【🚗「粵車南下」擴展安排】

「粵車南下」自2025年底實施以來，整體運作有序暢順，申請和預約出行數字節節上升📈。經考慮口岸運作、整體道路交通情況、用家的反應和市民適應程度，粵、港政府同意逐步擴展「粵車南下」至全廣東省，先在今年年中推廣至粵港澳大灣區全部9個內地城市，新增📍深圳、📍佛山、📍東莞、📍惠州和📍肇慶。而入境市區部分的每天預約出行名額亦會由1️⃣0️⃣0️⃣輛提升至2️⃣0️⃣0️⃣輛（維持每車留港最多三天），並推出🆕全新的口岸停車場的「易泊遊」服務。

粵港雙方將分階段推出以下優化措施：
📅 今年6月15日起： 新增城市的粵車使用口岸停車場的「易泊飛」服務🅿️
📅 7月25日起： 新增城市的粵車經大橋入境香港，並提升預約出行名額，同時推出「易泊遊」服務供全部9個內地城市的粵車使用🚙✨

Mable局長表示，「北上、南下」開啟了兩地居民自駕雙向往來新模式，通過大橋營造大灣區互聯互通新格局🌉。「粵車南下」實施以來穩妥有序，已具備條件進一步逐步擴展。特區政府會繼續按照確保安全、有效分流、完備配套和簡便申請的策略推進「粵車南下」，讓更多內地城市的客群來港🛍️👨‍👩‍👧‍👦，助力帶動本港經濟增長，促進粵港融合發展邁向新台階🤝。

【與烏茲別克斯坦達成《民用航空運輸協定》協議】

行政長官李家超今晚在率領代表團出訪中亞期間，總結中亞之行的八大成果，包括與哈薩克斯坦和烏茲別克斯坦共簽訂96份合作協議及諒解備忘錄。除本地航空公司將於明年第一季開辦直飛哈薩克斯坦阿拉木圖航班之外，行政長官又公布特區政府與烏茲別克斯坦完成民用航空運輸協定草簽工作，雙方航空公司可利用航線提供航班，進一步促進人員往來！

運輸及物流局團隊一直深耕與中亞國家的航空關係，於2023年起已經主動接觸烏茲別克斯坦，表達願意構建更緊密航空關係。團隊更與烏茲別克斯坦當局多次在香港及烏茲別克斯坦首都塔什干（Tashkent）進行商討，最終達成共識。

運輸及物流局局長陳美寶表示：「這項里程碑積極呼應深化「一帶一路」沿線國家互聯互通的策略，並將帶動兩地在貿易、金融、物流及旅遊等方面的合作。隨着烏茲別克斯坦物流業持續擴大開放，香港作為國際航空樞紐，將與烏茲別克斯坦成為彼此重要盟友。香港企業可從中亞物流業的蓬勃發展中得益，為加強歐亞地區互聯互通作出貢獻。」

[Consensus Reached with Uzbekistan on Air Services Agreement］

During his visit to Central Asia, the Chief Executive, Mr John Lee, summarized the eight major achievements of the trip. These included the signing of 96 cooperation agreements and MoUs with Kazakhstan and Uzbekistan. In addition to a local airline launching direct flights to Almaty, Kazakhstan, in the first quarter of next year, the Chief Executive also announced tonight that the Hong Kong SAR Government has completed the initialing of a Air Services Agreement with Uzbekistan. This will allow airlines from both sides to operate flights using these routes, further promoting personnel exchanges!

The team from the Transport and Logistics Bureau has been deeply cultivating aviation relations with Central Asian countries. Since 2023, they have proactively engaged with Uzbekistan to express a commitment to building closer aviation ties. The team held multiple discussions with Uzbek authorities in both Hong Kong and the Uzbek capital, Tashkent, ultimately reaching a consensus.

