बात 1968-1969 की है। मैं उन दिनों पटना के अंग्रेजी दैनिक सर्चलाईट और हिन्दी दैनिक के प्रदीप में दिवभाषीय कार्यालय संवाददाता था। पटना के गर्दनीबाग मुहल्ले के रोड नं0 4 ए के क्वाटर नं0-15 में अपने पिताजी के साथ उनके सरकारी आवास में रहता था। प्रतिदिन सुबह 10 बजे के आसपास पिताजी द्वारा टूटी-फूटी हालत में दी गई साइकिल से कार्यालय जाता था, क्योंकि 11 बजे प्रदीप के संपादक जी की और 11.30 बजे सर्चलाईट के सम्पादक जी की एडिटोरिएल बैठक होती थी। एक दिन मैं सुबह 10 से 10.30 बजे के बीच में जल्दी -जल्दी साइकिल का पैडल मारता हुआ सर्चलाइट प्रेस की ओर चला जा रहा था। रोड नं0-1 के रेलवे फाटक के पास एक बुलंद आवाज सुनाई पड़ी। “पहले इधर आइये। इधर आइये। मेरे साथ एक कप चाय पीकर जाइयेगा।” मैंने पलट कर देखा तो गर्दनीबाग थाने के इंस्पेक्टर श्री पन्ना लाल मेहरा जी एक नं0 फाटक के बगल वाली इंस्पेक्टर क्वार्टर के बाहर बैठकर जाड़े की धूप का आनन्द लेते हुए अपनी पोर्टेबुल टाईपराइटर पर फटाफट कुछ टाईप किये जा रहे थे। शायद किसी केस का सुपरविजन रिपोर्ट टाईप कर रहे थे। मैंने जब अपनी साइकिल उनके क्वार्टर के गेट के अन्दर लगायी तो उन्होंने कहा कि “क्या श्रीमान् जी आप इसी तरह रोज चले जाते रहिएगा। यहां रूककर एक कप चाय पीकर तो जाया करिये।” उन्होंने मैं चाय भी पिलाऊंगा और आपको खबर देते रहूँगा ।

It all began with a dare. Bindeshwar Pathak, then seven or so, wondered why the thin little woman who came through the back door sometimes, selling bamboo utensils to his Brahmin family, was called “untouchable”. He wondered why his grandmother sprinkled holy Ganga water over the floor where the woman had walked, and was told she had polluted it. So, one day, he dared to touch her sari, to see what would happen to his body.

Nothing happened to it. But uproar broke out in the house. They called in the pandit; he said Bindeshwar must be banished. His mother intervened to save him from that, but the rest of the priest’s remedy was almost as terrible. He had to plunge into cold Ganga water and, much worse, drink a mixture of milk, ghee, curd, cow urine and cow dung, to purify himself. Grandmother mixed it up fiercely and forced it down him.

In the late 1960s, the Gandhi Centenary Committee in Patna sent a young volunteer to work amidst the Dalit community in Bettiah. The volunteer Bindeshwar Pathak braved humiliation and ridicule from members of the Brahmin caste he was born into to spend three months in a village studying the socio-economic conditions of the scavenger community. Despite his familiarity with the realities of caste atrocities, this was an eye-opening experience. Those were times when open defecation was a common practice, and not even the elites in large parts of the country were exempt. Septic tanks were costly and only very few towns had good sewerage networks. Public toilets were virtually non-existent. The task of cleaning the night soil fell on the Dalit community. Pathak, who had joined the Gandhi Centenary Committee influenced by the Mahatma’s message of restoring the dignity of the scavenger community, made it a mission to replace the bucket latrines. Out of that quest was born the Sulabh toilet which does not use sewers or expensive treatment plants. It uses a fifth of the water used in conventional toilets, allows easy switching between pits to enable composting and can be customised to local conditions. Most importantly, the innovations of Pathak, who passed away on Tuesday aged 80, freed many people from the scavenger community from the task of cleaning latrines. This was the use of technology for social upliftment at its most elementary level.

