One of the key focus areas of the IPSI is to support the NQAS certification of primary healthcare facilities. To gain insights from Sabarkantha’s notable success in achieving NQAS certification for SC-AAMs, IPSI facilitated a visit for health officials from Bhavnagar district on June 10th and 11th, 2024.

A team of 10 health officials, including CHOs, FHWs, Pharmacists, AYUSH MOs, and the DQAMO, along with representatives from the IIPH-G team and SHSRC Gujarat team, visited five facilities (three SC-AAMs and two PHCs) that had received NQAS certification. During the visit, they interacted with the CDHO of Sabarkantha District, Dr. Raj Sutaria, and DQAMO Dr. Malek, as well as other district-level officials. The objective was to understand the certification process and the challenges overcome, with the aim of expediting the NQAS certification of SC-AAMs in Bhavnagar.

SHSRC- G rATA Project in Gandhinagar District!

Project Details: Assistive Technology (AT) is crucial for people living healthy, productive, independent lives and participating in education, labor markets, and civic life. However, only 5-15% of the global population has access to assistive products. The World Health Organisation has developed a survey tool called the Rapid Assistive Technology Assessment (rATA) to identify needs, barriers, and user satisfaction. This data will help plan for appropriate AT and reduce the need for formal health services.

The objective of this study is to assess the need for Assistive Technology in the general population with functional impairments, measure gaps in the use of AT and to assess user satisfaction with Assistive Technology.

As a part of Assessment of Comprehensive Primary Health Care (CPHC) across HWCs in selected districts of the Gujarat state, 2 days piloting study was done on 22nd March & 26th March in 2 Primary Health Care Centres (PHC- Uwarsad and PHC- Prantiya) and respective sub-centres(Tarapur & Shiholi Moti), to understand the challenges & gaps in the Tools, deeper insights from the field and how can the tool be improved before the actual study can take place.

The State Health System Resource Health Centre (SHSRC), Gujarat in collaboration with Indian Institute of Public Health Gandhinagar (IIPHG), is implementing the "India Primary Health Care Support Initiative (IPSI)" in Bhavnagar, Gujarat. This project focuses on assessing the performance of Primary Health Centres (PHCs) and components of the Health and Wellness Centre (HWC) operational guidelines, aiming to improve primary health care services.

Activities include surveys on 12 HWC service packages, NQAS certification, human-centric design (HCD) studies, and workshops on Comprehensive Primary Health Care (CPHC) strengthening.

A recent training was organized for UPHCs and PHCs staff aimed to develop district-level trainers for CPHC strengthening, covering modules on data-driven decision-making, digitalization, and essential public health functions.

The training was conducted by experts from SHSRC-G and IIPH-G, with facilitation by the district team and support from Johns Hopkins and the Bill & Melinda Gates Foundation.

A Rollout first TOT of Digital Asha Incentive Payment Module at Bhavnagar by SHSRC Gujarat with support of District Team, that includes presence of CDHO Sir, RCHO madam, DQAMO and Dr Dhaval Dave(AYUSH MO)and IPSI team this was a fruitful event.

Attendees were from all the talukas, that included: THOs, District Techi Co-ordinators, DPC-RCH, MO (AYUSH)

Development and roll-out of digital ASHA incentive Payment system: A pilot in Gujarat’ aimed to improve timeliness and transparency in the ASHA incentive payment, has been approved in the supplementary NHM PIP for the 2023-2024.

Accredited Social Health Activists (ASHA) is frontline health volunteers ensuring delivery of health and awareness services to the last mile. The ASHAs are given performance-based incentives for ensuring service delivery in the communities.

1.2 Specific objectives:
• To digitize, and automate the process of ASHA incentives payment from the current paper-based, manual payment system.
• To reduce delays in the payment of ASHA incentives by enabling the authorities to gauge the point and cause for the delay.
• To generate longitudinal indicator-wise and program-wise database of incentives payment to ASHAs to track and monitor ASHA performance at facility, taluka, district and state-level.
• To provide evidence-based data for a physical and financial review of various health programs and to identify solutions for gaps specific to certain activity/functionary/facility/context.

Field Visit to Bhavnagar:

Day-1:

1) Visit to UPHC Shivanjigar, to get a gist of ongoing NQAS preparation, Challenges that staff is facing while preparation, discussion with MO regarding the same.

2) Second visit at Sit T Hospital at NRC for general information regarding the working of NRC and how the Malnourished children are treated. This was led by Consultant of IIPH-G Dr Jimeet Soni & IPSI Program Manager Dr. Shruti.

3) Meeting with MoH Dr. Sinha (BMC) and CDHO sir Dr. Chandramani regarding the future trainings and feedbacks regarding the validation checklist.

Day-2:

Visit to PHC Bhandariya and Sub-centre Budhel to have insights of records they maintain and about NQAS process, as they both are NQAS certified.
