BPA reviews Draft Master Plan for Urban Development.

Basar, 9 Jun: The Basar Planning Authority (BPA) convened a meeting under the chairpersonship of Leparada Deputy Commissioner-cum-BPA Chairperson Himani Meena at the DC’s office here on Monday to review the draft master plan for Basar township and the comprehensive development plan for the district headquarters area.

The meeting was attended by local MLA Nyabi Jini Dirchi, Zilla Parishad Chairperson Nyamar Riba, Superintendent of Police Dr ThuptanJambey, members of the BPA, consultants, and other stakeholders.

The meeting deliberated on long-term urban planning strategies, comprehensive land-use management, infrastructure development, and regulatory measures aimed at ensuring planned and sustainable growth of Basar township and the district headquarters region.

Highlighting her vision of developing Basar into a model district headquarters, Dirchi emphasised the importance of the ongoing town planning process in laying a strong foundation for planned and sustainable growth of the region. She stressed that the proposed master plan should incorporate a comprehensive roadmap for the future development of Basar township and the district headquarters area, including a well-structured land use and distribution framework, provisions for anticipated urban expansion, and the earmarking of a dedicated corridor for a bypass road.

She noted that such forward-looking planning is vital to promoting planned urban development, enhanced connectivity, and sustainable civic infrastructure.

Earlier, the DC reminded the participants that the Government of Arunachal Pradesh has extended the Arunachal Pradesh Urban and Country Planning Act, 2007 to Basar also, thereby enabling planned and regulated development of the township.

She highlighted key urban challenges, including traffic congestion, inadequate parking facilities, encroachment on public land, unauthorised constructions, and illegal earth-cutting activities, and underscored the importance of effective urban planning in addressing these issues.

Town planner-cum-BPA Member Secretary Tabom Tamut presented the statutory provisions, planning procedures, and developmental frameworks governing the preparation of the master plan and development plan.

Expert consultants also tabled key frameworks during the session. Kaustabh Kurlekar of M/s Aakar Abhinav Consultant Pvt Ltd, Mumbai, presented the GIS-based master plan for Basar township, while Saurabh Gupta of M/s Twins Studio, Tinsukia, outlined the detailed concept envisioning the comprehensive development plan of the district headquarters area.

During the interactive session, officers and stakeholders shared suggestions and collectively stressed on the urgent need for early interventions in the urban planning process. Following these detailed discussions, the board unanimously passed vital resolutions for immediate action.

Further, the house unanimously accepted the draft proposals submitted by the town planner and resolved to recommend them to the state government for further notification.

Also, to prevent haphazard and unregulated urban growth, the authority resolved to impose restriction on new construction activities within identified greenfield areas until the development plan is finalised. The consulting agencies were also directed to expedite the completion of the planning process.

It was further resolved that any building construction proposals within the planning area shall require prior layout approval from the town planner. (DIPRO)

Meeting on Tawang nagar panchayat held
April 3, 2026

TAWANG, 2 Apr: A meeting regarding the proposed Tawang nagar panchayat was held at the deputy commissioner’s office here on Thursday.

Chaired by Tawang Deputy Commissioner Namgyal Angmo, the meeting was attended by Zilla Parishad Chairperson Leki Gombu, Kyidphel ZPM Tenzin Monpa, Tawang ZPM Sonam Norzin, Lungla ADC Tashi Dhondup, GBs, PRI members, and other key stakeholders.

Town planner Tani Talo delivered a presentation on the subject via videoconference from Itanagar. The presentation covered key aspects, such as the structure and classification of municipalities under the APMA 2007, the history of municipal governance in Arunachal Pradesh, subjects delegated to urban local bodies (ULBs), funding requirements, expected outcomes, and the proposed municipal boundary for Tawang nagar panchayat.

The proposed nagar panchayat area includes 47 localities. A preliminary notification has already been issued, inviting claims and objections from the public.

It was informed that, as per eligibility criteria, the Tawang nagar panchayat will consist of a minimum of six wards. The DC highlighted that the formation of a ULB would enable better access to funds and improved service delivery. She clarified that existing land rights will remain unchanged, and that the delineation is primarily intended to distinguish urban and rural areas for effective implementation of government schemes.

She added that the nagar panchayat will have between six to 10 elected councillors, representing the people. The body will also have the authority to levy user fees and undertake town planning activities. The areas included in the proposal are already urbanised in nature.

Several participants raised queries related to land rights and legal aspects. The deputy commissioner assured that proper hearings will be conducted before finalisation, once the stipulated period for submission of claims and objections concludes. (DIPRO)
