What is Social Security? A Safety Net for Every Citizen 🛡️🇮🇳
From healthcare emergencies and disability to old age and unemployment, how does a welfare state protect its citizens against life's unpredictable shocks?
That essential protection is Social Security—the backbone of a resilient society and a fundamental tenet of inclusive development.
Key Pointers for UPSC GS Paper II (Social Justice) & GS Paper III (Economy):
Constitutional Backing: Rooted in the Directive Principles of State Policy (DPSP), especially Article 41 (Right to work, education, and public assistance in cases of unemployment, old age, sickness, and disablement).
Two Pillars of Social Security:
Social Assistance: Non-contributory, tax-funded support provided by the state to vulnerable groups (e.g., pensions under NSAP, food security via NFSA).
Social Insurance: Contributory schemes pooling risk for organized and informal workers (e.g., EPFO, ESIC, PM-SYM).
The Gig & Informal Challenge: Over 90% of India’s workforce operates in the informal sector. Extending social security to gig, platform, and daily wage workers remains the focal point under the Code on Social Security, 2020.
Global Benchmark: Guided by the International Labour Organization (ILO) Convention No. 102 on minimum standards of social security.
