Jammu and Kashmir is the fifth state in the country to implement such ban.

SRINAGAR: With an aim of discouraging the consumption of to***co products by the public, the Jammu and Kashmir government today banned the sale of e-ci******es in the state with immediate effect.

"A complete ban has been imposed on the sale (including online sale), manufacture, distribution, trade, import and advertisement of Electronic Ni****ne Delivery System (ENDS)/ e-ci******es in the state with immediate effect," a statement issued by Directorate of Health Services Kashmir said.

A circular to this effect was issued today to discourage the consumption of to***co products by the public, especially the younger generation of the state, Director Health Services Dr Saleem ur Rehman told PTI.

Number of users down by nearly 81 lakh; pictorial health warnings on products third largest in the world

India has emerged as a global leader in fighting to***co use, says a report released by the World Health Organization (WHO).

It also notes that to***co use in the country has fallen from 34.1% to 28.6%, comparing data from two rounds of the Global Adult To***co Survey (GATS) in 2009-10 and 2016-17. The number of to***co users has reduced by about 81 lakh.

‘Strong commitment’

Further, India now has the third largest pack warning labels in the world, says the report. Two pairs of warnings, rotating every 12 months – one for use on smoked and the other for use on smokeless to***co products – were approved after field testing for efficacy.

“The reduction in consumption shows the government’s strong commitment towards curbing to***co use. Higher taxes on to***co products and larger pictorial health warnings can encourage users to quit,” says Bhavna Mukhopadhyay, chief executive, Voluntary Health Association of India.

The GATS survey conducted in India in 2009-10 revealed that 47% of current smokers and 46% of current users of smokeless to***co planned to quit to***co eventually.

Considering this, the Centre launched a nation-wide to***co cessation programme in January 2016 and national toll-free quitline in May 2016. Almost 40% of to***co users who called the quitline and registered for a cessation programme remained abstinent after three-five weeks.

Target set

The National Health Policy 2017 has set the target of “relative reduction in prevalence of current to***co use by 15% by 2020 and 30% by 2025”.

WHO has listed Mumbai, Kolkata, Delhi, Hyderabad, Bengaluru, Ahmedabad, Pune, Surat, Kanpur, Jaipur, Lucknow and Nagpur among the top 100 cities in the world for strict implementation of to***co control policies.

By resolution 42/112 of 7 December 1987, the General Assembly decided to observe 26 June as the International Day against Drug Abuse and Illicit Trafficking as an expression of its determination to strengthen action and cooperation to achieve the goal of an international society free of drug abuse.

Supported each year by individuals, communities and various organisations all over the world, this global observance aims to raise awareness of the major problem that illicit drugs represent to society.

Listen First:

Building on the success of last year, the theme for 2017 is: "Listen First - Listening to children and youth is the first step to help them grow healthy and safe." It is an initiative to increase support for prevention of drug use that is based on science and is thus an effective investment in the well-being of children and youth, their families and their communities.

The UN General Assembly held a Special Session (UNGASS) on drugs in April 2016. This Special Session marked an important milestone in achieving the goals set in the policy document of 2009 "Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem", which defined action to be taken by Member States as well as goals to be achieved by 2019.

The outcome document recommends measures to address demand and supply reduction, and to improve access to controlled medicines while preventing diversion. The recommendations also cover the areas of human rights, youth, children, women and communities; emerging challenges, including new psychoactive substances; strengthening international cooperation; and alternative development. The text puts new emphasis on proportionate national sentencing policies and practices for drug-related offences, and features a strong focus on prevention and treatment.

சமுதாயம் சீரழிந்துவிடும்

போதைப் பொருள் பழக்கத் திற்கு அடிமையானவர்களை ஆரம்ப நிலையிலேயே கண்டு குணப்படுத்த வேண்டும். மேலும் இந்த பழக்கத்திற்கு அடிமையான வர்களை ஒதுக்கி வைக்காமல் அவர்கள் அதில் இருந்து மீண்டு வர உதவி செய்ய வேண்டும்.

போதைப் பொருள் பழக்கத்தை தடுக்காவிட்டால் சமுதாயம் சீரழிந்துவிடும். ஆகவே இதன் தீவிரத்தை உணர்ந்து அனைவரும் சேவை செய்ய வேண்டும். போதைக்கு அடிமையானவர்கள் தற்போது திருந்தி வருகின்றனர்.

கண்ணகி நகர் உள்ளிட்ட பகுதிகளில் பள்ளிக்குச் செல்லாத மற்றும் பள்ளிப்படிப்பை பாதியில் நிறுத்திய மாணவர்களை காவல்துறையினர் அடையாளம் கண்டு அவர்களை படிக்க வைத்து வருகின்றனர் என்றார்.

பின்னர், நிருபர்களுக்கு அளித்த பேட்டியில், “போதைப் பொருட்கள் விற்பனை செய்பவர்களை கைது செய்து வருகிறோம். தேவைப்பட்டால் குண்டர் சட்டத்திலும் நடவடிக்கை எடுக்கப்படும். பள்ளி, கல்லூரி அருகே போதைப் பொருட்கள் விற்பனை செய்தால் யாராக இருந்தாலும் அவர்கள் மீது கடும் நடவடிக்கை எடுக்கப்படும்” என்றார்.
