Municipal Election: यूपी में नगर निकाय चुनाव लड़ना होगा महंगा, आयोग ने उम्मीदवारों के लिए बढ़ाई खर्च की सीमा

UP Municipal Election 2022: उत्तर प्रदेश में नगर निकाय चुनाव लड़ने के लिए अब उम्मीदवारों को अधिक खर्च करना होगा। शहरी निकाय चुनाव के लिए खर्च की सीमा में वृद्धि कर दी गई है। मेयर पद के प्रत्याशी अब 35 लाख रुपये तक खर्च कर पाएंगे।

उत्तर प्रदेश में शहरी निकाय चुनाव के खर्च राशि में वृद्धि कर दी गई है। नगर निकाय चुनाव को लेकर राज्य निर्वाचन आयोग की ओर से तैयारियों को पूरा कराया जा रहा है। इस क्रम में यह बड़ा निर्णय लिया गया है। खर्च का नया स्तर तय किए जाने से अब शहरी निकायों में चुनाव लड़ने की इच्छा रखने वालों को अपनी जेब मजबूत करनी होगी। राज्य निर्वाचन आयोग की ओर से नगरीय निकाय के आगामी चुनाव में खर्च सीमा को डेढ़ गुना बढ़ा दिया गया है। नगरीय निकायों के सीमा क्षेत्र में वृद्धि हुई है। ऐसे में प्रचार के दौरान खर्च भी बढ़ गया है। तमाम पहलुओं पर विचार करने के बाद राज्य निर्वाचन आयोग की ओर से इस राशि में वृद्धि की गई है।

उत्‍तर प्रदेश में इस साल नवंबर-दिसंबर तक नगरीय निकाय चुनाव होने हैं। इस चुनाव के लिए प्रत्याशियों की खर्च सीमा में डेढ़ गुने से ज्यादा की बढ़ोतरी की गई है। नगर निगम, नगर पालिका व नगर पंचायत के अध्यक्ष से लेकर सदस्य तक की खर्च सीमा बढ़ाई गई है। मेयर पद के प्रत्याशी अब 35 लाख रुपये तक खर्च कर सकेंगे। राज्य निर्वाचन आयोग ने मंगलवार को इसका आदेश जारी कर दिया है। निकाय चुनाव को लेकर अन्य तैयारियों में भी तेजी लाई गई है। नगर निकायों के पुनगर्ठन और नए क्षेत्रों को जोड़े जाने के बाद शहरी निकायों की मतदाता सूची के पुनरीक्षण का कार्य की तैयारी है।

परिसीमन के आधार पर तैयार होंगे वोटर लिस्ट

प्रदेश के नगर निकायों में वार्डों में के पुनर्गठन और परिसीमन के बाद रिपोर्ट का इंतजार आयोग के स्तर पर किया जा रहा है। आयोग का कहना है कि इस रिपोर्ट के आने के बाद वोटर लिस्ट पुनरीक्षण का कार्य शुरू किया जाएगा। नए वोटर लिस्ट के आधार पर वर्ष 2022 में होने वाले निकाय चुनाव में मतदाताओं को वोटिंग का अधिकार मिलेगा। यूपी के नगर निकायों में वर्तमान बोर्ड का कार्यकाल 5 जनवरी 2024 को समाप्त हो रहा है। इसको लेकर नवंबर-दिसंबर में चुनाव कराए जाने की तैयारी की गई है। वर्ष 2017 में प्रदेश में तीन चरणों में नगर निकाय चुनाव कराए गए थे। 22, 26 और 29 नवंबर 2017 को निकाय चुनाव की वोटिंग हुई थी। इसी तिथि के आसपास इस बार भी चुनाव कराए जाने की तैयारी है।

नामांकन के लिए जमानत राशि में बदलाव नहीं
निर्वाचन आयोग ने नामांकन पत्र व जमानत रकम में कोई बदलाव नहीं किया है। ओबीसी, एससी संवर्ग व महिला प्रत्याशी को अनारक्षित श्रेणी के उम्मीदवार के मुकाबले नामांकन पत्र व जमानत राशि आधी देनी होगी। आरक्षित वर्ग का प्रत्याशी अनारक्षित पद के लिए नामांकन करता है तब भी उसे नामांकन पत्र व जमानत के लिए आधी धनराशि ही देनी होगी। वर्ष 2017 के शहरी निकाय चुनाव में 652 नगर निकाय शामिल थे। इसमें 16 नगर निगम, 198 नगर पालिका और 438 नगर पंचायत शामिल थे। पिछले दिनों 82 नए नगर निकायों का गठन किया गया है। इस तरह अब शहरी निकायों की कुल संख्या 734 हो गई है। इनमें 17 नगर निगम, 200 नगर पालिका और 517 नगर पंचायतें शामिल हैं। परिसीमन रिपोर्ट आने के बाद इसमें कुछ और वृद्धि भी हो सकती है।

A leader should be capable of making the right decision at the right time. Leaders take actions that have a huge effect on people. A leader should think long and hard before taking a decision but stand by it once the decision is made.

4.Must be able to inspire others

Perhaps the toughest thing a leader to do is convince people to follow them. This will only be done by providing a clear example and encouraging your followers. We look up to them when the going gets tough and see how they. As a leader, you should think optimistically, and your positive attitude should be evident from your actions. A leader should keep cool under strain and retain a degree of encouragement. If you excel in inspiring your colleagues, you will comfortably resolve every obstacle now and in the future.

5.Must delegate tasks effectively

Focusing on core duties is vital for effective leadership while leaving the rest to others. By this, I mean empowering and delegating tasks to your followers. When you try to micromanage your employees, lack of trust can grow, and, most significantly, you won’t be willing to work on critical things as you should. Different duties should be delegated among the subordinates and see how they perform. Provide them with all the tools and help they need to attain the target and allow them to bear responsibilities.

6.Man with a vision and purpose

Influential leaders have intent and vision. Not only can they imagine the future, but they also express their dreams with their supporters. If their fans could see the larger picture, they could understand where they are headed. A strong leader discusses why they are going towards the path that they are heading and reveals the approach and course of action to accomplish the purpose.

A political leader’s first goal should be representing one’s government, not just oneself. Given the reality that politics may be complicated and often messy, a strong leader should balance their actions with what is right for a nation and living by the maxim,” the nation before self.” Consequently, a political leader will be able to take severe actions in the interest of the country if required. A leader should be able to recognize unique sector specialists who are confident. More critically, a leader should realize when it is best to believe in authority. Leaders will have the correct expertise to take prompt and reasonable actions based on sound judgment.

A democratic leader should also recognize the benefits and most importantly, the disadvantages of democracy, and guide, honor, and listen to his supporters while encouraging mutual accountability and team-work. Lastly, a political leader should travel widely, attending important gatherings within the country and outside. This is imperative as the leader will establish valuable networks and expertise with other internationally renowned leaders. To put it in a nutshell, a political leader should have a global perspective.
