🚨 New recommendations from the The Royal Institute of Navigation strengthen the resilience of Vessel Traffic Services (VTS) against Global Navigation Satellite System (GNSS) jamming and spoofing.

GNSS interference is becoming an increasingly important operational risk for VTS, potentially affecting positioning, timing, and the reliability of the traffic picture.

To strengthen resilience, the recommendations focus on both technical safeguards and operational preparedness.

Technical measures include:
✅ Considering anti-jamming and anti-spoofing systems to protect GNSS-dependent operations.
✅ Combining data from multiple sensors, including radar, AIS, and CCTV, to maintain a reliable traffic picture during GNSS interference.
✅ Identifying VTS systems that depend on GNSS and assessing their potential failure points.

Operational measures include:
✅ Incorporating GNSS interference into Safety Management System (SMS) procedures.
✅ Maintaining effective voice communication procedures between ships and shore during GNSS outages.
✅ Developing local procedures to manage traffic during interference, including measures such as reduced traffic flow or increased vessel separation.

🌊 A closer look at what’s inspected

Cargo securing under the spotlight from 1 September to 30 November 2026.

The Tokyo MoU and the Paris MoU will conduct a Concentrated Inspection Campaign (CIC) on the loading, stowage, and securing of cargo units and cargo transport units.

📃 During routine Port State Control inspections, PSCOs will use a dedicated questionnaire to assess compliance with applicable SOLAS cargo securing requirements covering everything from the Cargo Securing Manual and securing devices to cargo plans, safe access, and heavy weather procedures.

Deficiencies identified during the campaign may lead to further action, including detention.

❗️Lithium batteries are becoming an increasingly common cargo, but are current regulations keeping pace with the risks they can pose?

Under Special Provision 188 (SP188) of the IMDG Code, certain small lithium batteries can be transported under simplified requirements. However, there is currently no limit on the total number of batteries that can qualify for the exemption within a single container.

🚢 This means a container carrying thousands of lithium batteries may travel without dangerous goods documentation or placarding, despite containing a significant amount of stored energy.

The World Shipping Council (WSC) is calling for this safety gap to be addressed through a container-level threshold. Once the total quantity of batteries exceeds the proposed threshold, dangerous goods documentation, hazard communication and potentially placarding requirements would apply.