The Secretary for Transport and Logistics, Ms Mable Chan, said: “This milestone actively aligns with the strategy of deepening connectivity among countries along the Belt and Road, and is expected to promote cooperation between the two places in areas including trade, finance, logistics, and tourism. As Uzbekistan’s logistics sector continues to open up and expand, Hong Kong—an international aviation hub—will able to become an important partner for Uzbekistan and vice versa. Hong Kong businesses can benefit from the flourishing development of logistics in Central Asia, help strengthening interconnection across the Eurasian region.”

【香港首航哈薩克 直航中亞新里程】 ✈️🌐

香港國際機場再添「一帶一路」新航點！🌍 香港快將有直航中亞地區的航線，並會由本地航空公司首次營運由香港直飛哈薩克斯坦阿拉木圖（Almaty）的航班。🛫

運輸及物流局一直按行政長官在2024及2025年《施政報告》的指示，積極推動擴展香港的民航服務協議。📋行政長官李家超現正率團訪問哈薩克斯坦訪問，期間宣布此行達成多項成果，與哈薩克斯坦的政府部門、企業和機構合共簽署43項諒解備忘錄和協議，涵蓋航空等領域。🤝

運輸及物流局局長陳美寶表示：「運輸及物流局的團隊過去一段時間將目標鎖定在中亞、南美、中東及非洲等地區，去年9月率團到哈薩克斯坦進行關鍵談判，成功就兩地的雙邊航權達成協議。⚖️ 協議除增加營運彈性外，亦為航空公司注入更大的商業可行性。📈 團隊亦與機管局緊密合作，積極穿針引線，聯繫各大持份者一同落實擴展香港航空版圖，令香港這個國際航空樞紐繼續發光發亮。✨ 同時，我們更可以透過阿拉木圖這個中亞門戶，連接至中亞、東歐及高加索地區的其他航點。」🗺️

【Inaugural Direct Flight between Hong Kong and Kazakhstan: A New Milestone Connecting Central Asia】 ✈️🌐

Hong Kong International Airport (HKIA) has welcomed a new destination under the Belt and Road Initiative! 🌍 Direct flights between Hong Kong and Central Asia will soon be launched, marking the first time for a local airline to operate direct flights between Hong Kong and Almaty, Kazakhstan. 🛫

Following the directives set out by the Chief Executive in the 2024 and 2025 Policy Addresses, the Transport and Logistics Bureau (TLB) has been proactively expanding Hong Kong’s aviation service agreements. 📋 The Chief Executive, Mr John Lee, is currently leading a delegation to Kazakhstan, during which multiple achievements have been announced, including the signing of 43 Memoranda of Understanding and agreements with Kazakh Government departments, enterprises and organisations, spanning across various sectors including aviation. 🤝

The Secretary for Transport and Logistics, Ms Mable Chan, said, “Over the recent period, the TLB team has been targeting regions such as Central Asia, South America, Middle East and Africa. Last September, we led a delegation to Kazakhstan for pivotal negotiations, successfully reaching an agreement on bilateral air services between Hong Kong and Kazakhstan. ⚖️ The agreement not only enhances operational flexibility, but also injects greater commercial viability for airlines. 📈 The team has also worked closely with the Airport Authority Hong Kong (AAHK) to actively engage and connect key stakeholders to expand Hong Kong’s aviation network, ensuring our status as an international aviation hub continues to shine. ✨ Furthermore, through Almaty, a gateway to Central Asia, we can connect to other destinations across Central Asia, Eastern Europe, and the Caucasus region.” 🗺️

The Secretary added that through the joint efforts of the HKSAR Government and the AAHK in the past two years, HKIA’s flight network has expanded steadily. 🚀 In 2025 alone, HKIA successfully introduced or resumed connections to up to 30 global destinations. 🎯 This new direct service to Almaty is a key milestone of the HKSAR Government’s dedicated efforts in cultivating the “Air Silk Road”. 【🚢建設鐵海陸江 爭取更多貨物-「蓉深港圖定班列」迎來一周年✨】

