Following Monday's opening exchange, the Hong Kong Maritime and Port Development Board (HKMPDB) continued its engagement at Geneva Dry from 28 to 29 April 2026 – the world's premier dry bulk shipping conference, now in its third year. For us, this marks a fresh beginning: rising from the ground up, and stepping firmly into the heart of global commodity trading and maritime sectors.
Throughout the conferences and across networking sessions, our delegation – including senior representatives from the industry and the Government of the HKSAR, among them Dr the Hon. Moses Cheng, Mr Jeffrey Chim, and Mr Clarence Leung – carried a clear and consistent message to the hundreds traders and industry leaders gathered here. Hong Kong is not just a gateway to the East, it is a perfect destination for companies eyeing on setting up multiple platforms in China, Asia, and beyond. We offer comprehensive maritime and port related services – from ship finance, legal and arbitration, to insurance, and now, a competitive tax regime for physical commodity traders.
But what makes Hong Kong unique is this: in the eye of a typhoon, we remain calm. Amid intensifying geopolitical tensions, Hong Kong stays steady as the gateway to the Chinese Mainland and Asia – clear-eyed, open, and reliable. That quiet resilience is our real strength.
We are actively liaising, mingling, and extending ourselves into the commodity trading and maritime world. Conversations are ongoing. Relationships are being built. And it's more than conversation – it's commitment. From this year's Geneva Dry – only our first but already determined – we are laying the foundations for what comes next.

【HKMPDB's Visit to Geneva: Networking Event with Propeller Club of Geneva】
Geneva meets Hong Kong: an exclusive exchange. For the first time, the Hong Kong Maritime and Port Development Board (HKMPDB) has visited Geneva to promote our latest developments in the maritime services sector – including key policies and initiatives – and, most importantly, to showcase our unique strengths to Geneva's commodity trading and maritime communities.
On Monday, 27th April 2026, the HKMPDB co-organised a networking event in Geneva with the Propeller Club of Geneva, bringing together senior representatives from the industry and the Government of the HKSAR, and key representatives from Geneva commodity trading and maritime businesses.
As global trade flows evolve, Hong Kong continues to play a pivotal role as a gateway to the Chinese Mainland and the wider Asian market against the backdrop of “One country, two systems” framework. Anchored by our independent judicial power, bilingual common law system, low and simple tax regime, and high degree of global connectivity, Hong Kong remains uniquely positioned to facilitate international trade and investment.
It is precisely these distinctive advantages that we wanted to bring to attention for Geneva's business community. So, we took our message directly to Geneva—highlighting Hong Kong's maritime strengths, our stable and transparent policies, and notably, our new half-rate tax concession for physical commodity traders.
The evening featured insightful sharing from Dr the Hon. Moses Cheng (Chairman of HKMPDB), Mr Jeffrey Chim (Principal Assistant Secretary for Transport and Logistics), and Mr Clarence Leung (Vice President of CDB Aviation), followed by a lively Q&A and networking session. The response was overwhelming – we felt real enthusiasm from attendees, who had many questions about Hong Kong's tax system, our independent economic and judicial powers, and the unique advantages propelling our maritime future.
Together, Geneva and Hong Kong form a strong bond – Geneva's trading and shipping expertise, combined with Hong Kong's global financial, trade and maritime ecosystem—Two capitals, one vision.

【Resourcing Tomorrow Hong Kong: Advancing Maritime and Trade Leadership】
The Hong Kong Maritime and Port Development Board (HKMPDB) proudly sponsored Resourcing Tomorrow Hong Kong, the inaugural edition of this series in our city — a premier platform bringing together global leaders in commodities, shipping, and trade.
Today (16 April 2026), the HKMPDB Chairman, Dr the Honourable Moses Cheng, GBM, GBS, JP, delivered an inspiring keynote on “Hong Kong – The Rising Commodity Trading Hub in Asia” at the opening session of this two-day event to be held on 16 and 17 April. His address highlighted Hong Kong’s unique position to meet global challenges, drawing on its strategic location at the heart of Asia, world‑class infrastructure, and bilingual common law system under “One Country, Two Systems.” Stability, connectivity, and resilience were emphasised as defining strengths. A new half‑rate tax concessions regime for physical commodity traders would be introduced — a strategic initiative designed to reinforce Hong Kong’s role as Asia’s trusted gateway for global commodity trade. The keynote also underscored the depth of Hong Kong’s maritime cluster, with nearly 1,200 companies offering comprehensive maritime services of high quality ranging from ship leasing and finance to marine insurance, maritime law, and arbitration.
Following the keynote, Dr Cheng joined CNBC onsite for a televised interview. The discussion explored Hong Kong’s resilience amid geopolitical challenges, the strength of its marine insurance ecosystem, opportunities arising from the new tax concessions regime for commodity trading, and leadership in sustainable shipping. 2026 Training-the-trainer (TTT) Programme: Green Maritime Fuel for Sustainable Shipping will be held in April 2026 at Hong Kong Polytechnic University in Hong Kong Special Administrative Region (HKSAR)

