Andhra govt revises conventional UG programmes under NEP.

Andhra Pradesh Education Minister Adimulapu Suresh on Tuesday said that outcome-based curriculum of conventional undergraduate programs was revised through subject expert committees under National Education Policy (NEP).

Suresh said that four years honors program with BA, BSc, BCom etc with life skill courses, skill development courses, skill enhancement courses, research and ten months mandatory internship has been introduced from 2020-21 academic year.

He addressed the media about the achievements of the Andhra Pradesh State Council of Higher Education (APSCHE) in the academic year 2020-21.

Suresh further said that the engineering programs curriculum is also revised. B Tech Honors degree with 10 months of mandatory internship is introduced with minor degrees. Different tracks for Minor are planned with Andhra Pradesh State Skill Development Corporation (APSSDC) and National Association of Software and Service Companies (NASSCOM) also.

Efforts are on to set up Quality Assessment Cell to conduct academic audit in colleges and to further setup Internal Quality Assessment Cells in all universities and colleges, he added.

The minister further said that proposals are made for four new universities - Skill Development University at Tirupati, Andhra Kesari Tanguturi PrakasamPTI) University at Ongole, Sri Gurajada Apparao University at Vizianagaram and Tribal University. YSR Architecture and Fine Arts University established at Kadapa. Tribal Engineering College at Kurupam will function from 2021-22. One cluster university is established at Kadapa under RUSA.

Suresh said that APSCHE has entered into an MoU with the Confederation of Indian Micro, Small and Medium Enterprises Bangalore to develop incubation centers and technology laboratories for novel, innovative and value-added products, process or service particularly in the areas of advancement in Technology, Management and Applied Engineering and associated areas of applications across all universities and affiliated institutions.

Another MoU has been entered into with National Research Development Corporation (NRDC) New Delhi to promote research quality in universities and colleges.

The education minister said that universities are identified for transformation into Multi-Discipline Education and Research Universities (MERU). In the first phase, five universities - namely Andhra University, Sri Venkateswara University, JNTU Kakinada, JNTU Anantapuram and RGUKT will be transformed. Three more universities will be transformed to MERU in the second phase, namely - Acharya Nagarjuna University, Sri Krishnadevaraya University and Padmavati Mahila University.

The minister said that show-cause notices were issued to 247 colleges that have not obtained affiliation from respective universities, or made less than 25 per cent of admissions for the last three years.

He said that an enquiry committee was constituted and it has submitted its report. Based on the report, permissions to 48 private unaided degree colleges and programs in respect of 61 private unaided degree colleges were withdrawn from 2020-21.

जवाहरलाल नेहरू विश्वविद्यालय (जेएनयू) नई शिक्षा नीति 2020 के तहत कई अहम बदलाव करने की तैयारी में है। इसके तहत चार वर्षीय स्नातक पाठ्यक्रम शुरू करने और ऑनलाइन परास्नातक कराने की योजना है।

इन बदलावों की संभावनाओं पर रायशुमारी के लिए एक कमेटी का गठन किया गया है। इस संबंध के प्रस्तावों पर अकादमिक परिषद (एसी) की बैठक ने निर्णय लिया गया है। दरअसल, जेएनयू में गुरुवार को अकादमिक परिषद की 155वीं बैठक आयोजित की गई। इसमें नई शिक्षा नीति के विभिन्न पहलुओं पर चर्चा की गई। बैठक कई मुद्दों पर केंद्रित रही। इसमें वर्तमान में संचालित तीन वर्षीय बीए कार्यक्रमों को चार वर्षीय कार्यक्रम में बदलने की संभावना सहित चार वर्षीय नए स्नातक पाठ्यक्रम शुरू करने पर चर्चा हुई। साथ ही बिना प्रयोगशाला वाले परास्नातक पाठ्यक्रम ऑनलाइन उपलब्ध कराने, सामाजिक व आर्थिक तौर पर पिछड़े वर्ग से आने वाले बच्चों को बेहतर अवसर देने वाली विश्वविद्यालय की नीति को और मजबूत करने, विदेशी छात्रों की सीटें बढ़ाने, छात्रों और शिक्षकों के बीच शोध व उद्यमशीलता को बढ़ाने पर चर्चा की गई है।

जेएनयू के रेक्टर 1 प्रो. चिंतामणि महापात्रा ने बताया कि बैठक में हुई चर्चा को नई शिक्षा नीति के तहत अंतिम रूप देने पर कमेटी अंतिम फैसला लेगी। कमेटी जेएनयू के विज्ञान, मानविकी व सामाजिक विज्ञान संकाय के डीन के साथ ही सभी स्कूलों के प्रमुखों से इन बिंदुओं पर चर्चा के बाद रायशुमारी बनाएगी। इसके बाद इस संबंध के प्रस्ताव को अकादमिक परिषद में रखा जायगा।

केंद्रीय शिक्षा मंत्री रमेश पोखरियाल निशंक ने जेएनयू के दो संस्थानों की आधारशिला रखी.

