Community of West African States’ 50th Anniversary Legacy Project.
Delivering her opening statement as Chair of the ECOWAS Ministers responsible for gender, Dr Isata Mahoi described the gathering at such a critical moment in West Africa's democratic journey as extremely important, noting that such a gathering is not organised for deliberations only, but to reaffirm collective commitment to inclusive governance.
“The voices of women and youth are indispensable to the future of our democracies. Yet, despite their numbers, energy, and contributions, they remain underrepresented in political decision-making across our region”. Minister Mahoi stated.
With many imbalances, she said, the very principles of equality, justice, and sustainable development that ECOWAS stands for are undermined.
The Minister said it is important that everyone acknowledges that political participation is not merely about numbers, but about influence, leadership, and the ability to shape policies that respond to the realities of our people adding that women and youth bring perspectives that enrich governance, strengthen accountability, and ensure that societies are more resilient and equitable.
The Exclusion of Women and Youth according to Minister Mahoi, is not only a democratic deficit, but a missed opportunity for transformation.
She called on her colleague Gender Ministers, partners and participants to use the platform to reaffirm their collective commitment to dismantling barriers and to chart a new course where women and youth are not merely participants, but leaders and decision-makers.
Their deliberations she said must be bold, recommendations practical, with unwavering resolve.
Sierra Leone's Gender Minister urged participants to see the gathering as a call to action and an opportunity to share best practices and innovative strategies from across member states, deliberate on the draft declaration on gender parity crafted by experts for adoption and onward submission to the Authority of Heads of State for approval.
On behalf of the ECOWAS ministers responsible for gender, Dr Mahoi extended gratitude to the government and people of Ghana for hosting the consultations, while thanking partners and stakeholders for their continued support to advance the cause of gender equality, empowerment of women and girls and youth in the region.
The consultation is taking place at the Movenpick Hotel in Accra to promote gender parity and inclusive leadership across Member States.