強化全球網絡、應對貿易挑戰,為香港國際航運卓越地位開創新局】
香港海運港口發展局就財政司司長今日(二月二十五日)發表的《2026-27年度財政預算案》中提出的一系列推動海運及港口業發展的措施表示歡迎。在當前國際地緣政治及貿易環境複雜多變的情況下,《財政預算案》提出的相關措施將有助業界有效應對挑戰及適應市場新形勢,進一步鞏固並提升香港作為一個具韌性的世界級國際航運中心的地位。
香港海運港口發展局樂見政府以具前瞻性的願景回應業界需求,對支持航運綠色轉型的新舉措感到特別鼓舞,當中包括為在香港船舶註冊處註冊的綠色燃料船舶提供新的優惠計劃,以及為訪港的綠色燃料船舶提供港口費優惠。另外,考慮到國際航運業正值綠色轉型,預算案提出推動金融中心與航運中心的聯動發展,推動綠色航運的投資,進一步突顯政府對航運可持續發展的支持。在拓展全球合作方面,政府提出革新香港船舶註冊制度並引入雙旗船制,及與其他具質素的船舶註冊處建立雙邊夥伴關係;同時,透過與國際航運組織合作在港舉辦更多大型高峰論壇和研討會,提升香港國際航運中心的影響力。此外,物流業發展與港口競爭力息息相關,香港海運港口發展局歡迎政府透過「未來智慧物流加速計劃」,推動智慧物流發展,確保業界始終處於數字轉型的最前線。

【Hong Kong Maritime and Port Development Board welcomes the 2026-27 Budget, strengthening global networks, navigating trade challenges, and charting a new course for Hong Kong’s international maritime excellence】
The Hong Kong Maritime and Port Development Board (“the HKMPDB”) welcomes the 2026-27 Budget announced by the Financial Secretary today setting out a series of initiatives in promoting the development of the maritime and port industry. Amid a complicated and ever-changing international geopolitical environment and trade landscape, the measures proposed in the Budget will help the maritime sector to effectively navigate and combat the challenges and adapt to new market dynamics, thereby further consolidating and elevating Hong Kong’s status as a resilient and world-class international maritime centre.
The Board is pleased to see that the Government has responded to the industry’s needs with a forward-looking vision. We are particularly encouraged by the new support for the green maritime transition, which will introduce a new incentive scheme for green fuel-powered vessels registered under the Hong Kong Shipping Registry and incentives for green maritime fuel-related vessels visiting Hong Kong. Given that the international maritime industry is undergoing green transformation, the Budget highlighted the promotion of the co-development of financial and maritime centres to invest in green shipping, further underscoring the Government’s unwavering support to maritime sustainability. In expanding global cooperation, the Government will revamp the ship registration regime of Hong Kong by introducing a dual registration regime for vessels and explore bilateral collaborations with other shipping registries of comparable quality, alongside the staging of more large scale forums and seminars in collaboration with various international maritime organisations, with a view to increasing Hong Kong’s influence as an international maritime centre. As the development of the logistics industry and the competitiveness of our port is related, the Board welcomes the promotion of smart logistics development by launching a Future Innovative Logistics Acceleration Scheme, ensuring the industry remains at the forefront of digital transformation.
Looking ahead, the Board looks forward to continuing the close collaboration with the Government to promote the further development of our maritime sector. We remain committed to serving as a vital bridge between the Government and the industry, ensuring that these timely Budget initiatives are translated into tangible benefits for our stakeholders, with an aim to build a more resilient, innovative, and competitive maritime ecosystem.
