Interreg Greece - Bulgaria http://www.greece-bulgaria.eu/ The Greece-Bulgaria cross-border cooperation area for the programming period 2014-2020 is identical to the current ETC programme.

The Cooperation Programme “Greece-Bulgaria 2014-2020” was approved by the European Commission on 09/09/2015 by Decision C(2015)6283. Budget
The total budget (ERDF and national contribution) for the European Territorial Programme “Greece-Bulgaria 2014-2020” is €130,262,836.00 .The total financing consists of €110.723.408 (85%) ERDF funding and €19.539.428 (15%) national contribution. Eligible area
The eligible area of the Programme consists of the Region of Eastern Macedonia and Thrace (Prefectures of Evros, Kavala, Xanthi, Rodopi and Drama) and the Region of Central Macedonia (Prefectures of Thessaloniki and Serres) in Greece and the South-Central Planning Region and South-West Planning Region (Districts of Blagoevgrad, Smolyan, Kardjali and Haskovo) in Bulgaria. It extends to 40.202 km2 and has a total population of 2.7 million inhabitants. It covers four territorial units at NUTS II level (Regions), and 11 territorial units at NUTS III level (Districts). The eligible area extends across the entire Greek-Bulgarian border and is neighbouring with Turkey (east) and the Republic of North Macedonia (west), both countries aspiring to access to the EU. It is part of the most south-eastern non-insular area of EU, and it is situated between three seas: the Black Sea, the Mediterranean Sea and the Ionian-Adriatic Sea. Finally, it sits at the crossroad of strategic fossil fuel pipelines supplying the EU market and TEN transport axes. The settlement structure of the area is characterized by the presence of 10 medium-large cities (>50.000 inhabitants) which accumulate 38,2% of total population, and 25 small cities (10.000-50.000 inhabitants). Despite the historically relatively small amounts of funds allocated, there is a long history of cooperation in the eligible area, which started with Community initiative INTERREG I (1989-1993). The priority axes are:
PA 1: A Competitive and Entrepreneurship Promoting Cross-Border Area
PA 2: A Sustainable and climate adaptable Cross-Border area
PA 3: A better interconnected Cross-Border Area
PA 4: A socially inclusive Cross-Border area
PA 5: Technical Assistance

🌍 Interreg Cooperation Day 2026 | Youth Without Borders – Interreg Goes to School

This October, we celebrate Interreg Cooperation Day 2026 by bringing European cooperation directly into the classroom through four inspiring events across four border regions, engaging young people with the key challenges and opportunities shaping our common future.

📍 16 October – Astypalaia | Interreg Greece–Cyprus
Students explore energy efficiency, sustainability and the green transition, developing ideas to make their schools and communities more sustainable.

📍 21 October – Konitsa | Interreg Greece–Albania
Students from Konitsa and Dropull discover how digital innovation can help protect and promote cultural heritage, supporting sustainable tourism and cross-border development.

📍 22 October – Sminthi, Xanthi | Interreg Greece–Bulgaria
Through discussions on flood risks and civil protection, students learn how cross-border cooperation strengthens climate resilience, prevention and preparedness.

📍 23 October – Prespes | Interreg Greece–North Macedonia
An interactive environmental game introduces students to the circular economy, waste reduction, composting and the sustainable management of natural resources.

✨ Under the initiative "Youth Without Borders – Interreg Goes to School", young people discover how neighbouring countries work together to address shared challenges, from climate change and natural disasters to energy, environmental protection and cultural heritage.

Interreg is not only about the projects we fund today. It is also about inspiring the next generation to understand, shape and carry forward the spirit of cooperation across borders, helping build more resilient, sustainable and connected regions for tomorrow.

On 29 September 2026, a major step forward in Greece-Bulgaria cross-border cooperation was celebrated with the inauguration of the Joint Training Centre for Firefighters and Rescuers near Pokrovnik, Blagoevgrad, established under the FLOODGUARD 2 Strategic Project. With a total budget of €6.78 million, including €5.43 million of EU funding, FLOODGUARD 2 aims to strengthen prevention, preparedness and response capacities while enhancing cooperation between emergency services on both sides of the border.

The new Centre will serve as a hub for:
✅ Joint training of firefighters and rescuers
✅ Exchange of expertise and best practices
✅ Practical exercises for flood, wildfire and climate-related emergency response
✅ Training and awareness activities for children and local communities

The inauguration was attended by high-level representatives from Bulgaria and Greece, including officials from the Ministries, local authorities, the Hellenic Fire Service, the Bulgarian Fire Safety and Civil Protection Directorate, the Interreg Managing Authority, project partners, firefighters, volunteers and civil protection personnel.

Through FLOODGUARD 2, Greece and Bulgaria continue to invest in a safer, more resilient cross-border region, better prepared to face the challenges posed by climate change and natural disasters.
