ERERA is the regulator of regional cross-border trade of electricity in West Africa.
The overall missions of ERERA are to:
• regulate the cross-border power pooling among ECOWAS Member States

The first stakeholder consultative meeting of the RHFTIERE project was held in Dakar, Senegal (22–25 September 2025). Organized by Ecowas Regional Electricity Regulatory Authority with support from the African Development Bank Group (AfDB), the event brought together regulators, operators, and regional institutions to validate tools, establish data-sharing processes, and adopt a roadmap for implementation.
This milestone marks an important step toward harmonizing regulatory frameworks and building a transparent, sustainable, and integrated West African electricity market. ⚡🌍

ERERA was honoured to receive the Honourable Minister for Energy and Green Transition, Hon. John Abdulai Jinapor (MP), at our Head Office in Accra.
The visit focused on strengthening collaboration to advance regional electricity market development and accelerate the green transition within ECOWAS. The Minister commended ERERA’s efforts in regulatory harmonisation and cross-border electricity trade, reiterating the commitment to a low tariff methodology, secure energy future for the region.
Together, we are building a sustainable and interconnected West African energy market. ⚡🌍
Highlights from the ongoing Working Group session in Lomé on drafting procedures for issuing authorizations to participate in the Regional Electricity Market.

𝐃𝐫𝐚𝐟𝐭𝐢𝐧𝐠 𝐭𝐡𝐞 𝐏𝐫𝐨𝐜𝐞𝐝𝐮𝐫𝐞 𝐟𝐨𝐫 𝐈𝐬𝐬𝐮𝐢𝐧𝐠 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐬𝐚𝐭𝐢𝐨𝐧 𝐭𝐨 𝐏𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐞 𝐢𝐧 𝐭𝐡𝐞 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐄𝐥𝐞𝐜𝐭𝐫𝐢𝐜𝐢𝐭𝐲 𝐌𝐚𝐫𝐤𝐞𝐭
ERERA established a Working Group to support the development of the Procedure for Issuing Authorization to Participate in the Regional Electricity Market.
The Working Group are presently sharing national and regional perspectives, providing technical input, and contributing to the drafting and validating Procedure.
Licensing practices across the Ecowas - Cedeao Region vary by legal and institutional frameworks. In Anglophone Member States, licensing responsibilities are typically vested in national regulatory authorities, whereas in Francophone Member States, these functions are usually performed by the Ministries responsible for Energy.
Therefore, to ensure that the Procedure takes into account the operational realities of the domestic and regional markets, the Working Group includes experts from both national regulatory bodies and Ministries of Energy with direct mandates and/or practice and experience in licensing, particularly in the context of import/export of electricity.
Furthermore, the Working Group should include representation from the West African Power Pool Information and Coordination Centre (WAPP ICC), through its Market Department to bring its essential expertise in cross-border electricity trade.
Finally, experts from ERERA are playing a central role in coordinating the Group’s work and ensuring consistency with ERERA’s legal mandate and regulatory principles.
The Working Group comprises of the following:
• One expert each from the Licensing Departments of the Nigerian Electricity Regulatory Commission (NERC), the Energy Commission of Ghana, the Autorité de Régulation de l’Electricité of Benin, and the Commission de Régulation du Secteur de l’Energie of Senegal ;
• One representative each from the Licensing Departments of the Ministries responsible for Energy in Côte d’Ivoire and Togo;
• One expert from the Market Department of WAPP/ICC;
• Experts from ERERA.
To facilitate the tasks of the Working Group, two meetings of the Working Group are tentatively scheduled as follows:
• First meeting: 19th to 23rd May 2025 in Togo
• Second meeting: 10th to 12th June 2025 in Ghana
These meetings will be reviewing the draft text and incorporate inputs from national and regional stakeholders promptly to allow for its presentation at the upcoming Consultative Committees of Regulators and Operators (CCRO) meeting, scheduled for July 2025.

The Secretary General of the West African Power Pool, Ing. Abdoulaye DIA, as part of his assumption of office, paid a courtesy visit to the Ecowas Regional Electricity Regulatory Authority on Monday, January 20, 2025.
During a working meeting held on this occasion, attended by experts from both institutions, the Chairman of ERERA and the Secretary General of WAPP discussed areas of cooperation to accelerate the operationalization of the regional electricity market and strengthen the development of electricity trade in West Africa.
The meeting also focused on strengthening collaboration between the two institutions to achieve regional energy integration objectives and improve access to electricity in the region.
Finally, both parties expressed their commitment to work together for a more efficient and sustainable energy market in West Africa.
