The sports meet is being organised across four designated zonesโ€”Borapansury, Longpuighat, New Jagnasury, and Kamalanagarโ€”with todayโ€™s event specifically catering to middle schools under the Kamalanagar Zone. Heads of various educational institutions attended the inaugural function, while students from participating schools joined with great enthusiasm.

Addressing the gathering, the Chief Guest, Dg. Lakkhan Chakma affirmed that the CADC authority envisions a bright future for the students and assured that such sporting events will remain an annual priority. Describing the students as the future of CADC, he urged them to take an active interest in sports alongside their academic studies.

โ€œThe future of CADC rests in your hands,โ€ he told the students, encouraging them to work hard and maximize the opportunities before them. Recalling Nelson Mandelaโ€™s belief in the unifying power of sports, he noted that athletic events serve to bring people together and promote brotherhood, love, and unity across communities.

He emphasized that true education extends beyond the classroom and that sports play a vital role in holistic development. He advised students to cultivate discipline and punctuality in their daily lives, including attendance at school, tuition, and practice sessions.

Highlighting sports as a viable career path, the Chief Guest noted that many individuals have built successful livelihoods through athletic achievements. He expressed confidence that with determination, dedication, and hard work, the Chakma community can excel in sports, following the lead of other prominent communities.

Citing the triumphs of athletes of African origin who overcame historical racial discrimination to succeed on the global stage, he reminded the students that perseverance can conquer formidable barriers. He urged them to draw inspiration from these achievements and strive for excellence in their chosen pursuits.

He further highlighted that under the leadership of CADC Chief Executive Member Dg. Nirupam Chakma, the Council is actively working to upgrade school infrastructure and enhance the educational environment. He called on students to study diligently, maintain discipline, and contribute to a better future.

The Guests of Honour also addressed the gathering, emphasizing the role of sports in physical fitness, mental well-being, and character development. They encouraged students to participate enthusiastically, uphold teamwork and sportsmanship, and practice discipline both on and off the field. They added that sports offer invaluable lessons in confidence, cooperation, and building positive relationships with peers.

KAMALANAGAR, October 22, 2026: The Chakma Autonomous District Council (CADC) on Thursday hosted an interactive session with senior officials of the Women & Child Development Department, Government of Mizoram, and the Mizoram State Commission for Women (MSCW) at the Art & Culture Hall, Kamalanagar, to facilitate direct interaction between the visiting officials and women and other stakeholders in the CADC area.

The meeting was chaired by Dgb. Jyotsna Chakma, District Council Social Welfare Officer, CADC, and attended by Chief Executive Member (CEM) Dg. Nirupam Chakma, Councillors, CADC officers and staff, and representatives of non-governmental organisations (NGOs).

The visiting delegation comprised Pi Zoramthangi Chhangte, Director of the Women & Child Development Department; Pi Flora Lalthanpuii, Deputy Director (Women) and Member Secretary of the MSCW; and Pi Vanlalchhanchhuahi, Circle Officer. CEM Nirupam Chakma felicitated the visiting officials.

Welcoming the delegation, Dgb. Jyotsna Chakma described their maiden visit to Kamalanagar as a โ€œhistoric occasionโ€ for the CADC area, as it provided an opportunity for local stakeholders to interact directly with senior State government officials responsible for women's and child development. She expressed hope that the interaction would help identify practical measures to address local concerns.

CEM Dg. Nirupam Chakma said he had directed the concerned CADC officials to organise the programme to facilitate the interaction. He thanked the delegation for visiting Kamalanagar and assured them that the CADC Executive Committee would examine the issues raised during the meeting.

Speaking on her department's programmes, Pi Zoramthangi Chhangte outlined the major initiatives under Saksham Anganwadi and Poshan 2.0, Poshan Abhiyaan, Mission Shakti and Mission Vatsalya. She explained that these programmes cover supplementary nutrition, child growth monitoring, maternal health, women's empowerment and child protection.

She urged parents and community representatives to ensure that eligible children, pregnant women and lactating mothers were registered on the Poshan Tracker system to access supplementary nutrition through Anganwadi centres. She also emphasised regular attendance at the centres and monthly growth monitoring to identify nutritional deficiencies and promote healthy development.

Pi Chhangte announced that the Ministry of Women and Child Development, Government of India, had approved an additional One Stop Centre for the Chawngte area in September 2026. She acknowledged the role of CEM Dg. Nirupam Chakma in this regard, noting that during his tenure as a member of the National Commission for Scheduled Tribes (NCST), he had recommended the establishment of a One Stop Centre in the Chawngte area in his tour report following his visit.

The Director said the department subsequently referred to his recommendation while pursuing the proposal with the Ministry at a Project Approval Board (PAB) meeting in New Delhi in May 2026. She expressed hope that the necessary funds for the centre would be sanctioned in 2027.

Pi Chhangte also urged the CADC authorities and other concerned stakeholders to submit a proposal for a Shakti Sadan in the Chawngte area for consideration at the next PAB meeting. She explained that a One Stop Centre provides immediate assistance to women affected by violence, while a Shakti Sadan offers longer-term shelter and rehabilitation to women in difficult circumstances who require continued support.

