Human trafficking has moved beyond being purely a humanitarian crisis to become a serious national and international security threat. As acknowledged by United Nations Security Council Resolution 2331 (2016), terrorist groups are increasingly incorporating sexual and gender-based violence and human trafficking into their strategic operations, using it not just to generate illicit income but also to recruit followers, establish ideological dominance, and destabilise communities. This session explores the rising connection between human
trafficking and terrorism in India and South Asia, recognising trafficking as both a method and a financial engine for extremist groups. It draws on recent cases in India, such as
coordinated child labour rescues, cross-border trafficking networks, and job fraud schemes with international links, and maps the operational and financial channels often shared by traffickers and terror groups. The analysis also shows how vulnerable populations, especially women and children, are weaponised in asymmetric warfare, and how legitimate fronts like employment agencies, spas, or even informal education centres are exploited to conceal trafficking activities. Lastly, the session provides practical recommendations for national
security agencies, legal bodies, and policymakers. These include integrating anti-trafficking efforts with counterterrorism intelligence, utilising international platforms like Bharatpol and Interpol, and empowering local NGOs and border forces with strategic tools. This overlap
between trafficking and terrorism is not just a human rights crisis; it is a direct challenge to national sovereignty, security, and constitutional dignity. Tackling it requires a united, crosssector response.
