Civil Defence is a Army of people without Uniform.

Civil Defence Organisation is an independent disciplined and uniformed body of volunteers constituted under Karnataka Home Guards Act 1962 (Act No. 35 of 1962).

The membership of the organisation is voluntary and open to all citizens of all walks of life. The members enrolled are given basic training at district level. Selected Civil Defence Personnel are given advanced training at Civil Defence Academy, Bangalore. The training imparted to Civil Defence enables them to act effectively in the service of community in times of exigencies, besides assisting the Police in the maintenance of law & order. Their services have become indispensable during fairs, festivals and conduct of elections etc.,

The Volunteers of the organisation are public spirited men and women who, while following their own avocations, voluntarily undertake to place their services at the disposal of the authorities to carry out such duties and functions in relation to protection of persons, security of property and preservation of public order or tranquillity as may be assigned to them in accordance with the provisions of the Act and the Rules there under.