運輸及物流局一直推動「鐵海陸江」體系建設，拓展香港港口腹地，爭取更多貨源💪📦。

日前，「鐵海陸江」的其中一個重要組成部份，「蓉深港圖定班列」迎來一周年🎉。「蓉深港圖定班列」先以鐵路🚂把貨物由成都運至鹽田，再根據貨物目的地經由鹽田港或香港葵青港出口海外🌏。「蓉深港圖定班列」由去年五月每週開行一列，增至現時每周三列📈，貨運量與去年同期相比增長約28倍。香港作為成都最大的外資來源地，去年港蓉兩地進出口總額增加超過100%，達到457.29億元人民幣。「蓉深港圖定班列」不但成為了港蓉兩地進一步合作的重要動力🤝，更是大灣區港口互惠發展的典範，並成功擴大大灣區的貨物腹地，形成「全國製造，港深出海」的物流格局⚓。

副秘書長兼海運及港口發展專員Amy上週聯同港口營運商在成都出席「蓉深港圖定班列」首發一周年慶典🥂，顯示運輸及物流局透過推動「鐵海陸江」體系建設，以鞏固提升香港作為國際航運中心和國際物流樞紐的決心🦾，同時拜訪四川省港澳辦，推動港川兩地進一步加強物流合作🗺️。

展望將來🌟，運輸及物流局將會繼續連同各個港口營運商、物流企業以及各個省市加強合作，建立更多物流新通道🚀，以不同的多式聯運產品把香港與不同內陸省市距離拉近，讓香港以作為國際航運中心之長，服務內陸省市貨物出口所需，締造物流合作互惠共贏🤝🏆。

【🎂路政署4️⃣0️⃣周年 生日快樂🎉】

路政署今日舉行成立四十周年慶祝典禮，財政司司長陳茂波、財政司副司長黃偉綸，以及運輸及物流局團隊的多名成員，包括Mable局長、常任秘書長Vic和路政署署長Tony一同主禮。🤝✨

Mable局長致辭時表示，道路與鐵路是連繫一座城市的大動脈，路政署團隊四十載築橋起路，默默成就著市民日常走向美好生活的每一步。👣❤️

她指出，全港道路網絡由路政署1986年成立時的約1,323公里，大幅增加七成至現時逾2,200公里。📈🚗

回顧過去路政署無數令人驕傲的里程碑，從早期的東區走廊，到後來的青馬大橋、東涌線、機場快線和昂船洲大橋等 🛣️🚇 🌉，以至近年落成的東鐵線過海段及中九龍繞道（油麻地段）等，以及制定《香港鐵路標準》📋🏆，都體現了幾代路政署同事與業界夥伴精益求精的專業精神。👷‍♂️👷‍♀️💼

【局長網誌｜四十載連城建路 成就生活每一步】

早前，我先睹為快參觀了「路政署成立40周年 – 美好生活•心繫市民」巡迴展覽。短短十數分鐘，卻回顧了路政署自1986年成立以來推動交通基建發展的各大里程碑，感受到這支專業團隊的工作心繫市民，亦十分慶幸在展品當中見到自己的身影，紀念曾與團隊同行。

去年12月開通的中九龍繞道（油麻地段）是近年關鍵的交通網絡部署，在九龍鬧市中開路而不妨礙市民日常生活，是路政署的「考牌」之作。而路政署亦交出亮麗成績表，工程雖一度受疫情影響，但亦能如期完工。中九龍繞道（油麻地段）每日約有70,000車次使用，分流了龍翔道和加士居道天橋在早上繁忙時間約兩成和一成的東西行車流，效果顯著。啟用近半年，相信不少市民都感受過它所帶來的便捷。而中九龍繞道（九龍灣段）亦將於今年內開通，大家可以密切期待整條六號幹線開通後，繁忙時段往來將軍澳市中心及油麻地的行車時間由以往約65分鐘大幅減至約12分鐘的爽快，可算是一趟「奇妙之旅」。

受惠於車流減少，為向來負荷沉重的龍翔道釋放空間，路政署同事把握時機，緊接安排為由荷里活廣場至牛池灣消防局一段約900米的東行段鋪設「高性能超薄磨耗層」新型瀝青物料。該物料由高黏彈性瀝青和堅固耐磨的輝綠岩組成，具備卓越的抗裂及抗滑性能，而且防水效果佳，有效保護路面底層結構，令路面更耐用，更有助提升行車舒適度。

