Sir,
I am writing to clarify the wrong reporting of facts by media regarding the brutal beating of Adesh Chandra Hajong by EAC cm Judicial Magistrate, D. Gadi at Diyun on 29.03.2016, and subsequent disproportionate use of fi****ms by IRBn personnel on the crowd who were protesting against the criminal action of the EAC.
Due to the biased and completely wrong reporting of the incident by the media, the AAPSU led by you have formed a completely false opinion on the incident and on the Chakmas and Hajongs. In your statement in media, you have stated “that the incident exposes the real character of the Chakma-Hajong refugees residing in the state and that the State Government should not take the incident lightly”.
The facts are completely different. It is the EAC. D. Gadi who brutally beat up Adesh Chandra Hajong, Vice-President of CCRCHAP and a representative to Joint High Power Committee, in which AAPSU is also a party. The victim was so badly beaten up by the EAC with a cricket stump in his office chamber that he broke his hand and sustained injuries in his private parts. There are enough evidences against the illegal actions of the EAC, who is being portrayed as the victim by the biased media.
When the news of badly injured and bleeding victim reached the public, they (from all communities) gathered in front of the EAC to protest against the criminal action of the EAC. There is no doubt that the protestors damaged the vehicle of the EAC and windows of the building, which is equally condemnable and unacceptable. But the firing by the IRBn personnel directly on the crowd was unnecessary and without following the rules required while controlling a protesting mob.
If people were violent, the IRBN personnel could have fired in the air after taking permission from the magistrate to disperse the crowd. They did not use tear gas. They did not fire warning shots as required under the Criminal Procedure Code. Most importantly, the firing was illegal as no permission was given. The EAC is the judicial magistrate, if at all permission is given, the EAC must have himself given the permission. Two persons were critically injured in the firing. They are poor and do not have money to pay the bills for the operations.
I have learnt that a team of AAPSU led by you is visiting Diyun today. I hope you will be provided the facts surrounding the incident and not politicize it, and refrain from demonizing the
Chakmas and Hajongs.
I believe you will stand up for the truth and show your support and solidarity toward the victim who was badly tortured by the EAC as well as to the firing victims.
I also believe you will condemn the criminal action of the EAC, D. Gadi and demand for strict legal action against him as per law to send a message that nobody is above the law.

MEETING PROCEEDINGS
The Arunachal Pradesh Chakma Students Union (APCSU) organized a public meeting at Hero Honda Chowk, Gurgaon in Haryana (Delhi-NCR) on 13 March 2016 (Sunday) at 9 AM.
The following agenda were discussed:
1. Reporting on APCSU programme of action, ongoing activities and introduction of new APCSU Central Executive Body and its office bearers/members, membership drive and subscription.
2. Selection of Secretary Coordination from Gurgaon for better coordination with students and general public residing in Gurgaon.
3. Update on contribution received towards APCSU Calendars in Gurgaon
4. Listening to the problems and issues faced by the students and general public in Gurgaon and their redressal
5. Miscellaneous issues
The meeting started with self introduction by each participant of the meeting.
Thereafter, the President of APCSU, Tejang Chakma reported on the APCSU Programme of Action, ongoing activities such as submission of memorandum to ADC, Miao by General Secretary, Supon Chakma and Assistant General Secretary, Nunez Chakma with respect to exorbitant fee charged by boatmen in various ghats in Noa Dihing River, adoption of Code of Conduct and ongoing drafting of a constitution for APCSU, observing of APCSU Foundation Day on 2 November every year, among others. The President presented his tour report to Diyun and informed the issues and challenges such as drug menace and various other social problems, education related problems etc faced by the Chakmas of Arunachal Pradesh.
The President also requested the participants to help and support the APCSU financially to hire an office at Diyun, which the participants readily agreed to support.
The participants shared various issues and problems faced by them including on safety and security in Gurgaon. APCSU Assistant General Secretary, Chikond Chand Chakma, who is also a member of Delhi Police For North East Folks, Executive Member Ratan Chakma, Ms Lalana Chakma spoke on the issue. APCSU shared all the Helpline numbers in Gurgaon such as 0124-2301559 which was launched by Gurgaon police for safety and security of people from the north east India, women helpline number (1091), etc apart from APCSU contact persons. At the same time APCSU requested the participants to remain always alert and immediately report as and when such incidents happen.
The contribution received towards APCSU Calendars from the Gurgaon was handed over to APCSU President by the volunteers. APCSU sincerely thanks the public/students for their contribution. APCSU also thanks all the volunteers namely Ms Jayanti Chakma, Ms Gyani Chakma, Ms Lalana Chakma, Ratan Chakma, Chikond Chand Chakma and Ms Milongu Chakma.
After discussing various other issues and problems, the following resolutions have been adopted unanimously:
1. It has been decided to select three Coordination Secretaries for Gurgaon who will act as contact persons of APCSU for the students and public residing in Gurgaon. The names of the Secretaries are 1) Ms Lalana Chakma, 2) Mongal Chakma and 3) Mukul Chakma. They will handle all the issues and problems facing the students and public in Gurgaon with due consultation with the President.
2. It has been decided to start membership drive in Gurgaon from this month. Apart from Chikond Chand Chakma (Assistant General Secretary) and Ratan Chakma (Executive Member), the Coordination Secretaries in Gurgaon have been assigned the task to carry out the membership drive in Gurgaon.
3. It has been decided to hold meeting at regular intervals in Gurgaon.

APCSU FOUNDATION DAY TO BE OBSERVED ON 2 NOVEMBER EVERY YEAR

In pursuant to RESOLUTION 3 adopted in the Central Executive Meeting of Arunachal Pradesh Chakma Students Union (APCSU) held at Dumpani Village Club, Diyun, Changlang District of Arunachal Pradesh on 12 December 2015, the APCSU is pleased to inform that it has been decided to observe APCSU Foundation Day falling on 2 November every year. APCSU was formed on 2 November 1991.
The decision to observe the Foundation Day has been taken to recognize and pay tribute to the establishment of the APCSU, bring unity among student community, develop a greater sense of belonging and to be proud to be a part of the APCSU.
It is advised that events such as tree planting, cleanliness drive, awareness campaign against drug menace and various prevalent social evils, etc may be undertaken by students to mark the occasion.
Therefore, all the APCSU Units are advised to organize and monitor this event in their respective units on 2 November every year.
The information shall also be communicated in all schools with substantial presence of Chakma students in all the three districts namely Changlang, Namsai and Papumpare.

APCSU seeks ADC intervention against exorbitant fare charged by the boatmen for Ghat crossing over Noa-Dihing River
On 1 March 2016, APCSU team led by Supon Chakma (General Secretary), Nunez Chakma (Assistant General Secretary) went to the office of the Assistant Deputy Commissioner (ADC), Miao, Changlang district and submitted a petition seeking his intervention against to the exorbitant fare charged by the ferryman/boatman at Miao, M-Pen, Shantipur, Gautampur, Jyotipur and Udaipur Ghats over Noa-Dihing River under Miao Sub-Division in Changlang district of Arunachal Pradesh. The APCSU team also urged the ADC to issue an order to install Sign Boards displaying Rate of Ferry Crossing at various Ghats over Nao-Dehing River under Miao Sub-Division and strict compliance of official fare for Ghat crossing.
The petition was also signed by Anab Kumar Chakma (Social Welfare Secretary) and Ms Banodevi Chakma (Assistant Social Welfare Secretary).
APCSU will follow up the matter closely and provide updates.