केंद्रीय शिक्षा मंत्री डॉ रमेश पोखरियाल ने सोमवार को जवाहरलाल नेहरू विश्वविद्यालय में इंजीनियरिंग संस्थान तथा अटल बिहारी वाजपेयी प्रबंधन एवं उद्यमिता संस्थान की आधारशिला रखी और कहा कि कुलपति एम जगदीश कुमार की दूरदृष्टि की वजह से ही पिछले पांच वर्षों में जेएनयू में अनेक नए अकादमिक संस्थानों का प्रारम्भ किया गया है जिनसे हमारे देश की युवा पीढ़ी को निश्चित रूप से लाभ मिलेगा और उन संस्थानों में से यह दो संस्थान आत्मनिर्भर भारत अभियान में एक अहम भूमिका निभाएंगे।

इस अवसर पर जवाहरलाल नेहरू यूनिवर्सिटी के कुलपति प्रो. एम जगदीश कुमार, उपकुलपति प्रो. चिन्तामणि महापात्र, प्रो. सतीश चन्द्र गरकोटी, और प्रो. राणा प्रताप सिंह, रजिस्ट्रार डॉ. प्रमोद कुमार एवं अन्य फैकल्टी सदस्य और छात्र भी उपस्थित थे।

अपने ऑनलाइन उद्बोधन में उन्होंने कहा कि इन दोनों संस्थानों के साथ-साथ विश्वविद्यालय में सुविधाजनक अन्य भवन व साधनों की व्यवस्था हेतु सरकार से हेफ़ा फंड के अन्तर्गत एक विशाल राशि जुटाने में प्रोफेसर कुमार सफल रहे और मुझे आशा है कि इस फंड के सदुपयोग से जेएनयू का भविष्य और भी सुदृढ़ एवं प्रभावी होगा और यहां आकर पढ़ने वाले छात्रों, शोधार्थियों, अध्यापकों को उपयुक्त सुविधाएं भी प्राप्त होंगी। प्रस्तावित भवन विश्वस्तरीय उच्च-गुणवत्ता वाली सुविधाओं से सम्पन्न होगा जिससे प्रौद्योगिकी-आधारित शिक्षा शास्त्र व शैक्षिक माहौल का विकास होगा।

डॉ निशंक ने संस्थान का नाम भारत रत्न पूर्व प्रधानमंत्री अटल बिहारी वाजपेयी जी के नाम पर रखने पर हर्ष व्यक्त करते हुए कहा कि मुझे विश्वास है कि यहां पढ़ने वाले छात्रों, शोधार्थियों और अध्यापकों को अटल जी के कालजयी व्यक्तित्व और विकासोन्मुखी विचारों से प्रेरणा मिलती रहेगी।

उन्होनें पूर्व प्रधानमंत्री अटल बिहारी वाजपेयी के कार्यकाल के बारे में और उनकी उपलब्धियों के बारे में भी सभी को अवगत करवाया।

केंद्रीय मंत्री ने कहा कि हमारी शिक्षा संस्कृति, प्रकृति एवं प्रगति के अनुरूप होनी चाहिए। ऐसी शिक्षा छात्रों को जीवन जीने की दृष्टि और उद्यमिता प्रदान करती है, साथ ही यह पूरे समाज को भी सक्षम बनाती है। ऐसी ही दूरगामी सोच के साथ हमने अपनी राष्ट्रीय शिक्षा नीति को लागू किया है।

उन्होनें बताया कि राष्ट्रीय शिक्षा नीति में प्रस्तावित सुधारों के अनुसार, कला और विज्ञान, व्यावसायिक तथा शैक्षणिक विषयों एवं पाठ्यक्रम व पाठ्येतर गतिविधियों के बीच, कोई बहुत अधिक अंतर नहीं होगा और मुझे खुशी है कि जेएनयू ने शिक्षा नीति लागू होने से पहले ही भाषा, प्रौद्योगिकी, प्रबंधन, उद्यमिता एवं आर्थिक विषयों में बहुवैकल्पिक शिक्षा के पाठ्यक्रम लागू किए हैं। विश्वविद्यालय इसी तरह देश को शिक्षा नीति के सफल क्रियान्वयन हेतु प्रोत्साहित करने में सहायक सिद्ध होगा। जेएनयू में यह क्षमता भी है कि वह देश के शिक्षण संस्थानों को इसके क्रियान्वयन की दिशा प्रदान करे।

अपने संबोधन के अंत में डॉ निशंक ने कहा, "मेरा मानना है कि शिक्षा की शक्ति के माध्यम से ही भारत के नागरिक सशक्त बन सकते हैं. वाजपेयी जी की विरासत निश्चित रूप से हमारे नेताओं की भावी पीढ़ियों को प्रेरित करने वाली है, और मुझे पूरा विश्वास है कि हमारे माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी के अद्भुत नेतृत्व में, राष्ट्रीय शिक्षा नीति उनके विरासत को और भी अधिक ऊंचाइयों तक ले जाएगी. "सबकी शिक्षा - अच्छी शिक्षा" हमेशा हमारा मार्गदर्शक सिद्धांत रहेगा."