工程預計今年7月中展開，在第三季内完成。龍翔道屬交通要道，我們同事秉承一貫服務妥善的宗旨，為減少對交通影響，工程幾乎全數安排在晚上九時至翌日早上六時進行，其餘日間時段會全面開放所有行車線，工程期間亦會保留至少一條行車線開放予車輛通行，將對交通的影響減至最低，為各道路使用者帶來「無感修路」體驗。路政署計劃在完成上述重鋪工程後，總結經驗並優化施工安排，在其他合適路段，例如龍翔道餘下以混凝土鋪設的路段和呈祥道等，繼續應用「高性能超薄磨耗層」重鋪路面。

近日的悶熱天氣，提醒我們颱風季度的來臨。路政署近年處理暴雨或颱風襲港引致的道路突發狀況時，展示了極高效率。例如在 2023 年 9 月的世紀暴雨後，署方在兩天內完成超過80宗山泥傾瀉緊急修復工程，包括移除散落在港島東區耀興道的巨型石塊，成功搶通石澳道塌陷路段，恢復居民出行的唯一通道。去年9 月超強颱風「樺加沙」襲港期間，署方的緊急控制中心連續運作超過72小時，在颱風信號解除後的短短十多小時內，通宵達旦完成清理數以千計的塌樹與路面障礙，讓市民於翌日清晨可如常出行。

我已指示路政署為極端天氣做好預備，同事亦已採取一系列預防措施，加強應對惡劣天氣準備的能力，除進行演練及培訓外，亦已預先檢查高水浸風險地點及隧道內排水泵房設備、聯同相關部門加強清理公共道路集水溝及渠道以減低水浸風險，以及為轄下路旁斜坡及樹木進行定期檢查及完成相應的風險緩減措施。

香港國際機場作為香港的「金漆招牌」即將迎來新里程！🚀 二號客運大樓(T2)今天(5月22日)舉行開幕儀式，迎接 5 月 27 日正式投入服務，為全球旅客帶來全新飛行歷程。😊

正如林天福主席所說，整個三跑道系統工程歷時十年，過程充滿挑戰。由設計、興建、到落成、啟用，就像一場夢幻之旅💫。Mable局長感謝每一位曾經參與其中的「魔術師」將不可能變成可能。T2離港設施軟硬件都準備就緒，她誠邀各位朋友親身體驗T2貼心的設計細節、⚡順暢的出入境流程、🚗便捷的交通安排。她相信旅客都可在每個細節中感受到每位「魔術師」的用心❤️，將出遊的興奮提前在T2開始。

她又感謝機管局與勞工處於本周六及周日，在T2接機大堂舉行香港國際機場博覽暨招聘會。活動匯聚約40間航空業提供超過4,400個與航空業及機場運作有關的職位空缺，將為機場社區廣納人才👩‍✈️🧑🏻‍✈️🧑🏼‍🎓👷🏼‍♂️，繼續推動香港這個國際航空樞紐向前。

【與國際獨立油輪船東協會會面】

國際獨立油輪船東協會（INTERTANKO）本月在香港舉辦年度大會及油輪峰會，期間並與運輸及物流局局長陳美寶會面。

局長日前會見協會主席Rolf Westfal-Larsen Jr.及總經理Tim Wilkins，就全球油輪業的最新發展交換意見。她感謝協會選擇在香港舉行會議，在當前地緣政治局勢不穩下，國際業界匯聚香港充分突顯香港作為國際航運中心的關鍵地位。她續指，香港作為全球唯一實行雙語普通法制度的司法管轄區，憑藉「一國兩制」的獨特優勢，以及成熟的金融和資本市場，將繼續發揮「超級聯繫人」和「超級增值人」的角色，為全球航運業提供高效、可靠和穩定的營運環境。

