Public Consultation | Draft Digital Trade Facilitation Bill, 2026

Bharat Trade Net (BTN), envisaged as India’s Digital Public Infrastructure for trade, is designed to enable secure, paperless, and interoperable trade processes across documentation, logistics, compliance, and to facilitate improved access to trade finance.

To provide an appropriate legal foundation for this digital transformation, the Draft Digital Trade Facilitation Bill, 2026 has been placed for stakeholder consultation.

The proposed legislation seeks to:

- Provide legal recognition, validity, and enforceability to electronic trade documents;
- Enable a framework for digital identity and trust services;
- Support secure cross-border exchange of trade records;
- Promote technology neutrality and interoperability, and,
- Enhance legal certainty for digital transactions within the trade ecosystem.

The Bill represents a critical step towards aligning India’s trade framework with evolving global practices in paperless trade and digital trust infrastructure.

Stakeholders across trade, finance, logistics, technology, academia, and legal domains are requested to review the draft Bill and submit their inputs.
