Aizawl, October 4: The Chief Executive Members (CEMs) of the Chakma, Lai and Mara Autonomous District Councils, along with the Chairman of the Chakma Autonomous District Council (CADC), met at Mara House, Zotlang, Aizawl, today to discuss issues affecting the three Autonomous District Councils (ADCs).

The meeting was held in continuation of the discussions among the three ADCs at Lawngtlai on September 25, 2026. As decided at that meeting, the CEMs of the three ADCs will meet the Honโ€™ble Governor and the Honโ€™ble Chief Minister of Mizoram this week to discuss the financial difficulties faced by the Councils and the measures needed to meet their financial requirements.

The meeting at Mara House also emphasized the need for closer coordination among the three ADCs, particularly on administrative and financial matters, as well as other issues that affect the functioning of the Councils.

The CEMs agreed to continue working together on these issues and to present their concerns jointly during their meetings with the Governor and the Chief Minister.

Honโ€™ble Chief Executive Member, Dg. Nirupam Chakma, accompanied by Executive Members Dg. Ajay Kumar Chakma and Dg. Supreme Raj Chakma, and Assistant Engineer Dg. Amar Chakma, visited the CADC Brick Factory at Udalthana.

The Brick Factory has remained unutilised for the last few years. During the visit, the team inspected the factory premises and took stock of its present condition.

During the meeting, the two leaders held detailed discussions on a wide range of issues concerning the Chakma Autonomous District Council, with particular emphasis on strengthening and improving the administration of CADC, addressing the Councilโ€™s ongoing financial challenges, and accelerating development in the Chakma Autonomous District Council.

They also exchanged views on various measures to improve the delivery of public services and promote the overall welfare and socio-economic development of the people of CADC area.

The meeting was held in a cordial and constructive atmosphere, reflecting a shared commitment to strengthening the administration and advancing the development of CADC.

Nirupam Chakma, and Chairman Dg. Kali Kumar Tongchangya met the Minister of State for Rural Development, Prof. Lalnilawma, at his office in Aizawl today and urged him to revoke the recent orders changing the implementing agency for Finance Commission Grants and the Rashtriya Gram Swaraj Abhiyan (RGSA) Scheme in the CADC area from the CADC administration to the Project Director, District Rural Development Office (DRDO), Lawngtlai.

The Rural Development & Administration Department, Government of Mizoram, through the Office Order dated 31st August 2026 and the Notification dated 28th August 2026, designated the Office of the Project Director, DRDO, Lawngtlai District, as the implementing agency for Finance Commission Grants and the RGSA Scheme in the CADC area. The orders also provide for changes in the bank account signatories of the DPMU and DPRC under RGSA in Lawngtlai District and for existing RGSA employees, particularly those posted under the DPMU, to be accommodated at the DRDO office.

Dg. Nirupam Chakma and Dg. Kali Kumar Tongchangya requested the Minister to reconsider the decision and allow the CADC administration to continue directly implementing Finance Commission Grants and the RGSA Scheme in the CADC area.
