Mentor to District Kulgam for Nasha Mukt Bharat Abhiyan Vikas Kundal visits Kulgam, reviews implementation of ongoing 100-day campaign; presides over mega awareness programme
KULGAM, APRIL 21:
Mentor to District Kulgam for Nasha Mukt Bharat Abhiyan and Chairman JKSSRB, Vikas Kundal, today visited Kulgam where he reviewed the implementation of the ongoing 100-day campaign and presided over a mega awareness programme organised under the initiative.
During the programme, Vikas Kundal led a pledge ceremony in which participants collectively pledged to work towards building a drug-free society and actively support the fight against substance abuse. He also participated in a plantation drive.
A signature campaign was also conducted on the occasion, with participants expressing their commitment to spreading awareness and encouraging people to stay away from drugs.
Speaking on the occasion, Vikas Kundal emphasized that eliminating drug abuse requires collective and sustained efforts from all sections of society, including government agencies, community leaders and youth.
He urged the participants to actively contribute towards making Kulgam a drug-free district and to continue spreading awareness about the harmful effects of substance abuse.
He added that youth are the future of the country and that drug abuse poses a serious challenge that can destroy their potential.
He stressed the need for a collective fight against drugs and urged people to inform the police and administration about individuals involved in drug peddling.
He further emphasized that the ongoing campaign must yield tangible results in the fight against substance abuse.
Deputy Commissioner Kulgam, Shahzad Alam, while speaking on the occasion, highlighted that the focus is on demand reduction, supply reduction and rehabilitation as key pillars to tackle drug abuse.
He said that a comprehensive activity calendar has been prepared under the 100-day campaign to intensify awareness programmes across the district.
The DC further stated that a significant number of drug seizures and arrests have been made in Kulgam, adding that strict action against drug peddlers will continue.
He also noted that the District De-Addiction Centre is functioning effectively and that the administration is focusing on continuous counselling, skill training and a comprehensive rehabilitation plan for victims of substance abuse.
Showkat Ahmad Rather, Member JKSSRB, and other officers also spoke on the occasion.
While presenting a brief on the activities, actions and achievements in the district, Additional Deputy Commissioner (ADC) Viaqar Ahmad Giri informed that several measures have been undertaken to curb drug abuse. He stated that no cultivation of poppy has been recorded in the district, while 100 percent CCTV surveillance has been ensured in pharmacies to monitor the sale of medicines.
It was also informed that 752 victims of substance abuse have been treated and rehabilitated at the District De-Addiction Centre (DDAC) so far.
Officials further apprised that under the 100-day campaign, extensive awareness drives, counselling sessions and preventive initiatives are being carried out across the district to discourage drug abuse, particularly among youth.
A felicitation ceremony was also held on the occasion to honour participants who excelled in various competitions organised under the campaign, including essay writing, painting, speech and slogan writing competitions. Students also highlighted the harmful effects of drug abuse through their paintings, speeches and slogans, spreading a strong message against substance abuse and promoting a drug-free society.

Awareness, Outreach Programme under Mission YUVA held at D.H. Pora with focus on victims of drug abuse
KULGAM, APRIL 20:
Under the 100 day campaign of Nasha Mukt Bharat an awareness and outreach programme under Mission YUVA today conducted at D.H. Pora, Norabad, Qaimoo with a special focus on holding awareness sessions for individuals and families affected by drug abuse.
The programme aimed to sensitize participants about the harmful effects of drug addiction and guide those victimized by drugs towards awareness, support, and available rehabilitation measures.
During the session, emphasis was also laid on promoting youth entrepreneurship and self-employment opportunities. Participants were informed about various government schemes, financial assistance programmes, and skill development initiatives available for youth under Mission YUVA.
Resource persons encouraged youth to adopt productive livelihoods and stay away from substance abuse.
Interactive discussions were also held during the programme, during which participants shared their concerns and queries, which were addressed by the resource persons.
The programme witnessed active participation from local youth and community members and concluded with a positive response from the attendees.

