Yet, in our beloved nation today, we witness shadows of discrimination based on religion, gender, class, place of birth, wealth, and colour—challenges that test the very spirit of the values we hold dear.
Let us, as the family, come together and renew our pledge: to nurture and spread love, compassion, brotherhood, and kindness towards one another, towards our environment, and towards all living beings, especially animals. हम भारत के लोग क्या भारत के संविधान के पालन और संविधान को बचाने का संकल्प लेंगे?

पिछले 10 दिनों के दौरान जिन भी डॉग्स को Delhi-NCR में पकड़ा गया है उनके कंकाल मिल रहे है। और जो शेल्टर में बंद है उनकी चीखे सुनाई दे रही है।डॉग्स मीट भी एक वजह है। अगले कुछ महीनों में मार्किट में डॉग्स मीट होने की संभावना हो सकती है। इन सभी के ख़िलाफ़ क्रिमिनल केस हो और सब जेल जाने चाहिए।
अगर आपको कोई भी सरकारी कर्मचारी (कोई भी मतलब कोई भी सरकारी कर्मचारी) एनीमल क्रूअल्टी में लिप्त पाया जाता है तो उसकी लिखित में शिकायत Animal Welfare Board. Of India, SHO/commissionrste/SHO, DCP/SSP, DM/SDM और Governor को करे और शिकायत की फोटोकॉपी और उसकी पोस्टल रसीद संभाल कर रखें।ये काम आप by-post भी कर सकते है और इसके लिए पुलिस स्टेशन जाने की ज़रूरत नहीं है। उसके बाद किसी भी वकील की सलाह ले और अभियुक्तों के ख़िलाफ़ कार्यवाही करे ताक़ि उन्हें जेल भिजवाया जा सके। उसके खिलाफ़ विभागीय कार्यवाही होगी। ये भारत सरकार क़ा 26 May 2006 का आदेश है। यही बात delhi high Court द्वारा अपने आदेश के पैराग्राफ no. 150 और 151 में लिखी है। जो कि इस प्रकार है :

“150. The Government of India (Ministry of Personal, Public Grievances and Pensions, Department of Personal and Training) by Office Memorandum dated 26th May, 2006 notified that the Government servant who indulges in act of cruelty to animals will bemaking himself liable for action under Prevention of Cruelty to Animals Act. Besides, punishment under the Act, he would also make himself liable for action under CCS(Conduct) Rules forconduct unbecoming of a Government servant. The said Office Memorandum also added that while residents and Associations are free to address institutional agencies for redressal of their grievances, no resident/association will interfere with the freedom of otherresidents in tending animals etc. AWBI shall bring this to the notice of RWA of Government employees.
151. Despite the clear position of law prohibiting cruelty to the animal including stray dogs, there is increasing tendency of the citizens to defy the same. Many times, the Government employees take up a position in complete violation of well settled law which hasbeen dealt with in the Office Memorandum dated 26th May, 2006. Such act of defiance be noted down in the ACR file of Government employee. If any such complaint is received by AWBI, the same be sent to the concerned office for being placed in the ACR file of the Government employee for necessary action as per CCS Rule.”

स्ट्रीट डॉग्स में मुद्दे को सुप्रीम कोर्ट की Three judges Bench ने डॉग्स के शेल्टर के आर्डर को रिज़र्व कर रखा है । ऐसी स्तिथि में MCD किसी भी डॉग्स को ज़बरदस्ती नहीं उठा सकती अगर वो ऐसा करती है तो उन्हें नीचे लिखी ईमेल भेजे कि वो गैर-कानूनी काम कर रहे है । आप लोगो से निवेदन है कि इसे कॉपी कर फॉरवर्ड करे ताकि बाद में MCD को कोर्ट में घसीटा जा सक। MCD के कमिश्नर और कर्मचारियों पर क्रिमिनल केस फाइल किया जा सके।

