ON ESTABLISHING DIPLOMATIC RELATIONS BETWEEN THE SOVIET UNION AND INDIA

Shortlybefore independence was declared, in April 1947 India established diplomatic relations with the USSR. As the “Izvestia” newspaper reported on April 15, 1947, through exchange of letters between Ambassador of India in China H.E. Mr A.A.Petrov it was established that the Government of the USSR and the Government of India would publish simultaneously in Moscow and Delhi the following official statement: “Seeking to preserve and further strengthen friendly relations existing between the USSR and India, the Government of the USSR and the Government of India decided to exchange diplomatic representations at the Embassy level”. However, the issue of opening the Embassy of the USSR in New Delhi was pending for several months even after establishing Soviet-Indian diplomatic relations and the arrival of the Indian mission in Moscow. The MFA archives keep a memorandum by Mr K.A.Mikhailov to Mr Y.A.Malik dated July 8, 1947 named “On the issue of sending our Embassy to India against the background of implementation of the British plan on India’s partition into two dominions and on the necessity to expedite the appointment of our Ambassador to India”. The memorandum says that the Russian Side will have to send two ambassadors to India. There is also a concrete proposal to request for Agrément for the Soviet Ambassador “through the Indian Ambassador in China K.P.S.Menon who was a negotiator during establishing diplomatic relations”. But there is a note in pencil made the next day, on July 9 saying “Hold on for a while”. Only October 21, 1947 saw publication of the statement on appointment of Mr K.V.Novikov as the first Extraordinary and Plenipotentiary Ambassador of the USSR to India.

🇷🇺🇮🇳 On October 7, teachers from the Alexander Kadakin School at the Russian Embassy in India visited Rashtrapati Bhavan (the Presidential Palace), one of New Delhi’s most prominent historical and architectural landmarks.

💐 The visit was organized to mark Teachers’ Day.

🏛 Originally built as the residence of the British Viceroy, the palace complex became the official residence of the President of the Republic of India following the country’s independence.

✨ The tour was led by Diana Alipova, spouse of the Ambassador of the Russian Federation to India. The teachers visited Rashtrapati Bhavan Museum, the palace’s state rooms and learned about its architecture and interiors.

🏟 The Russian players held the pre-match training session at Kishore Bharati Krirangan, where they will face India in two friendly matches on 8 and 11 October.

🎙 The Russian team’s arrival has attracted significant attention from the local media. Head coach Yuri Krasnozhan and defender Veronika Kuropatkina answered journalists’ questions at the press conference and after the training session.

🌍 Non-profit organizations, universities, educational institutions, youth associations, museums and science outreach centers worldwide are invited to submit projects promoting knowledge of the Arctic and its role in sustainable development.

❄️ Key themes include Arctic ecosystems and biodiversity, science and technology, the culture and traditions of Arctic peoples, transport and logistics, and international cooperation.

💡 Eligible formats include educational and outreach programs, digital solutions, youth research projects, and community and volunteer initiatives.

📅 , 6 October 1977, the Soviet MiG-29 fighter aircraft made its first flight.

✈️ Developed by the Mikoyan Design Bureau the aircraft was distinguished by its high manoeuvrability and designed primarily to achieve air superiority. Flight tests confirmed the success of its design.

🇷🇺 Compared with its foreign counterparts the MiG-29 stands out for its exceptional manoeuvrability across a wide range of speeds and altitudes, effective weapons system and ease of maintenance. The MiG-29 and its numerous modifications remain in service in and abroad.

🎙 Russian Foreign Ministry Spokeswoman Maria Zakharova’s statement on the Kiev regime’s continuing attacks and provocations against the Zaporozhskaya Nuclear Power Plant (October 5, 2026)

💬 The Kiev regime continues to deliberately create the risk of a serious nuclear accident by attacking Russia’s Zaporozhskaya Nuclear Power Plant ( ).

On October 4, Ukrainian militants used a UAV to strike the ZNPP’s laboratory and support building No. 2, located just 200 metres from the plant’s reactor units.

Kiev also shelled the radioactive waste processing building twice. Those behind this provocation know full well that an attack on this ZNPP facility could damage equipment essential to the safe handling of radioactive materials.

On the same day, October 4, the neo-Nazi Kiev regime targeted a truck carrying food supplies for the plant’s personnel near Melitopol. The driver was killed.

▪️ The Russian Foreign Ministry extends its deepest condolences to his family and loved ones.

Ukraine thus continues to attack the ZNPP and its associated infrastructure to disrupt the plant’s operations and create the risk of a nuclear accident. These outrages, which bring the threat of a nuclear catastrophe dangerously close, once again expose the Kiev regime’s true terrorist nature.

Western countries’ failure to respond adequately has emboldened Kiev to step up its attacks on the ZNPP. They continue to supply Ukraine with weapons, effectively encouraging further attacks and provocations.

Their response to Ukrainian attacks on the ZNPP shows how little their statements on nuclear safety and security at the IAEA, the UN and other international forums are worth. It also makes clear that they are willing to endorse any terrorist methods their proxies use to advance their goals.

❗️ We call on the IAEA leadership to unequivocally condemn the criminal actions of Kiev and its sponsors.
