The Guyana Revenue Authority (GRA) wishes to remind the general public that producing a fake form of identification (National Identification Card or any other legal document) to the agency is a serious offence and will be dealt with according to Law.
Chapter 19:08 Section 25 (3) of the National Registration Act states “Every person who, directly or by implication, falsely represents himself to be the person to whom any identification card refers shall be liable on summary conviction to a fine of five thousand dollars and to imprisonment for six months.”
Anyone found producing such documents will be detained by our Internal Security and handed over to the Guyana Police Force.

Name of Project: GRA Tax Administration Software
1. The Guyana Revenue Authority has received a budgetary allocation, part of which it intends to apply for the procurement of consultative services that include the delivery and implementation of a modern Tax Administration software. You are hereby invited to submit technical and financial proposals for providing this service.
2. To receive a copy of the bid document, interested eligible bidders should send an email to [email protected] and a copy will be sent to you.
3. Further information can be obtained from the Procurement Office, telephone number 227-8222 ext 4503 or 4506 or Information Technology Division, telephone number 227-8222 ext 5000, GRA Headquarters, 200-201 Camp St., G/town from 08:30 hours to 15:30 hours, Monday to Friday.
4. All Bids must be sealed and submitted to Chairman, National Procurement and Tender Administration Board, Ministry of Finance, Main and Urquhart Sts on or before 09:00 hours on Tuesday October 23, 2018. Electronic bidding is not permitted. However, overseas bidders can make submission via courier service.
5. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the National Procurement and Tender Administration Boardroom at 09:00 hrs on Tuesday October 23, 2018.
6. Bids must be clearly labelled: “Request for Proposal: GRA Tax Administration Software”. Bids which are NOT clearly labelled will NOT be opened.

GRA responds to inaccuracies contained in a letter appearing in the September 30, 2018 edition of the Kaieteur News paper titled ‘Guyanese relegated to drive old vehicles’ from the writer, Nigel Hinds, and finds it necessary to provide some clarifications.
It is clear that the writer is not ‘au fait’ with the changes in legislation. In the 2016 Budget, excise taxes on vehicles less than 4 years old not exceeding 1500 cc was zero rated, while those in the 1500 to 2000 cc category was reduced from 30% to 10%. This saw a reduction of total taxes by 33.06% and 16.53% for the 1500 cc and 2000 cc categories respectively (see below). This category accounts for approximately 90% of the vehicle imports in Guyana.

Press Release: Large Quantity of Fuel Seized by LEID
Georgetown, Wednesday, October 3, 2018: On September 22, 2018, Law Enforcement and Investigation Division (LEID) Officers of the Guyana Revenue Authority (GRA) intercepted one (1) motor vessel “Plumrose” with a quantity of liquid in excess of 80,000 litres that was later tested and confirmed to be Hydrocarbons in the form of Diesel fuel. The officers conducted a rummage of the vessel and it was discovered that even though the intended use of the vessel was listed as “fishing purposes”, the “Plumrose” was converted for fuel transport.
The Captain and crew are currently assisting the GRA with the ongoing investigations, and charges are expected to be laid shortly. Representatives of the Guyana Energy Agency were contacted by GRA and the two agencies are working in collaboration on the investigation.
The GRA has also seen a rise in fuel smuggling over the past few weeks, with the interception of additional vessels which will lead to a substantial amount of revenue being recovered. The Authority has taken a relentless approach against smuggling and will be working in close collaboration with its sister agencies to minimize these activities.
Over the past year, the GRA has recouped billions of dollars in taxes from seizures and auctions not only from illegal fuel but also from breaches in motor vehicle concessions and IDA’s, and commonly smuggled items which include alcohol, foreign imported chicken, mosquito coils.
The Authority wishes to advise these persons to cease and desist from smuggling activities failing which, instead of accepting fines, the relevant charges will be instituted in a court of law.
