Asst Provident Fund Commissioners are the primary Group A officers responsible for Enforcement & Implementation of Social Security schemes of Central Govt
The Constitution of India under "Directive Principles of State Policy" provides for Social Security and Assistant in cases of unemployment, old-age, sickness & disablement and undeserved want. The EPF & MP Act, 1952 was enacted by the Parliament of India as part of a series of legislative interventions made in this direction. APFCs are the primary Guardian of these social security provisions. They
play an important dual role of Enforcement & Implementation of the EPF& MP Act and act as a service provider for the covered beneficiaries throughout the country. To this end, the Commissioners of the Organisation are vested with vast powers under the statute conferring quasi- judicial authority for search and seizure of records, assessment of financial liability on the employer, levy of damages, attachment and auction of a defaulter's property, prosecution and arrest and detention in civil prison. Direct recruit PF Commissioners are selected by UPSC through an all Indian competitive examination followed by 1 years rigorous training at National Academy for Training and Research in Social Security (NATRSS) New Delhi. Here they are trained in Enforcement, Recovery, Accounts, Administration, Cash, Legal, management, Pension & legal aspects of social security. During the training APFC Probationers under go both In-house & Out-bound training across the country. After successful completion of training, they are placed in the cadre of Asst Commissioner in Junior Time Scale (JTS). They can rise upto the post of Additional Chief PF Commissioner of India in Higher Administrative Grade (HAG).
