Launch of Sampoornata Abhiyan at Aspirational Block Ramsar, Barmer

बाड़मेर ज़िले के आकांक्षी ब्लॉक रामसर में नीति आयोग के ‘संपूर्णता अभियान’ का शुभारंभ

After success of Aspirational District Programme (ADP), NITI Aayog - Government of India had launched Aspirational Block Programme (ABP) in January, 2023. Under this ambitious programme, one most backward block of every district was chosen for focused development on various human development parameters.

Recently under ABP, NITI Aayog launched a special campaign called संपूर्णता अभियान which aims to saturate Aspirational blocks under 6 major areas which These includes-

1. Percentage of pregnant women registered for Antenatal Care (ANC) within the first trimester;

2. Percentage of persons screened for Diabetes against the targeted population in the Block;

3. Percentage of persons screened for Hypertension against the targeted population in the Block;

4. Percentage of pregnant women taking Supplementary Nutrition under the ICDS Programme regularly;

5. Percentage of Soil Health Cards generated against the soil sample collection target; and

6. Percentage of SHGs that have received a Revolving Fund against the total SHGs in the block.

Here in Barmer, we had this ceremony at Ramsar block where people participated in large number. Shri Rajnath Ram, Advisor NITI Aayog graced the program as Chief Guest. Folk Singer of Barmer Padmshri Anwar Khan Ji was centre of attraction. CEO Zila Parishad Shri Siddharth Palanichami IAS, SDM Shri Anil Kumar, Pradhan Ji, BDO, Sarpanch, BCMO, CBEO were among the dignitaries who attended the event.

It was heartening to witness more participation of women than men. Play on Social Awareness, Various stalls on Welfare schemes, Folk music performance added made the event more interesting and dynamic.

We all took pledge to make this programme a great success in letter and spirit by 30th September, 2024 with support of cutting edge govt field functionaries and common people.

राष्ट्रीय मतदाता दिवस के अवसर पर, माननीय राज्यपाल महोदय के कर कमलों से, ज़िला निर्वाचन अधिकारी जालोर के रूप में श्रेष्ठ कार्य करने पर राज्य स्तरीय पुरस्कार।

State Level Award for Election Management presented by Hon’ble Governor of Rajasthan today at National Voter’s Day ceremony in Jaipur in gracious presence of Chief Secretary Sir, State Election Commissioner Sir and Chief Electoral Officer Sir.

This award is outcome of tireless efforts by all officers, staff and polling personnel of Districts Jalore and Sanchor who worked passionately to make this happen.

This was my first experience of conducting Elections as DEO where I was thoroughly involved at every step of this long, exhaustive and huge exercise.

Elections for State Assemblies and Parliament are conducted by the ECI and Local Self Government ( Municipal bodies and Panchayats) elections are conducted by State Election Commission. After beginning of Election process, every employee, involved in election process, is treated on deputation to ECI.

In compliance of Hon’ble ECI and CEO Sir’s regular directions and guidance, we focused on adopting some Innovative Measures like -
1. Integrated Control and Command Centre
2. Webcasting Monitoring through Abhay Command Centre
3. Effective Social Media Management & Monitoring
4. Rationalisation of Dispatch of Polling Parties
5. Emphasis on BAG (Booth Awareness Groups) under SVEEP
6. Intensified focus on PwD voters & Accessible Elections
7. Ensuring Wheelchairs, Ramps and Medical Teams at each polling station.
8. Attractive and Voter Friendly Model Booths (total 40 Women, 40 Youth and 5 PwD managed Booths)
9. Comprehensive and Expenditure monitoring
10. Welfare of Polling Personnel.

We were fortunate enough to have such a dedicated team. I sincerely thank DM Sanchor, SPs of Jalore and Sanchor, Dy DEO and ADMs, all SDMs, Dy SPs, Tehsildars, BDOs, EOs and SHOs for their 24*7 tireless efforts.

Also I thank my team at Collectrate and all Polling personnel, security personnel for enabling us to conduct elections so smoothly in an innvotive manner.

