Shri Vinamra Mishra, Joint Secretary, Ministry of MSME, addressed the ASSOCHAM Global IP Conclave 2026 and highlighted the expanding role of MSMEs in driving innovation and strengthening India’s intellectual property ecosystem.

Speaking on India’s innovation landscape, he remarked, “It’s a perfect time for an innovator to be in this country.”

He emphasised the rapid growth of the startup ecosystem, improvements in IP processing and approvals, and the need to further support MSMEs through incubation, IP facilitation, commercialisation and technology transfer initiatives to build a future-ready and globally competitive India.

The Ministry of Micro, Small and Medium Enterprises extends a warm welcome to Mr. Bharat Khera on assuming charge as Secretary, Ministry of MSME, Government of India.

With over three decades of distinguished service in the Indian Administrative Service (1995 batch, Himachal Pradesh cadre), he brings rich experience across key leadership roles in both State and Central Governments. Prior to this, he served as Additional Secretary in the Department of Consumer Affairs.

Glimpses of the Entrepreneur Awareness and Special Vendor Development Programme under the National SC/ST Hub Scheme held today in Technology Centre, Sikandarpur, Bihta, Patna.

Hon’ble Chief Minister of Bihar, Shri Samrat Choudhary stated that the establishment of a Technology Centre at Sikandarpur, Bihta, and four Extension Centres, will provide opportunities for youth to receive training in advanced, industry-oriented domains, while also providing technological support to MSMEs.
He further said that Ministry of MSME’s initiatives will benefit lakhs of Bihar’s youth.

Hon’ble Union Minister for Ministry of MSME, Shri
Jitan Ram Manjhi conveyed his best wishes on inauguration of the Technology Centre and Extension Centres in Bihar. He appreciated the commendable efforts of the Ministry of MSME in establishing these centres in Bihar. He Said that these initiatives will significantly contribute to the state’s growth and development.

During the event, Hon’ble Union Minister for Ministry of MSME, Shri Jitan Ram Manjhi and Hon’ble Chief Minister of Bihar, Shri Samrat Choudhary distributed toolkits and cheque to beneficiaries of the PM Vishwakarma Scheme, Prime Minister’s Employment Generation Programme (PMEGP) and Gramodyog Vikas Yojana. Further, certificate of recognition was also given to beneficiaries of the National SC/ST Hub Scheme.

Dr. Rajneesh, Additional Secretary and Development Commissioner, Ministry of MSME provided a comprehensive overview of various schemes of the Ministry of MSME, as well as Technology Centres and Extension Centres.

The Hon’ble Union Minister for Ministry of MSME, Shri Jitan Ram Manjhi and Hon’ble Chief Minister of Bihar, Shri Samrat Choudhary jointly inaugurated MSME Technology Centre in Sikandarpur, Bihta, Patna and Extension Centre in Muzaffarpur, Rohtas, Darbhanga and Munger.

Hon’ble Union Minister and Hon’ble Chief Minister also inaugurated Entrepreneur Awareness and Special Vendor Development Programme under the National SC/ST Hub Scheme. Senior officials from the Ministry of MSME and the Government of Bihar were present during the event.