Highlighting the support services available to women and children, she urged the public to use the toll-free Women Helpline 181 and Child Helpline 1098 whenever assistance was required, noting that both services operate round the clock. She also spoke about the PALNA scheme, under which Anganwadi-cum-Crรจches provide childcare facilities to support working mothers.

Addressing child protection, Pi Chhangte discussed the legal provisions of the Prohibition of Child Marriage Act, 2006, which defines a child as a female below 18 years of age or a male below 21 years of age. Referring to the relationship between the Act and certain provisions of Chakma Customary Law, she appealed to the CEM to examine the matter and consider appropriate amendments, where necessary, to safeguard children's rights.

Pi Flora Lalthanpuii outlined the role of the MSCW in protecting women's rights, hearing complaints and recommending appropriate measures to the government on matters affecting women. She said the Commission conducts hearings twice a month and takes up complaints relating to property rights, divorce and related disputes. It could also take suo motu cognizance of cases involving offences against women, including sexual violence, where necessary.

Encouraging women in the CADC area to approach the Commission whenever their rights were violated or they required assistance, Pi Lalthanpuii noted that the Women Helpline 181 had received only two calls from the Chakma area over the past decade. She suggested that language barriers might be discouraging women from seeking help and urged the community to familiarise themselves with the available support mechanisms.

She also emphasised the need to implement the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, including the requirement to constitute Internal Committees at workplaces covered by the Act.

Nirupam Chakma, has welcomed the proposal to establish a branch of Mizoram Cooperative Apex Bank Limited (MCAB) at Kamalanagar, expressing hope that it would improve access to banking services and create new opportunities for employment, entrepreneurship and business development in the CADC area.

The proposal was discussed at a meeting held at the CADC Art & Culture Hall, Kamalanagar, on Thursday. The meeting was chaired by Pronit Bikash Chakma, Executive Secretary, CADC, and attended by MCAB Chairman Pu Lalnunsanga as the Chief Guest, along with CADC Councillors, officers and staff, and representatives of cooperative societies.

Addressing the gathering, the CEM said that the existing branches of the State Bank of India (SBI) and Mizoram Rural Bank (MRB) were insufficient to meet the banking needs of the large population in the CADC area. He stressed the need for additional banking facilities not only at Kamalanagar but also in other populous areas, including Longpuighat, Borapansury, New Jagnasury and Parva. He expressed hope that improvement in road connectivity would encourage more banks to expand their services to these areas.

The CEM also emphasised the need to promote self-employment among local youth, noting that employment opportunities within CADC alone could not meet the growing demand for jobs. Referring to the Government of Mizoramโ€™s Bana Kaih policy, he highlighted the potential of agriculture, tourism, veterinary services, fisheries, small-scale industries, handloom and handicrafts to generate livelihood opportunities in the CADC area. He said the Council would encourage young people to take up entrepreneurial activities, provide opportunities for skill development and facilitate access to financial assistance from banks and other institutions. He also expressed CADCโ€™s willingness to extend the necessary cooperation in facilitating the proposed MCAB branch.

MCAB Chairman Pu Lalnunsanga thanked the CADC leadership and participants for the warm reception. Describing the CADC area as an important commercial hub, he said there was considerable scope for cooperation to create more employment and business opportunities. He expressed hope that the proposed branch would make credit facilities more accessible, helping people become self-reliant and enabling existing businesses to expand. He appealed to all concerned to extend their support and cooperation towards the successful establishment of the branch.

Earlier in the day, the MCAB team held an interaction with shareholder members of cooperative societies at the Tourist Lodge, Kamalanagar. The Chairman was accompanied by Pu Lalrinchhana, Vice-Chairman, MCAB; Pu Pu Lalbiakmawia, Vice-Chairman, MAHFED, and Pu K. Vanlalhriata, Assistant Grade-I, Dawrpui Branch.

Chakma Mahila Samiti Calls on CEM; Seeks Review of Customary Law Code

A 11-member delegation of the Central Chakma Mahila Samiti, Kamalanagar, led by its President, Mrs. Juhnee Chakma, called on the Chief Executive Member of the Chakma Autonomous District Council (CADC), Shri Nirupam Chakma, today (21 October 2026) and submitted a memorandum seeking a comprehensive review of the Chakma Customary Law Code,1997, particularly in matters pertaining to women's rights, gender equality, child protection and reforms in customary justice.

In its memorandum, the Samiti has called for a review of several provisions of the existing Code that it considers outdated or in need of revision in light of changing social circumstances and applicable laws. These include provisions relating to child marriage, concubinage, polygamy, polyandry and exogamy, as well as the penalties prescribed for sexual offences. It has proposed suitable amendments or repeal of the relevant provisions, wherever necessary, to address discriminatory practices and ensure greater fairness and consistency with applicable laws.

The Samiti has also called for stronger safeguards for children, particularly in cases involving sexual offences. It has stressed the need to protect child victims and ensure that children alleged to have committed offences are dealt with under the applicable juvenile justice framework. It has further proposed that customary penalties and community-level settlements should not override statutory protections or interfere with legal proceedings.

As part of its recommendations, the Samiti has urged the CADC to constitute an expert committee of legal experts, representatives of relevant departments, customary law practitioners, women's organizations and child-protection specialists to examine the Code and recommend necessary amendments.
