Administration:

The general management of the prisoner population of both inmates and detainees is the overall responsibility of this office. The vision, goals and objectives of the Department is driven by this office. The office provides financial and logistical services to all divisions of the Department. Other functions include budgetary control, and monitoring expenditures. One of its most vital roles is maintaining and updating employee personnel files and developing training priorities.

Prison Security:

This division is responsible for the corrections officer and guard personnel structure. They conduct security checks, inspections, and various operations related to safeguarding the public from inmates and detainees.

Warden: The Warden is Colonel Alan P. Borja . He is responsible for the overall administration of four facilities – The Adult Correctional Facility, Hagåtña Detention Facility, Women’s Facility, and Community Corrections Center.

Adult Correctional Facility (ACF) consists of (19) housing units which houses immigration detainees,and minimum, medium, and maximum security inmates. ACF is also used to house the overflow of detainees from the Hagåtña Detention Facility.

Hagåtña Detention Facility is under the purview of the Warden. It houses Local Pre-Trial Detainees, Immigration, and U.S. Federal Marshal Detainees. The Facility is also used to house inmates that cannot be housed at ACF.

Women’s Facility is located in Mangilao outside the Adult Correctional Facility and is Guam’s only holding facility for women. The Facility houses female offender’s adjudicated, pre-trial status, federal and immigration.

Community Corrections Center (C3) is located in Mangilao and houses inmates who are classified as minimum-out and are eligible under Guam law for work credit, work release, and educational release.

Diagnostic Treatment Services: One of the reasons for the existence of the correctional institution is to rehabilitate prisoners so that upon release they may become useful members to themselves and to society. This Division primarily deals with the changing of the prisoners’ criminal attitudes through counseling and programming services. It acts as a linkage in maintaining the prisoners relationship with their families and the community. DTSD has a Forensic Unit that is also responsible for performing diagnostic and treatment of mentally deficient inmates. The ultimate success of rehabilitation of prisoners with serious mental and behavioral problems rests heavily on this unit. The services it provides for the care and control of emotionally and mentally disturbed inmates enhances the prevention of su***de, homicide and other prison disorder.

Casework & Counseling is tasked to provide services to inmates and their families; provides evaluation of inmates and families geared toward treatment of causative factors, addressing emotional and psychological barriers of both clients and families; and to do supportive social casework (counseling, family counseling and school/employment placement).

Educational opportunities to meet individual needs, interests, and abilities will be offered to the inmate population each semester, as resources are available and in accordance with eligibility requirements.

Residential Substance Abuse Treatment: To provide an “in-prison” substance abuse treatment program for inmates to be able to attain a healthier and drug free lifestyle upon release through the process of a Relapse Prevention and Recovery program. This program is 100% federally funded.

Community Release Programs: To provide inmates (near release & qualified by law) community programs for social & familial reintegration purposes. Community programs allow inmates to enter society while being minimally monitored by corrections staff. The goal is to allow the inmate to be released from prison into a strong family and social environment.

Education Release; Work Release; and Work Credit

Religion: To provide inmates of all faith groups with reasonable and equitable opportunities to pursue religious beliefs and practices, within the constraints of budgetary limitations and consistent with the security and orderly running of the facility.

Internship Program: DOC provides an Internship Program for students majoring in Nursing, Social Work; Psychology; and Criminal Justice.

Volunteers and Program Development: The Department of Corrections is always looking for volunteers to assist the department in running various educational and treatment program. If you are interested in volunteering to assist the Department in any form or would like to propose a program, feel free to contact the casework office at 734-4016.

Parole Services: This Division processes parole applications and conducts extensive research on the applicant’s prison records and social background necessary for determining parole eligibility. It conducts surveillance of the parolees regularly and meets with them for counseling on a schedule basis. This Division provides logistical and administrative support to the Guam Parole Board.

Conditions of Parole

Reside in approved residence/address.

Commit no crimes.

Change address only when authorized.

Report monthly to Parole Officer

Maintain steady and approved employment.

Refrain from association with individuals known to commit crimes and individuals who have been convicted of a crime.

No fi****ms.

Reside in a treatment facility directed by the Parole Board.

Submit to available medical or psychiatric treatment as directed.

Pay all fines imposed by the courts.

Special Conditions

Observe curfew from 9 p.m. to 6 a.m.

No driving unless authorized.

Inform Parole Officer if questioned by law enforcement officers.

Communicate with Parole Board if Advisor or Parole Officer is unavailable.

Do not purchase, possess, use or consume alcohol or drugs; nor frequent places where they are sold, used or given away.

Submit to drug and alcohol tests.

Follow all oral and written instructions.

Submit to all searches

No co-habitation.

Abide by all conditions stipulated in judgment.

Perform community service as instructed.

All others as necessary.

How to Report Parole Violators?

If it is an emergency, immediately call 911

Call the Parole Services at 735-4133 between the hours of 8:00 a.m.—5:00 p.m.

Call Adult Correctional Facility at 734-3981/9.

Give detailed information of the incident.
