ADARSHA BEHERA, HELD HOSTAGE IN SUDAN FOR OVER A MONTH, FINALLY RETURNS TO BHUBANESWAR AFTER RESCUE.

Odia youth Adarsha Behera, held hostage for over a month in war-torn Sudan, has safely returned to Bhubaneswar. The 24-year-old from Jagatsinghpur was abducted by Sudanese paramilitary group Rapid Support Forces (RSF) in November while working at a plastic factory in Al-Fashir.

After weeks of uncertainty, Odisha’s Chief Minister and BJP MP Bibhu Prasad Tarai urged the Ministry of External Affairs (MEA) for intervention. Adarsha’s emotional return on Wednesday morning at Biju Patnaik International Airport was marked by his family’s relief and tears.

Adarsha recalled the brutal torture during captivity, including beatings and confinement in a forest. Grateful for the efforts of the Indian government, he expressed disbelief at his survival. After flying from Abu Dhabi and Hyderabad, he finally reached Odisha, marking the end of a harrowing ordeal.

The Government of Odisha has announced the formation of the Odisha Urban Design Hub (OUDH) under the Housing and Urban Development Department to steer design-led urban transformation across 11 major cities, including Bhubaneswar, Cuttack, Rourkela, Berhampur, Sambalpur, Balasore, Baripada, Bhadrak, Paradip, Koraput–Jeypore, Keonjhar, and Phulbani.

OUDH will coordinate expertise in urban planning, infrastructure, municipal finance, data analytics, and community engagement to craft city-specific strategies that reflect Odisha’s architectural heritage while advancing functionality and livability.

Among its priorities are developing 15-minute city frameworks, compact, transit-centric neighbourhoods that enhance accessibility, and designing a network of seven flagship public space projects emphasizing inclusivity, commerce, culture, and heritage. This marks a pivotal shift toward cohesive, design-oriented urban governance, ensuring that growth aligns with aesthetics, sustainability, and community well-being.