लाखों संघर्षशील युवाओं की सच्ची दास्तान : 12th फेल

ज़मीन से उठकर आसमान तक का सफ़र तय करने के कठिनतम संघर्ष की सच्ची कहानी पर आधारित फ़िल्म ‘12th Fail’ आख़िर कल रात देख ही ली। रिलीज़ होने के ठीक एक महीने बाद। दुर्दैव से जालोर में लगी नहीं, विधान सभा चुनावों के प्रबंधन में अति व्यस्त होने से जोधपुर जा न सका। आख़िरकार चुनाव संपन्न हुए और उसी दिन सिनेमा संचालक ने भी फ़िल्म की लोकप्रियता को देखते हुए जालोर में लगा ही दी।

कहानी का मूल है- चंबल का एक बेहद पिछड़ा गाँव, जहां दसवीं-बारहवीं में नक़ल करके पास होना उस वक़्त एक norm हुआ करता था, और हमारे मनोज शर्मा सर उस साल इसलिए फेल हो गये क्योंकि एक सख़्त और ईमानदार डिप्टी एसपी ने दबाव और प्रभाव से मुक्त होकर उस स्कूल में नक़ल नहीं होने दी। उस दिन फ़िल्म के नायक मनोज के दिलो दिमाग़ पर जो प्रतिबद्धता का नशा चढ़ा, वो बदस्तूर आज भी क़ायम है।

पिता की ग़ैर-व्यावहारिक ज़िदें, गाँव में छोटे-मोटे काम करके ही संतुष्ट हो जाना और अपनी क़ाबिलियत को दफ़न कर देना, प्रतिस्पर्धा के दौर में बेइंतिहा ऊहापोह और अनिश्चितता, दोस्त का शुरुआत में मुश्किल वक़्त में मदद करना, पर बाद में कुछ सफलता मिल जाने पर ईर्ष्या से चिढ़ जाना, किसी के प्रेम में ज़मीन-आसमान एक कर देने का जज़्बा, एक असंभव से लक्ष्य को पाने के लिए ख़ुद के सुख, आराम और सुकून की तिलांजलि देने का माद्दा।

ये तमाम चीज़ें कहीं बाहर से थोपी हुई नहीं, बल्कि हम जैसे ऐसे लाखों-करोड़ों ‘हिन्दी मीडियम टाइप’ लड़कों की दास्तान है, जो गाँवों-छोटे शहरों की ख़ाली बोर दुपहरों से, झोला उठाकर कुछ बड़ा कर दिखाने की चाह लिए, बड़े शहर का रुख़ करते हैं।

फ़िल्म सिखाती है कि ज़िंदगी में कुछ भी बड़े से बड़ी घटना हो जाये, बस ‘रीस्टार्ट’ करो। हर किसी को अपने आस-पास कोई ‘बड़ा भाई’ टाइप शख़्स मिलता है, बस सही पहचान की ज़रूरत है।

मेरे लिये यह फ़िल्म हद से ज़्यादा रिलेटेबल है। इतनी ज़्यादा कि अधिकांश क्षणों में मनोज सर की जगह ख़ुद को महसूस करता रहा और अपनी आँखें नम पाता रहा। विकास दिव्यकीर्ति सर के प्रिय विद्यार्थियों की सूची में शुमार होने से यह जुड़ाव और भी ज़्यादा महसूस होता गया। मुझे भी एक बार मेरे लिखे हिन्दी साहित्य के एक उत्तर के लिये इसी तरह सैंकड़ों विद्यार्थियों के बीच खड़ा करके खुलकर प्रशंसा की गई थी। उस दिन ये एहसास और विश्वास हुआ था कि मुझमें कुछ तो ख़ास है।

सर अक्सर कक्षा में कहा करते थे कि भारत में कोई ऐसा तरीक़ा, जहां आप अपनी मेहनत से मेरिट के बल पर अपना ‘क्लास’ बदल सकते हैं, तो वह है UPSC की परीक्षा। यही कारण है कि सफलता की बेहद कम संभावना के बावजूद इस परीक्षा का सदाबहार जलवा अभी भी क़ायम है।

विक्रांत मैसी ने मनोज सर के व्यक्तित्व की सादगी और सरलता को क्या खूब जिया है। लगता है कि वह ही इस कैरेक्टर के निर्वहन के लिए सर्वश्रेष्ठ हो सकते थे। श्रद्धा मैम के पात्र ने भी कमाल किया है। रीस्टार्ट टी स्टॉल वाले भैया का किरदार अंशुमान पुष्कर ने क्या खूब निभाया है। विकास दिव्यकीर्ति सर ने अपने ही किरदार को स्वयं निभाया है, जो सिनेमा इतिहास की एक बेहद दिलचस्प घटना है।

बहरहाल, अच्छी बात ये है हाल के दिनों में बॉलीवुड और OTT ने UPSC और प्रतियोगी परीक्षाओं की तैयारी करने वाले विद्यार्थियों के जीवन के संघर्षों पर नज़र डाली है, वरना दशकों तक यह सेक्टर किसी निर्माता-निर्देशक की नज़र से नदारद ही रहा।

पुनः पूरी टीम और कास्ट को बधाई और उन युवाओं को भी, जो इस संघर्ष और अदम्य जिजीविषा को ख़ुद से रिलेट कर पाये। हर संघर्ष के साथी को सलाम!

कभी वोट से वंचित ना रहना….
