Minister for Energy and Green Transition Receives Advisory Report on Private Sector Participation in the Power Distribution Sector.

Today, Wednesday, 2nd April 2025, the Minister for Energy and Green Transition, Hon. John Abdulai Jinapor was presented with a comprehensive report compiled by a technical committee established in January 2025, to evaluate private sector participation in the power distribution sector.

The document, which aims to guide the government's future policies and strategies, could herald a significant shift in how the power distribution sector is managed in the country.

The report, officially handed over during a ceremony at the Ministry of Energy and Green Transition, provides detailed assessments and recommendations on facilitating private sector involvement.

It highlights three key options such as Entity Concession, Multiple Lease and Service Franchise with potential benefits of increased efficiency, improved customer service, and the mobilization of private investment to modernize infrastructure and technology.

Speaking at the event, Hon. John Abdulai Jinapor expressed his appreciation for the committee’s diligent work and noted that the government is committed to creating a conducive environment for private investment in the power sector.

The Minister emphasized that addressing current inefficiencies and enhancing energy distribution remain top priorities of government to meet the growing demand of the sector. “All we want is a reliable, affordable and dependable supply of electricity”, he stated.

The report's findings stress the need for regulatory frameworks that support private sector engagement while ensuring consumer protection and fair pricing mechanisms. Furthermore, it suggests that strategic partnerships between government and private entities can leverage new technologies and innovative practices, potentially transforming the sector.

Hon. Jinapor reaffirmed that the government was not going to sell the Electricity Company of Ghana (ECG) or the Northern Electricity Distribution Company Limited (NEDCo).

The anticipation surrounding this development underscores the critical role of private sector involvement in achieving a resilient and sustainable energy supply that aligns with national goals.

As discussions begin on how to implement these recommendations, the Minister reiterated the government's commitment to transparency and fairness with emphasis on local content participation in shaping a future-ready energy sector that benefits all citizens.

Hon. John Jinapor Pledges Recovery of Over 1,300 Missing ECG Containers During Strategic Visits

Shai Hills & Kpone, Tema – In response to the alarming disappearance of over 1,300 containers from the Tema Port which contains equipments belonging to the Electricity Company of Ghana (ECG), Hon. John Abdulai Jinapor, Minister for Energy and Green Transition, has resolved to spearhead efforts to retrieve these vital assets.

This pledge came during a visit to two metal and aluminum smelting manufacturing companies, Dangfang Company Ltd and Ponlok Manufacturing Company Ltd, in Shai Hills and a warehouse in Kpone on Friday, March 28, 2025, where stolen cables, allegedly belonging to the Electricity Company of Ghana were found by National Security Operatives.

The missing ECG containers, pivotal to the company's operations, have become the focus of national concern, prompting immediate governmental action. Hon. Jinapor's visits were aimed at addressing the issue head-on, ensuring all possible measures are taken to recover the assets and hold those responsible accountable.

During the visits, Hon. Jinapor engaged with the National Security Operatives who have been stationed at the two companies and the warehouse, emphasizing the importance of accountability in safeguarding public assets. "The disappearance of these containers is a grave concern not just for the ECG but for the nation as a whole. We are committed to recover all the containers and upholding the integrity of our public resources," Hon. Jinapor affirmed.

The Minister further indicated that he would do everything humanly possible to break the syndicate who have been perpetuating the criminal activities against the state. He urged the public to closely cooperate with law enforcement and investigative bodies, underscoring the critical role they play in this mission of safeguarding the interest of the country.

He cautioned the public to desist from turning the issue into the usual political games. “Political games will not derail our efforts to bring those responsible to justice,” he stated firmly. “We will pursue them, prosecute them, and take all necessary legal action, including confiscating properties involved in these crimes.”

Hon. Jinapor commended the security agencies and the public for the swift response and volunteer of information which has led to the arrest of about 14 people in connection with the theft case. As security agencies delve deeper into the case, Hon. Jinapor's unwavering resolve signals a robust governmental approach to asset recovery and public accountability.

The Minister was accompanied by the Chief Director and other officials of the Ministry of Energy and Green Transition as well as National Security Operatives.

HON. JOHN JINAPOR RECEIVES ECG’S COMMITTEE REPORT

Earlier today, Tuesday, 25th March 2025, the Minister for Energy and Green Transition, Hon. John Abdulai Jinapor, received a 103-page report from the committee established on the 30th of January 2025, to investigate about 2,500 containers belonging to the Electricity Company of Ghana (ECG) that had been stuck at the Tema Port, as well as other procurement related issues.

After receiving the report, Hon. John Jinapor revealed that the committee’s findings are very disturbing. In addition to serious procurement breaches in the past few years, over 1350 containers could not be accounted for during the investigations.

The Minister assured all that a thorough investigation would be conducted with the assistance of the Attorney General and the Police.
“The over 1,300 containers cannot vanish into thin air. We will work with the AG’s Department and the Police to ensure that those responsible for the missing containers are brought to book to retrieve the containers or the monetary value of the same,” he stated.

