A Joint endeavour by the central and state governments, Supreme Court Commissioners Office and Aman Biradari - Project Hausla will serve as pilot for shaping the discourse around the guidelines of the National policy for the homeless adults and children. Under the aegis of the SC commissioner’s office (http://www.sccommissioners.org/Homelessness/homelessness.html ), the National team for the homel
ess (Hausla) has been tasked to do a pilot across 10 cities in India to work with the state governments in implementing the National Policy for the homeless as well as the Sarva Shiksha Abhiyan guidelines for residential schools for street children; with scalability seen across 10 cities and depth of interventions being piloted in Delhi. The vision is that shelters and residential schools should be the first stepping stone out of destitution for the homeless adults and children respectively.https://www.facebook.com/ProjectHausla.NationalHomelessProgram/info . Work has already started in the cities of Delhi, Hyderabad, Lucknow and Patna and would soon be extended to additional cities of Kanpur, Pune, Mumbai, Calcutta, Bangalore and Chennai. If done successfully in these cities then this model will form a part of the SC commissioners report which can in turn prompt the government to form a program for implementation under the national policy for the homeless whose guidelines will be defined by the work of Hausla. Over the next couple of years hopefully Hausla will convince the central and state governments about the efficacy of the shelter model as a stepping stone out of destitution and the Hausla program will be completely taken over by the government.
