Wake-up call for Karnataka as it slips in development In the latest ‘State of the States’ Report brought out by India Today (December 6, 2021), Karnataka has bagged the 10th rank out of 20 big states in the country. For a state known to be progressive with several achievements to its credit, this presents a rather negative image.

ಅಸಾಂಪ್ರದಾಯಿಕ ಕೃಷಿಕರಿಗೆ ಕೃಷಿ ಭೂಮಿಯನ್ನು ಖರೀದಿಸಲು ಅನುವು ಮಾಡಿಕೊಡುವ ಕರ್ನಾಟಕ ಭೂ ಸುಧಾರಣಾ ಕಾಯ್ದೆಗೆ ತಿದ್ದುಪಡಿ ತರಲು ರಾಜ್ಯ ಸಚಿವ ಸಂಪುಟದ ನಿರ್ಧಾರವು ಸ್ವಾಗತಾರ್ಹ ಬೆಳವಣಿಗೆಯಾಗಿದೆ.

ಇದು ಕೃಷಿ ಮತ್ತು ಕೃಷಿ ಸಂಸ್ಕರಣಾ ಕ್ಷೇತ್ರದಲ್ಲಿ ನಾವೀನ್ಯತೆ ಮತ್ತು ಉದ್ಯಮಶೀಲತೆಯನ್ನು ಉತ್ತೇಜಿಸಲಿದೆ.

ಸಾಂಪ್ರದಾಯಿಕವಾಗಿ ಕೃಷಿಯಲ್ಲಿ ತೊಡಗಿರುವ ಯುವಕರು ಮತ್ತು ಕುಟುಂಬಗಳಿಗೆ ಇದು ಅನುಕೂಲಕಾರಿಯಾಗಲಿದೆ.
ಕೃಷಿಯಿಂದ ಹೊರಬಂದು ಇತರ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ತಮ್ಮ ವೃತ್ತಿಜೀವನವನ್ನು ಕಲ್ಪಿಸಿಕೊಳ್ಳಲು ಬಯಸುವವರಿಗೆ ಇದು ಸಹಕಾರಿಯಾಗಲಿದೆ. ತಮ್ಮ ಕೃಷಿ ಭೂಮಿ ಮಾರಾಟದಿಂದ ಹೆಚ್ಚುವರಿ ಲಾಭ ಪಡೆದು ತಮ್ಮ ಹೊಸ ಉದ್ದಿಮೆಯಲ್ಲಿ ಹೂಡಿಕೆ ಮಾಡಲು ಸಾಧ್ಯವಾಗಲಿದೆ.

ಸರ್ಕಾರ ತಾರ್ಕಿಕ ವಿಶ್ಲೇಷನೆ ಮತ್ತು ವ್ಯಾಪಕ ಸಮಾಲೋಚನೆಗಳನ್ನು ಕೈಗೊಂಡು ಈ ತಿದ್ದುಪಡೆಯ ದುರುಪಯೋಗಳನ್ನು ತಡೆಯಲು ವಿವರವಾದ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ರಚಿಸುವುದು ಅತ್ಯಗತ್ಯ.

ಹಾಗಾದರೆ, ದೀರ್ಘಾವಧಿಯಲ್ಲಿ ಈ ತಿದ್ದುಪಡೆಯಿಂದ ನಮ್ಮ ರಾಜ್ಯದ ನಿವ್ವಳ ಕೃಷಿ ಉತ್ಪಾದನೆ ಮತ್ತು ಆಹಾರ ಸುರಕ್ಷತೆಗೆ ಧಕ್ಕೆಯಾಗದಂತೆ ಸರ್ಕಾರವು ಏನು ಮಾಡಬೇಕು ...?

The state cabinet's decision to amend the Karnataka Land Reforms Act to allow non-traditional agriculturists buy agricultural land is a welcome development.

It is going to encourage innovation and entrepreneurship in the agricultural and agro processing sector.

It may help youth and families traditionally engaged in agriculture, aspiring to come out of farming and pursue their career in other sectors. Better price for their land could help them raise good capital for their new ventures.

It's very important now that detailed guidelines are framed by the government with right thought process and wide consultation so as to disallow any misuse of this amendment.

So, what is that the Government can do to make sure that the Net Agricultural output and Food security of the state is not compromised in the long run.?
