Dr. Chandra Bhushan Kumar, Secretary, Ministry of Labour & Employment, delivered the opening remarks on Day 2 of the National Conference on BOCW, setting the tone for the day’s deliberations.

He emphasised strengthening the skill ecosystem and placing dignity of labour at the centre of policy and programme design, while addressing information and accessibility gaps in the labour market.

He also highlighted the need to factor in workers’ interstate and international mobility while designing welfare and social security schemes, alongside greater focus on occupational health and workplace safety.

In her closing remarks at the National Conference on Building and Other Construction Workers in Mumbai, Minister of State for Labour & Employment, Sushri Shobha Karandlaje, called for concerted efforts to ensure universal registration of workers and establishments, effective cess collection and transparent utilisation of BOCW funds for worker welfare.

She also emphasised prioritising worker safety, healthcare, education, social security, childcare and basic amenities. Appreciating the best practices adopted by various States, she encouraged States to adopt and scale these practices for a stronger welfare ecosystem for the Building and Other Construction Workers across the country.

In his concluding remarks at the end of Day 1 of the National Conference on BOCW, Hon’ble Union Minister for Labour & Employment, Dr. Mansukh Mandaviya, urged States to assess the utilisation of cess funds, identify gaps and explore new avenues for their effective use towards the long-term welfare and social security of BOCW workers.

He also called for a comprehensive assessment of the Labour Codes after one year of implementation, along with workshops and orientation programmes for labour law practitioners to strengthen their effective implementation.

Highlighting the role of the Pradhan Mantri Viksit Bharat Rozgar Yojana in promoting formal employment and expanding social security coverage, he urged States to engage with industry and other stakeholders to create greater awareness and ensure that eligible new entrants avail themselves of the scheme’s benefits.