DC Kulgam reviews LPG stock position, stresses smooth home delivery and 100% e-KYC completion
KULGAM, APRIL 20:
Deputy Commissioner (DC) Kulgam, Shahzad Alam, today chaired a meeting with gas supply dealers and agency representatives to review the availability and supply of LPG cylinders in the district.
During the meeting, the Deputy Commissioner took stock of the existing LPG stock position and the distribution mechanism to ensure adequate availability for consumers across the district.
The DC also reviewed the home delivery system of LPG cylinders and directed the concerned dealers and agencies to ensure smooth and timely delivery to consumers so that no inconvenience is caused to the public.
Emphasizing transparency and proper beneficiary verification, Shahzad Alam further instructed the agencies to ensure 100 percent completion of e-KYC of all LPG consumers at the earliest.
He also directed the concerned to maintain sufficient stock and strictly adhere to the prescribed norms to ensure uninterrupted LPG supply across the district.

DC Kulgam reviews Projects under NABARD Sector
KULGAM,APRIL,20:
The Deputy Commissioner (DC) Kulgam, Shazad Alam today chaired a review meeting of NABARD funded RIDF Projects in the district.
The programme was attended by JD Planning, ACR,ACD, SE R&B, DDM NABARD, District Sectoral Officers and Executive Engineers of R&B, Jal Shakti, IFC, KPDCL.
Giving out the details, AGM NABARD Rouf Zargar informed that NABARD has sanctioned 115 projects worth Rs,362.66 Cr since inception out of which 25 are ongoing projects with total outlay of Rs 113.56 Cr, under different sectors.
DC took the detailed physical and financial review of individual projects directing the executing departments to expedite the works and clear all the bottle next in the projects.
He took stock of new projects formulated by the departments which could be considered under RIDF under various sectors in view of the operational guidelines of NABARD including the funding modalities, and sectoral priorities of the scheme.
DC laid emphasis on the Executive Engineers to complete the projects under timelines expedite submission of project completion reports (PCRs) for completed projects.

DDC Kulgam Chairs review meeting, Stresses Prioritizing Public-Centric Projects in 2026β27 Capex Plan
KULGAM, APRIL 20:
District Development Commissioner (DDC) Kulgam, Shahzad Ahmad, today chaired a meeting at the Mini-Secretariat to review the status of works under District Capex 2025β26 and discuss preparation of the District Capex Budget Plan for 2026β27.
During the meeting, the DDC took a detailed review of the progress of various developmental works being executed by different departments across the district.
He emphasized the need for effective planning, proper coordination among departments and timely completion of projects.
The DDC directed all concerned officers to prepare the District Capex Plan for 2026β27 in a comprehensive manner, ensuring that projects with maximum public benefit and developmental impact are prioritized.
He further stressed the importance of identifying key infrastructure gaps and proposing works that address the genuine needs of the people, while ensuring transparency and efficient utilization of resources.
Various officers including, Joint Director Planning, Assistant Commissioner Development, Assistant Commissioner Revenue, , Chief Medical Officer, Chief Agriculture Officer, Executive Engineers of different departments and other district officers attended the meeting.

DC Kulgam visits Kakran Pombay, interacts with public; inspects development works
KULGAM, APRIL 18:
Deputy Commissioner Kulgam, Shahzad Alam, today visited the Kakran Pombay area of the district where he interacted with local residents and listened to their issues and grievances.
During the visit, the Deputy Commissioner assured the people that their genuine concerns would be addressed in a time-bound manner.
He also urged the youth to take maximum benefit from various self-employment and livelihood generation schemes being implemented by the government.
The Deputy Commissioner emphasised the need for greater awareness and participation in government programmes aimed at empowering youth and improving socio-economic conditions.
Later, he inspected several ongoing developmental works in the area, including works being executed at the Mata Katyayani Temple in Kakran, and directed the concerned officials to ensure timely completion of the projects while maintaining quality standards.