為應對地緣政治帶來的航運風險及貿易模式轉變，香港正積極發展為大宗商品貿易中心，並將推出為合資格大宗商品貿易商提供半稅優惠的措施，進一步提升市場吸引力。同時，香港於去年11月成立「航運專項風險池」，目前承保能力達1.3億美元，已為多艘於波斯灣航行的船隻提供保障，為業界提供更具成本效益及靈活性的風險管理方案。

在綠色轉型方面，香港致力推動綠色航運金融，結合金融與航運優勢，為業界提供融資及相關解決方案，支持船東進行船舶升級。同時，香港正加快建設綠色船用燃料加注和交易中心，去年相關加注量已突破22萬噸，並於今年初完成首次綠色甲醇加注，成為全球少數具備多元綠色燃料供應能力的主要港口之一。而截至本月中，今年已有11次液化天然氣加注在香港進行，比去年同期增加逾一倍。此外，「綠色船用燃料發展交流平台」自成立以來，已匯聚30間本地、內地及國際企業，促進技術交流與商業配對，推動綠色航運生態圈發展。

香港將繼續發揮制度及區位優勢，與國際航運業界攜手應對挑戰，一同邁向2050年淨零排放目標，並把握轉型機遇，進一步鞏固和提升其國際航運中心的領先地位。她亦誠邀國際獨立油輪船東協會今年十一月來港，參與第十屆香港海運週這個匯聚全球各地航運界翹楚的年度盛事。

【Meeting with INTERTANKO】

The International Association of Independent Tanker Owners (INTERTANKO) is holding its Annual General Meeting and Tanker Summit in Hong Kong this month. During their visit, Chairman Mr Rolf Westfal-Larsen Jr.and Managing Director Mr Tim Wilkins met with the Secretary for Transport and Logistics, Ms Mable Chan to exchange views on the latest developments in the global tanker industry.

The Secretary expressed her gratitude to the Association for choosing Hong Kong as the host city of their annual event. Amid the current geopolitical uncertainties, the gathering of international industry leaders in Hong Kong underscores the city’s pivotal role as an international maritime centre. She added that, as the world’s only jurisdiction practising a bilingual common law system, Hong Kong will continue to leverage its unique advantages under the “one country, two systems” framework, together with its well-established financial and capital markets, to serve as a “super-connector” and “super value-adder”, providing an efficient, reliable and stable operating environment for the global maritime industry.

To address shipping risks and shifts in trade patterns arising from geopolitical developments, Hong Kong is actively advancing its development as a commodity trading hub. A half-rate tax concession for eligible commodity traders will be introduced to further enhance market attractiveness. At the same time, Hong Kong established a Marine War Risks Insurance Pool in November last year, with a current underwriting capacity of US$130 million. It has already provided coverage for vessels operating in the Persian Gulf, offering the industry a more cost-effective and flexible risk management solution.

On green transformation, Hong Kong is committed to promoting green maritime finance by leveraging the synergy between its financial and maritime sectors. This includes providing financing and related solutions to support shipowners in upgrading vessels. Meanwhile, Hong Kong is accelerating its development as a green marine fuel bunkering and trading centre. Last year, total bunkering volume of green fuels exceeded 220,000 tonnes, and the city completed its first green methanol bunkering earlier this year, making it one of the few major ports globally capable of supplying multiple green marine fuels. As of mid-May this year, 11 LNG bunkering operations have already been carried out in Hong Kong, doubling the figure for the same period last year. Since its establishment, the Green Maritime Fuel Development Communication Platform has brought together 30 local, Mainland and international companies, fostering technical exchange and business matching to advance the development of a green maritime ecosystem.

Hong Kong will continue to leverage its institutional and geographical advantages to work closely with the international maritime community in addressing challenges, progressing towards the 2050 net-zero emission target, and seizing opportunities arising from the green transition, thereby further consolidating and enhancing its position as a leading international maritime centre. She also cordially invited representatives of INTERTANKO to visit Hong Kong this November to participate in the 10th Hong Kong Maritime Week, an annual event that brings together shipping industry leaders from around the world.