Subject: Cease and Desist Order — Removal or Relocation of Community Dogs Despite Reserved Judgment by Three-Judge Bench of the Hon’ble Supreme Court.
Respected Sir / Madam,
1. Pending and Reserved Matter Before Hon’ble Supreme Court: It is respectfully brought to your notice that the issue concerning management of community/stray dogs in Delhi is currently under adjudication before a three-judge bench of the Hon’ble Supreme Court, and that the judgment has been reserved on14.08.2025 . While the matter remains sub-judice, any unilateral action in the form of dog removal or relocation and cruelty with them in-absence of a valid direction from the Court—would constitute a direct violation of jurisdiction and interfere with the judicial process.
2. Illegality under the PCA Act, 1960, and IPC:
The ongoing actions by MCD officials—specifically catching, transporting, and relocating community dogs—lack any lawful mandate and infringe upon the Prevention of Cruelty to Animals Act, 1960 (PCA Act), especially Sections 11 and 38 that prescribe due procedure before handling animals. Moreover, such acts may attract criminal liabilities under Sections 428 and 429 of the Indian Penal Code, which penalize mischief by killing, maiming, poisoning, or rendering animals permanently useless.
3. Binding Precedents and Constitutional Mandates
Regulatory interdicts such as Animal Welfare Board of India v. A. Nagaraja (2014) 7 SCC 547 affirm that animals—creatures capable of suffering—are entitled to dignified treatment under Article 21 of the Constitution. Various judicial pronouncements from the Delhi High Court also underscore humane, non-invasive, and health-centric intervention (e.g., ABC programmes) rather than arbitrary displacement.
4. Violation of Court Orders & Contempt Liability
Proceeding with dog removal or relocation in defiance of the reserved status of the Supreme Court’s judgment amounts to contempt of the High Court and Supreme Court. Such action risks subverting the judicial process and prejudicing the outcome of the pending verdict.
5. Urgent Demand for Immediate Action:
In view of the foregoing, you are hereby demanded, forthwith, to:
• Cease and desist from any further removal or relocation of community dogs until such time as the Supreme Court issues its judgment.
• Restore immediately any dogs already removed or relocated in contravention of the law and pending judicial order, to their original environments.
• Initiate departmental inquiry into the actions of officials responsible for enforcing or directing such illegal removals.
• Adopt and implement humane, scientifically appropriate, and legally compliant alternatives—such as ABC (Animal Birth Control) and vaccination drives—only with due permission or lawful directive.
Failure to comply will compel me to initiate prompt contempt proceedings before the Hon’ble Supreme Court, alongside lodging criminal complaints under IPC Sections 428/429 and relevant sections of the PCA Act against officials concerned.
We trust the MCD will respect the rule of law, abide by court orders, and uphold the constitutional duty to treat living beings with dignity.

अब समय आ गया है कि देश की पुलिस “We the People of India” के प्रति ही उत्तरदायी हो चाहिए।

दिल्ली हाई कोर्ट में आज जनहित याचिका (Rahul Mohod vs Govt. Of NCT of Delhi) अंतिम बहस समाप्त हुई कि दिल्ली सरकार के जानवरो के 48 लचर अस्पताल और 29 लचर डिस्पेंसरी में स्ट्रीट डॉग्स/अन्य स्ट्रीट जानवरो के लिए फ्री डिस्टेंपर-पार्वो वैक्सीन, एनिमल एंबुलेंस, हेल्पलाइन, बाइक पैरा-वेट, x-ray, अल्ट्रा साउंड, पैथलैब और अंतिम संस्कार इत्यादि के लिए इंतजाम करे।
दिल्ली सरकार के एनिमल हॉस्पिटल्स का हाल बहुत खस्ता है। पिछले चार साल की मेहनत का अब क्या निर्णय आता है इंतजार रहेगा?

इस बात की कोई गारंटी नही कि नया साल नए दिन लाएंगे इंसान जब जब खुश हुआ है तब तब उसने जानवरो के प्रति क्रूरता ही की है क्योंकि जानवरो की जिंदगी इंसानों की खुशी पर निर्भर है, त्योहार तो सिर्फ बहाना है। कोई प्रण नहीं लेता कि क्रूरता नहीं होने देंगे और रोंकेंगे। मरना तो एक दिन सभी को है लेकिन वो कौन होगा जिसे मरने से पहले आईना देखकर खुद के कर्मों पर शर्म न आए।
