📅 On June 2, 2026, the Consul General of Russia in Hong Kong, Anatoly Kargapolov, attended an event dedicated to discussing the prospects for Hong Kong’s participation in the 15th Five-Year Plan for the country’s socio-economic development (2026–2030).

👥 The presentation was delivered by Starry Lee, President of the city’s Legislative Council and its representative in the Standing Committee of the National People’s Congress of China and Professor Nick Chan, Director of the AALCO International Arbitration Centre, who is also a member of both the Hong Kong Legislative Council and the National People’s Congress.

🌐⚖️ Members of the diplomatic corps and the city’s legal community were comprehensively briefed on the growing role of Hong Kong in implementing the new five-year plan - particularly as a hub for high-end legal services and the attraction of foreign capital. Special emphasis was placed on the creation of a modern legal and regulatory framework to help achieve the goals set for the residents of Hong Kong.

«Ребенок на каникулы летит один за границу, а второй родитель не хочет идти к нотариусу подписывать согласие. Что-то можно сделать в такой ситуации?»

В соответствии со статьей 20 Федерального закона от 15 августа 1996 г. № 114-ФЗ «О порядке выезда из Российской Федерации и въезда в Российскую Федерацию» для выезда несовершеннолетнего требуется нотариально удостоверенное согласие одного из родителей. При этом следует убедиться, что
✅требование согласия обоих родителей не установлено страной назначения (получение визы для въезда в некоторые иностранные государства также может предусматривать наличие соответствующего согласия обоих родителей ребенка),
✅вторым родителем не установлен запрет на выезд ребенка за рубеж.

«Мы постоянно проживаем за рубежом, ребенок летит на лето к бабушке. Нужно ли оформлять в консульстве наше согласие на въезд в Россию?»

В соответствии с нормами российского законодательства согласие родителей на въезд несовершеннолетнего российского гражданина в Российскую Федерацию не требуется. Вместе с тем, если ребенок будет возвращаться в страну постоянного проживания без сопровождения родителей, потребуется согласие на выезд. Такое согласие можно удостоверить в российском консульском учреждении. Одновременно следует учитывать:
✔️требования страны постоянного проживания относительно выезда несовершеннолетних за рубеж,
✔️требования авиакомпании (иной транспортной компании, осуществляющей пассажирские перевозки) относительно самостоятельных путешествий несовершеннолетних.

«Мы заполнили согласие на поездки ребенка с бабушкой по местным правилам и просто подписали его. В стране постоянного проживания этого достаточно. Однако при выезде из России их не пропустили через границу. Что делать?»

✍️Выезд несовершеннолетних российских граждан из России регламентируется действующим российским законодательством. В вышеописанной ситуации рекомендуется обращаться в дипломатическое представительство или консульское учреждение Российской Федерации для оформления надлежащего (то есть нотариального) согласия на выезд, которое затем следует направить сопровождающему либо самому несовершеннолетнему.

Congratulations on Russian Language Day, a holiday celebrated worldwide on the birthday of Alexander Pushkin, our great poet and creator of the language of modern Russian literature.

The Russian language is endlessly colourful and expressive. It serves as the foundation of the cultural, spiritual and historical code of our country – a civilisation state.

The language of Alexander Pushkin and Fyodor Dostoyevsky is a vital means of international communication. The “great and mighty” Russian language is one of the most commonly used languages in the world, including in the digital sphere. It is one of the official UN languages and the language of some other multilateral organisations. Speaking Russian means to have a key to the treasury of world art, advanced scientific achievements, and the most extensive economic opportunities.

I especially want to emphasise the unifying role of the Russian language in the efforts to strengthen peace and neighbourliness in Eurasia, shaping a new security architecture in Eurasia, and mutually beneficial cooperation. Russia, Belarus, Kyrgyzstan, Tajikistan and Uzbekistan upheld President of Kazakhstan Kassym-Jomart Tokayev’s initiative to establish the International Organisation for the Russian Language.

In March 2026 in Moscow, the first ministerial conference of this organisation marked the beginning of its work. It is important to note that all countries sharing its values can join the International Organisation for the Russian Language.

Some of our unquestionable priorities include the protection and support of those people who consider Russian their mother tongue. We will continue to counter any incidents of language discrimination and Russophobia decisively – wherever they take place. We will certainly fight for restoring the rights of those Russian and Russian-speaking people who have been openly terrorised by the neo-Nazi regime in Kiev. Resolving this matter is among the necessary conditions for a long-term settlement of the Ukrainian conflict.

And, of course, we will continue to do what it takes to help our compatriots abroad as well as our foreign partners when it comes to learning Russian, studying in Russian, fulfilling cultural and educational projects.

