🌍 International Sava River Basin Commission Shares Its Experience in Regional Cooperation at OSCE Meeting

📍 Vienna | 9 October 2026

The ISRBC participated in the meeting of the OSCE Economic and Environmental Committee, dedicated to “The Role of the Economic and Environmental Dimension across the OSCE Conflict Cycle.”

🤝 We shared the experience of the Sava River Basin countries in establishing transboundary water cooperation in a post-conflict context, highlighting:

💧 The Framework Agreement on the Sava River Basin (FASRB) as a foundation for cooperation on shared water resources.

🌐 The ISRBC's role in coordinating the implementation of the FASRB and facilitating continued dialogue and cooperation among the countries.

🌱 The Sava River Basin experience demonstrates that cooperation on shared water resources goes beyond water management — it can foster dialogue, build mutual trust, strengthen regional cooperation and contribute to long-term stability.

🌊 Shared waters can bring countries together. Cooperation builds trust.

🌊 One river basin. Five countries. A shared challenge.

The Climate Change Adaptation Strategy for the Sava River Basin and its Action Plan are being developed to strengthen climate resilience across the basin.

The activity will assess climate-related risks to water resources, water-dependent sectors and ecosystems, and identify priorities and measures for coordinated action in the Sava River Basin. 💧🌿🌡️

By strengthening our shared understanding of climate risks and identifying priorities for adaptation, we are building a stronger foundation for coordinated, climate-resilient Sava River Basin management.

🌊 Towards Integrated planning in the Sava River Basin
On 23 September in Zagreb, the ISRBC brought together stakeholders from water management, flood risk management, navigation, hydropower, agriculture, industry, environmental protection, local authorities, academia and civil society for the 1st Stakeholder Forum on three basin-wide plans:
💧 3rd River Basin Management Plan
🌊 2nd Flood Risk Management Plan
🪨 1st Sediment Management Plan
Once finalised, these plans will provide a common framework for managing water, flood risks and sediment across the Sava River Basin — supporting environmental protection, sustainable economic development, climate resilience and the wellbeing of communities throughout the basin.
The Forum had two key purposes:
📈 to present progress and gather technical feedback from stakeholders;
🌐 to establish a strong foundation for continued stakeholder involvement throughout the planning process.
The discussions highlighted two important messages: there is a strong willingness to address shared challenges together, while a broad range of basin-wide measures can support the achievement of the objectives of the Water Framework Directive (WFD), Floods Directive (FD), and Framework Agreement on the Sava River Basin.
🤝 Shared challenges call for shared solutions — and continued cooperation in the Sava River Basin
