INTRODUCTION OF THE INTERNATIONAL EAST AFRICAN e-PASSPORT

1. New International East African e-Passport
The Republic of Uganda is set to introduce an International East African e-Passport to replace and eventually phase out the current East African and International Machine-Readable Passports.
2. EAC Directive
During the 17th Ordinary Summit of the EAC Heads of State held in March 2016 in Arusha, Tanzania, Their Excellencies launched the East African e-Passport and directed the commencement of its issuance. In line with the above directive, issuance of the current generation of Machine-Readable Passports is scheduled to commence at the end of January, 2019.
3. Early Issuance of the EAC e-Passport
Issuance of the International EAC e-Passport will commence on 7th December, 2018. The initial issuance of the EAC e -Passport will prioritize applications that were submitted under the old passport dispensation.
All those who submitted their applications before the commencement date shall be required to pay a top up fee of UGX 100,000 to make UGX 250,000 in order to qualify for the issuance of the e-Passport. However, the top up requirement does not apply to applications that were submitted under the Express Service.
The full Commissioning of the Centralized Passport System shall take place by the end of January 2019 when the entire system will have been fully operationalized. The e-Passport enrolment and delivery system shall be rolled out to our local Regional Centres and Uganda Missions abroad in a phased manner.
Prior to the full commissioning, all applicants for Diplomatic and Official Passports will continue to be issued with Machine Readable Passports.
4.Categories of the e-Passport
The new e-Passport will be presented in the following colours: Sky Blue (Ordinary Passport), Green (Service Passport) and Red (Diplomatic Passport).

5.Features of the International EAC e-Passport.
The International EAC e-Passport will be embedded with an electronic chip which will have biodata and biometric information of the holder.The e-Passport will have security features of significant national importance to Uganda which include the Coat of Arms, the Crested Crane, the Mountain Gorilla, the Independence Monument, Murchison Falls and a Fisherman.
6. Advantages of the e-Passport
The International EAC e-Passport has numerous advantages which include:
i. Using e-gates for self-clearance;
ii. Automated issuance of boarding passes;
iii. Quick passenger processing worldwide;and,
iv. Compliance with international security standards.

7. Passport Fees Structure:
The fees for the International East African e-Passport shall be as follows:
Ordinary Passport (48 Pages) UGX 250,000
Service Passport (64 Pages) UGX 400,000
Diplomatic Passport (64 Pages) UGX 500,000
Express Processing Service UGX 150,000
Courier service for Applicants Abroad UGX 10,000
Certification of Passport UGX 30,000
Fine for Replacement of lost or damaged Passport is
UGX 100,000

8. Application Procedure
Before the full commissioning of the e-Passport system, the following shall apply;
i. Dully filled application Form
ii. Attach original and copy of the National ID of the Recommender
iii. Attach original and copy National ID or National Identification Number
iv. Attach copies of academic documents for proof of profession(where applicable)
v. Attach proof of payment of prescribed fees
vi. Attach a copy of birth certificate, adoption order consent letter from parents/guardians in case of minors
vii. Attach any other information that may be relevant to the application
viii. When the passport is ready, the applicant will be alerted to proceed and pick up their passport.

NOTE:
Applicants will be required to present original documents where applicable.
After the full Commissioning of the e-Passport system scheduled for the end of January 2019, the e-Passport application process will be both manual and online and the procedure shall be as follows:
Manual applications;
i. Applicants will be required to fill out an application form with all details.
ii. On completion, the applicant will proceed to the Bank to make payments and proceed to the nearest Passport Centre to submit the application and undertake biometric enrolment.
iii. When the passport is ready, the applicant will be alerted to proceed and pick up their passport from the place of enrolment.
Online Applications
i. Applicants will be required to fill out an online form.The form will act as an assessment tool with URA.
ii. The applicant will be required to schedule an interview online with the Passport Office (Kampala, Mbale, Mbarara, Gulu and all Uganda Missions abroad) for purposes of enrollingapplicants’ biometrics.
iii. Applicant will print out the application with the Payment Registration Number (PRN), proceed to the Bank to pay the Passport Fees.
iv. The applicant after payment will proceed to the Enrolment Centre mentioned abovefor the scheduled appointment.
v. After the interview, the application will be processed internally and the passport printed for those that will qualify.
vi. When the passport is ready, the applicants will be alerted to proceed and pick up their passports.
vii. If the applicant doesn’t qualify, he/she will still be issued a notice

IMPORTANT NOTICE
ALL APPLICANTS WILL BE REQUIRED TO HAVE A NATIONAL IDENTIFICATION NUMBER (NIN) ISSUED BY THE NATIONAL IDENTIFICATION REGISTRATION AUTHORITY(NIRA).

9. Phase out of the Current Passports.
i. The Ministry of Internal Affairs has designated a two-year transitional period to allow for a gradual phase out of the current passport.
ii. The transitional period is scheduled to run from the full Commissioning Date whereafter all Ugandans shall only be eligible to travel with the International EAC e-Passport.
iii. During the transitional period all citizens with valid Machine-Readable Passports will continue to use them for international travel until January 2021.
iv. For the avoidance of doubt, after the end of January2021, only the International e-Passport will be valid for International travel.
We call upon all Ugandans to embrace this new milestone as we join the rest of the EAC in the use of the International EAC e-Passport.

Warning Against Fraudulent Electronic Visa (e-Visa) Application Portals

The Ministry of Internal Affairs, Directorate of Citizenship and Immigration Control, would like to inform the general public and our esteemed clients that the official electronic visa application portal for the Republic of Uganda is, www.visas.immigration.go.ug; and also take this opportunity to warn our esteemed clients of the existence of Scam sites which either charge our clients exorbitantly or defraud them totally.
The Official portal for visas to the Republic of Uganda (www.visas.immigration.go.ug) provides a range of services including issuance of all types of visas to Uganda, Work Permits, Certificates of Permanent Residence, Students Passes and Dependants passes at official fees.

The official fees for visas to Uganda are as follows:

The fees for other Immigration facilities for the Republic of Uganda are available in the application portal against each service or at our website www.immigration.go.ug/.

Visas take less than three working days and the Government of Uganda does not charge any additional fees for fast tracking visas.

The unofficial websites are designed to confuse clients and appear as though it is legitimate whereas it is NOT.
While the unofficial site has three steps and has No official logo, the genuine official application site has the DCIC Logo and Uganda Court of Arms and is done in four Steps which are: Selecting the Application type; Fill the form; Add documents and Submit your application.

Our esteemed Clients are henceforth advised to desist from submitting electronic applications for Ugandan Visas through any other site other than the official e-visa Application Portal for the Republic of Uganda (www.visas.immigration.go.ug). Any one who submits through any other site does so at his own risk.

The Government of Uganda SHALL NOT BE HELD RESPONSIBLE for any inconvenience, loss (monetary or otherwise) or refused entry arising from using unofficial/fraudulent sites.