The year 2026 has numerous commemorative dates associated with the Russian language. We are marking 225 years since the birth of Vladimir Dal, creator of the Explanatory Dictionary of the Living Great Russian Language, the 200th birthday of public figure and unrivalled satirist Mikhail Saltykov-Shchedrin, and the 90th birthday of prominent linguist and President of St Petersburg State University, founder of the Russian World Foundation Lyudmila Verbitskaya.

This year, the Foreign Ministry and the Russian World Foundation established an award for contribution to global Russian studies, named after Vitaly Kostomarov, outstanding linguist who stood at the origins of Alexander Pushkin State Institute of the Russian Language. This award is for merited teachers of the Russian language and literature from the general, higher and extracurricular education in foreign countries. Furthermore, the award will celebrate significant achievements in translation and research. We expect the first awards ceremony to take place this year in Moscow.

I want to extend my heartfelt congratulations to everybody who loves the Russian language, the powerful Russian word, and who contributes to preserving the multifaceted heritage of the Russian world.

🇷🇺🇲🇴 On May 28, 2026, Consul General of Russia in Hong Kong, Mr Anatoly Kargapolov, was invited by the Government of the Macao Special Administrative Region (SAR) to attend a seminar for the consular corps focused on its economic, trade, and tourism development.

💬 In his remarks, Chief Executive of the Macau SAR, Mr Sam Hou Fai, emphasized that Macao is demonstrating steady socio-economic progress in line with the “One Country, Two Systems” principle. The city is advancing rapidly in its pursuit of economic diversification, expanding into sectors such as MICE, modern finance, high-tech, integrated tourism and leisure and the construction of new facilities for hosting major sporting and cultural events. The authorities are also prioritizing participation in the Belt and Road Initiative and the Greater Bay Area megaproject.

🤝 During the event, Mr Kargapolov took the opportunity to engage with heads of key local departments, Ms Bian Lixin, Commissioner of the Ministry of Foreign Affairs in the Macao Special Administrative Region (MSAR), as well as fellow Consuls General from various foreign countries.

🇷🇺🇲🇴 The Consulate General attaches great importance to fostering ties between Russia and Macao. In recent months alone, meetings have been held with Mr Adriano Marques Ho, Director General of the Customs Service; Ms Maria Helena de Senna Fernandes, Director of the Tourism Office; and Ms Deland Leong Wai Man, Head of the Cultural Affairs Bureau.

On May 31, the Consulate General of Russia in Hong Kong, together with the Russian Club, held a vibrant celebration of Slavic Writing and Culture Day!

More than one hundred guests - our compatriots and their families, Russian language teachers, diplomats from the Consulate General of the Republic of Belarus, and friends from the media - joined us for a truly special day.

The highlight of the program was a lively quiz on the fairy tales of Alexander Pushkin, prepared and hosted by writer Daria Raskina. Young participants read poetry, took part in creative workshops, and even tried their hand at calligraphy.

Consul General of Russia in Hong Kong Anatoly Kargapolov welcomed guests and spoke about the importance of the holiday, honoring Saints Cyril and Methodius - creators of the Slavic alphabet and founders of a tradition that connects millions of people across the world.

A special moment was the presentation of a Certificate of Appreciation to Marina Hoyle, Vice President of the Russian Club, from the Government Commission on the Affairs of Compatriots Abroad for her dedication and outstanding contribution to promoting Russian language and culture in Hong Kong.

The "Cyrillic in Space and Time" exhibition drew lots of interest, and everyone enjoyed delicious Russian dishes.

🔹 Tourism
The introduction of a visa-free regime between Russia and China has significantly boosted tourist exchanges. In 2025, Hong Kong welcomed 164,000 Russian tourists - a 25% increase compared to the previous year. Russian tour operators are now offering combined travel routes through Hong Kong to various Asian countries. Direct Aeroflot flights between Moscow and Hong Kong are further driving tourism growth. There are ongoing discussions on the possibility of extending the visa-free stay in Hong Kong to 30 days.

🔹 Education and Youth Exchanges
The number of Russian students in Hong Kong is on the rise. These students actively participate in international cultural events organized by Hong Kong universities, introducing their foreign peers to Russian traditions and cuisine, and organizing themed competitions. Such initiatives are supported by the Consulate General and help foster friendship among young people in both countries. Direct agreements are being established between Russian and Hong Kong universities, enabling more local students to study in Russia - where they can combine their studies with an introduction to Russian culture and history.

🔹 In addition, the Hong Kong audience was informed about the results of the bilateral summit held in May, which highlighted future prospects for collaboration between Moscow and Beijing in key fields.

📆 On May 24, Russia and many other countries celebrate Slavic Writing and Culture Day - a holiday dedicated to the memory of the Saints Equal-to-the-Apostles Cyril and Methodius, outstanding enlighteners of the Slavic peoples. They are credited as the creators of the first Slavic alphabet, and their work marked the beginning of the development of the Slavic - including Russian - writing, literature, and education.