Proposal to set up up a new Science, Technology and Innovation Observatory.

The Ministry of Science and Technology, which has drafted the new policy, proposes to set up a new Science, Technology and Innovation Observatory which will serve as a central repository for all kinds of data generated from research in India. All data generated from publicly-funded research is proposed to be made freely available to everyone. In cases where, for reasons of privacy, national security or intellectual property rights, the availability of data has to be restricted, “suitably anonymised and/or redacted data” will still be provided. Even in cases where it cannot be released to the general public, genuine researchers would be given access to it, the policy has proposed

Open Data Policy

All data generated from publicly-funded research is proposed to be made freely available to everyone.
In an ambitious move to make scientific knowledge and data available to all, the government has proposed an open data policy that will make information generated by all publicly funded research, including its results, freely accessible to everyone.

The ‘One Nation, One Subscription’ policy for scientific journals is a radical move that could prove to be a game changer for the scientific community and individual researchers. There are more than 3,000 to 4,000 high-impact scientific journals, and sources say the government might have to spend a few hundred crore rupees every year to get their bulk subscriptions. But its impact on the scientific research community could be huge, given that access to these journals are highly priced and even big institutions are selective in buying subscriptions.

The proposals have been made in the draft Science, Technology and Innovation Policy that was released to the public on New Year’s Day for comments and suggestions.

नयी शिक्षा नीति 2020 का सबसे महत्वपूर्ण पहलू यह है कि मल्टीपल एंट्री और एग्ज़िट सिस्टम (MEES- Multipul Exit and Entry System) का लागू किया जाना.

अभी यदि कोई छात्र तीन साल इंजीनियरिंग पढ़ने या छह सेमेस्टर पढ़ने के बाद किसी कारण से आगे की पढाई नहीं कर पाता है तो उसको कुछ भी हासिल नहीं होता है.
लेकिन अब मल्टीपल एंट्री और एग्ज़िट सिस्टम में एक साल के बाद पढाई छोड़ने पर सर्टिफ़िकेट, दो साल के बाद डिप्लोमा और तीन-चार साल के बाद पढाई छोड़ने के बाद डिग्री मिल जाएगी. इससे देश में ड्राप आउट अनुपात कम होगा.


अगर कोई छात्र किसी कोर्स बीच में छोड़कर दूसरे कोर्स में एडमिशन लेना चाहें तो वो पहले कोर्स से एक ख़ास निश्चित समय तक ब्रेक ले सकता है और दूसरा कोर्स ज्वाइन कर सकता है और इसे पूरा करने के बाद फिर से पहले वाले कोर्स को जारी रख सकता है.

अभी सेंट्रल यूनिवर्सिटीज, डीम्ड यूनविर्सिटी, और स्टैंडअलोन इंस्टिट्यूशंस के लिए अलग-अलग नियम हैं. नई एजुकेशन पॉलिसी 2020 में सभी के लिए समान नियम होंगे.

The trouble with NEP’s multiple entry/exit system

University Grants Commission has offered more than 100 online postgraduate and undergraduate courses for students. The MOOCs courses in January Semester 2021 is available on the SWAYAM platform. Students who are enrolled in Universities and affiliated colleges can apply for it. The list of courses can be checked on the official site of UGC on ugc.ac.in.

UGC took his official Twitter page to announce the same. 78 UG & 46 PG Non-Engineering MOOCS to be offered in the January-2021 semester on the SWAYAM Platform.

As per the official notice released by the Commission, a total of 78 UG and 46 PG Non-Engineering courses can be enrolled by candidates which are ready to be offered in January Semester 2021. The list can also be seen at the SWAYAM portal on swayam.gov.in. The tentative exam dates for these courses are May 8 & 9, 2021, which will be conducted by the National Testing Agency.

IGNOU begins registration for SWAYAM Course

The students from any universities or colleges will be allowed to avail the credit transfer benefits from the course. The courses are beneficial for academic fraternity and, working professionals. Also, SWAYAM courses may be approved and adopted on the recommendation of Dean Academic/ Heads of Department for credit transfer and ratified by the Academic Council.

The Commission has further advised the universities to initiate urgent necessary steps for credit transfer and also intimate the action taken at [email protected].

Addressing the conference, he said it is time to draw upon our ancient values and keep humanism at the core of our policies. “Discussions on global growth cannot happen only between a few. The table must be bigger. The agenda must be broader. Growth patterns must follow a human-centric approach. And, be in harmony with our surroundings,” PM Modi said.

“In the past, humanity often took the path of confrontation instead of collaboration. From Imperialism to the World Wars. From the arms race to the space race. We had dialogues but they were aimed at pulling others down. Now, let us rise together... We must keep humanism at the core of our policies. We must make harmonious co-existence with nature as the central pillar of our existence,” he added.