Pathak was a sociology graduate — not an engineer. Officials of the Bihar government had doubts about his project. It took Pathak nearly five years to convince them of the Sulabh toilet’s efficacy. In 1973, the Arrah municipality gave Pathak Rs 500 to construct two toilets in the compound of its office. Word spread. In 1974, the Bihar government sent a circular to all local bodies to take Sulabh’s help to convert bucket toilets into two-pit pour-flush toilets. Municipal Corporations gave land and financed the construction of the toilets but did not agree to pay for their maintenance. Pathak had to ask users to pay for public facilities. An earlier attempt to make people pay for public toilets — by the colonial state — had failed. But people quickly saw the merit of the clean, odourless and environment-friendly Sulabh toilets. By 1980, 25,000 people were using Sulabh public facilities in Patna alone. Sulabh became the implementing agency for building and maintaining toilet blocks in educational institutions. This was a seminal contribution because the absence of latrines in schools would force a large number of girl students to drop out.

Sulabh has converted dry latrines into two-pit pour flush latrines in more than 1,700 towns and built over 1.5 million toilets. Pathak has been feted nationally and internationally, including the Padma Bhushan and the Stockholm Water Prize. The government recognised Sulabh’s contribution to Swachch Bharat by awarding Pathak the Gandhi Peace Prize in 2016. His mission was, indeed, the forerunner of the government’s flagship programme. The greatest tribute to him would be to eliminate manual scavenging completely.

New Delhi: Prime Minister Narendra Modi on Sunday hailed Sulabh International founder Bindeshwar Pathak, who passed away recently, for his "major contribution" of giving an institutional solution to Mahatma Gandhi's ideas on cleanliness.

The social activist, who was a pioneer in building public toilets, died at the AIIMS due to a cardiac arrest last Tuesday. He was 80. In an article on Mr Pathak in a Hindi daily, PM Modi said he has been watching Mr Pathak's spirit ever since he was in Gujarat.

"Amidst the Independence Day celebrations on 15th August, it was very difficult for me to digest the news that Bindeshwar Pathak ji is no more amongst us. The demise of Bindeshwar ji, the Sulabh International founder who was simple and polite, is an irreparable loss," the Prime Minister said. Today's young generation should learn the dignity of labour from the life of Mr Pathak, he said.

"No work was too small for him and neither was any person. His efforts to provide a dignified life to our brothers and sisters engaged in sanitation work won him accolades across the world. I remember when I washed the feet of the brothers and sisters engaged in sanitation, Bindeshwar ji became so emotional that he discussed the incident at length with me," the Prime Minister said in his article in Amar Ujala.

"I am satisfied that the Swachh Bharat Abhiyan has become a symbol of dignified life for the poor today. There have also been many such reports, which have proved that due to the Swachh Bharat Abhiyan, the common people are getting freedom from diseases caused by filth and the ways to a healthy life are opening," he added.

The World Health Organisation has also said that due to the Swachh Bharat Mission, three lakh deaths have been prevented in the country, he pointed out. "Not only this, UNICEF has even said that due to the Swachh Bharat Mission, up to ₹ 50,000 are being saved every year by the poor. Had the Swachh Bharat Mission not been there, the poor would have had to spend the same amount of money for the treatment of diseases caused by filth. The guidance of Bindeshwar ji was very useful in taking the Swachh Bharat Mission to this height," PM Modi said.

"This journey from clean India to healthy India, healthy India to harmonious India, harmonious India to strong India, strong India to prosperous India will be the most vibrant journey of Amrit Kaal. Yes, I will miss Bindeshwar ji a lot on this journey. Once again a humble tribute to him," PM Modi added.

Sharing his article on X, the Prime Minister said in Hindi, "It has been my good fortune that I got the opportunity to know very closely the life and mission of Dr. Bindeshwar Pathak, who made an invaluable contribution in the field of cleanliness."

Sulabh International is a social service organisation that works to promote human rights, environmental sanitation, waste management and reforms through education.