On the procurement issue, the Minister also announced that the procurement unit at ECG would be decoupled within a week and pledged to introduce swift and far-reaching measures to reform procurement processes at the company.
“It cannot be business as usual. We are not targeting anybody, but we will make sure whoever is responsible will be held liable,” he added.

The Minister commended Prof. Innocent Senyo Acquah led committee for the thorough investigation done to unravel the issues at ECG.

Ministry of Energy and Green Transition Holds National Clean Cooking Policy Stakeholders Engagement to Tackle Health and Environmental Challenges

Thursday 20th March 2025, Accra – In a move to address public health concerns and environmental degradation, the Ministry of Energy and Green Transition commenced a two-day National Clean Cooking Policy and Strategy Workshop bringing together a diverse group of stakeholders, including policy experts, industry leaders, and development partners, representing a significant milestone in Ghana's pursuit of clean cooking solutions.

Delivering the keynote address, the Minister for Energy and Green Transition, Hon. John Abdulai Jinapor stated that the challenges facing household cooking in Ghana are substantial, with nearly 60% of the population relying on traditional solid fuels like charcoal and firewood. He pointed out that this reliance has dire consequences, contributing to approximately 6,500 deaths annually due to household air pollution, with children under five disproportionately affected across Africa.

The Hon. Minister acknowledged the immense socio-economic toll of inefficient cooking methods, particularly on women and children, who bear the brunt of fuel collection and health risks. He emphasized the urgent need for a coherent strategy to tackle these issues more effectively. To this end, the Ministry of Energy & Green Transition unveiled the proposed National Clean Cooking Policy (NCCP), designed to outline a structured framework for clean cooking adoption across the nation. The NCCP will focus on promoting a diversified clean cooking energy mix, which includes Liquefied Petroleum Gas (LPG), electric, biogas, and improved biomass cookstoves.

"The NCCP will offer regulatory and fiscal incentives to boost investments in the clean cooking sector and will support local industry development, ensuring the availability and affordability of clean cooking technologies," the Minister elaborated. He also highlighted the importance of public awareness campaigns to foster behavioral change toward cleaner cooking solutions.

Hon. John Jinapor further announced that the revision of the National Clean Cooking Strategy (NCCS) and accompanying Investment Prospectus (IP) will provide a detailed implementation roadmap that identifies stakeholder roles and responsibilities while outlining necessary financial resources for scaling adoption.

He urged participants of the workshop to engage in constructive discussions and propose innovative solutions that shift Ghana from policy formulation to actionable results. "Achieving universal access to clean cooking is not the sole responsibility of the government; it demands a collaborative multi-stakeholder approach," the Minister said.

He underscored the government's commitment to leading and supporting this agenda. "The success of our clean cooking initiative hinges on collective efforts toward a healthier, cleaner, and more sustainable future for all Ghanaians."

The workshop serves as a critical platform for galvanizing support and commitment to the clean cooking agenda, promising a transformative legacy for generations to come.

The Chief Director of the Ministry of Energy and Green Transition, Wilhelmina Asamoah (Mrs.), in welcoming participants said the initiative is designed to ensure inclusiveness and address the local realities faced in the path toward clean cooking adoption. “This workshop provides a platform for open dialogue, knowledge sharing, and strategic collaboration over the next two days”, she said.

According to Mrs. Asamoah, the workshop, which is the first of three planned regional engagements, aims to gather insights from representatives across Ghana's southern, middle, and northern regions.

She urged participants to seize the opportunity to engage in constructive discussions and innovative brainstorming towards a cleaner cooking future.

She expressed gratitude to the World Bank for its unwavering support of Ghana’s clean cooking agenda, acknowledging its critical role in advancing essential policy initiatives.

Hon. Jinapor Engages CSOs in the Energy Sector.

Tuesday, 18th March 2025. The Minister for Energy and Green Transition, Hon. John Abdulai Jinapor, has expressed worry over the mounting debt of the Energy Sector. He said the rate at which debts in the sector keep pilling, it has become imperative to take drastic measures to save the sector from collapse.

Hon. John Jinapor made this statement at CSOs’ Engagement with the Ministry of Energy and Green Transition on the Challenges of the Energy Sector and the Way Forward in Accra.

The Minister mentioned that the current liabilities of the sector stood at 80 billion Ghana Cedis with the Electricity Company of Ghana’s (ECG) liability amounting to over 60 billion Ghana cedis which according to him is not sustainable.

He therefore called for stringent measures to prevent major setbacks in the sector. He stated that one of the key issues identified so far is the financing of the energy sector which the Minister requested the CSOs to help find solution to avoid major crisis in the energy sector.

Hon. Jinapor assured the CSOs of the Government’s commitment to working to improve the Energy Sector for the maximum benefit of the people of Ghana.