In Russia, this holiday was first widely celebrated in 1863 - the year marking a thousand years of Slavic writing. That same year, the Holy Synod decreed that the memory of Cyril and Methodius should be honored annually. In the Soviet Union, the idea of reviving the holiday emerged in 1986, and in 1991 it was granted official state status.

🌍 Slavic languages have a rich history and a vast geographic reach. Today, over 400 million people speak languages from the Slavic group. Depending on classification, there are between 10 and 18 such languages, the largest and most widely spoken of which is Russian.

This year, the celebration of Slavic Writing and Culture Day in Moscow will take place on May 24 at the Cathedral of Christ the Saviour, with a festive concert featuring leading figures from the world of academic art. As is tradition, a welcoming address will be delivered by His Holiness Patriarch Kirill of Moscow and All Russia.

On May 21, 2026, Consul General of Russia in Hong Kong, Mr Anatoly Kargapolov, attended the 2nd Asian Art Film Festival in Macau as a Guest of Honour.

At the awards ceremony, the Consul General presented the “Golden Petrel” prize to the creators of the Russian film “Blood Type”, which won Best Feature Film in the main competition. Actress Yulia Peresild received the award for Best Leading Actress for her performance in “License to Love”, earning special recognition from the festival jury.

The awards ceremony took place in the presence of members of the international jury, including Oscar laureates, along with distinguished directors, producers, and actors from numerous countries. The event drew an audience of over 2,000 guests, highlighting its significance as a prominent platform for cultural exchange and collaboration in cinema.

Speaking to the media, the head of the Russian diplomatic mission emphasized the importance of international recognition for Russian films such as “Blood Type”, noting that they preserve the historical truth of the Second World War. Passing this legacy on to younger generations is a shared responsibility.

Russia and China together oppose efforts to rewrite history and are consistently committed to defending the truth about the past, thereby building trust and friendship between their nations.

During the festival, Mr Anatoly Kargapolov met with the festival’s president, Mr Yang Jian Hua 杨涧华. The meeting explored opportunities to expand cooperation in the film industry. The Chinese side expressed its readiness to support the participation of Russian films in Chinese film forums and to encourage the participation of Macau filmmakers in Russian events.

The 2nd Asian Art Film Festival brought together participants from more than 60 countries - including Australia, Germany, Iran, Singapore, the United States, Romania, France, the Republic of Korea, Japan, among others - making it a significant platform for cultural exchange and international cooperation in cinema.

✔️Если супруги не имеют общих несовершеннолетних детей и хотя бы один из супругов является гражданином Российской Федерации, обратиться по вопросу расторжения брака по взаимному согласию можно в российское дипломатическое представительство или консульское учреждение.❗️Регистрация расторжения брака производится по истечении месяца после подачи супругами соответствующего заявления. Сокращение этого срока не предусмотрено❗️

✔️Альтернативным вариантом является обращение в компетентные органы иностранного государства. Факт расторжения брака может подтверждаться на территории России свидетельством о расторжении брака, выданным иностранным компетентным органом (при условии легализации или проставления на документе апостиля, за исключением случаев, когда легализация/апостиль не требуется в силу договора Российской Федерации с таким государством). Для предъявления в России документ должен сопровождаться нотариальным переводом на русский язык, при этом засвидетельствовать верность перевода или подлинность подписи переводчика можно как в российском загранучреждении, как и у нотариуса в России.

✔️Отмечаем, что в некоторых странах расторжение брака возможно только в судебном порядке, даже при условии взаимного согласия супругов.

Согласно статье 415 Гражданского процессуального кодекса Российской Федерации решения иностранных судов о расторжении браков, не требующие дальнейшего производства вследствие своего содержания, признаются в России, при условии что:
· брак расторгнут между российским и иностранным гражданами и в момент рассмотрения дела хотя бы один из супругов проживал за рубежом,
· брак расторгнут между российскими гражданами и в момент рассмотрения дела оба супруга проживали за рубежом.

Если законодательство иностранного государства не предусматривает выдачи соответствующего свидетельства, факт расторжения брака может подтверждаться решением иностранного суда (при условии легализации или проставления на документе апостиля, за исключением случаев, когда легализация/апостиль не требуется в силу договора Российской Федерации с таким государством). Для предъявления в России документ должен сопровождаться нотариальным переводом на русский язык, при этом засвидетельствовать верность перевода или подлинность подписи переводчика можно как в российском загранучреждении, как и у нотариуса в России.

Важно❗️Если один из супругов (гражданин России), проживавших в браке под общей фамилией, в результате расторжения брака восстанавливает добрачную фамилию и этот факт отражен в документе, подтверждающем расторжение брака, такому супругу следует своевременно обратиться в российские компетентные органы по вопросу получения российских паспортов на актуальные персональные данные. Напоминаем, что заграничный паспорт становится недействительным через 6 месяцев после смены фамилии (может быть оформлен в российском загранучреждении), а внутрироссийский – через 90 дней (получение возможно только в МВД России).
