๐Ÿ›ก๏ธ MARCHING AHEAD WITH PROJECT MUSKAAN

East Siang Police | Child Safety & Protection

Project Muskaan continues its journey of creating safer, more aware and empowered children across East Siang.

This month, East Siang Police is visiting multiple schools to conduct age-appropriate sensitisation sessions on:

๐Ÿ”น Good Touch & Bad Touch
๐Ÿ”น POCSO & Child Rights
๐Ÿ”น Cyber Safety & Responsible Digital Behaviour
๐Ÿ”น Bullying & Ragging Prevention
๐Ÿ”น Reporting & Help-Seeking Mechanisms

Children are also being made aware of important avenues to speak up and seek help:

๐Ÿ“ž 1098 โ€“ Child Helpline
๐Ÿšจ 112 โ€“ Emergency Response
๐Ÿ‘ฎ Police Control Room โ€“ 07085491255 For Police Assistance & Reporting

Through Project Muskaan, East Siang Police is working to ensure that every child knows what is safe, what is unsafe, whom to approach and how to seek help.

๐Ÿ’™ Awareness builds confidence.
Confidence empowers children to speak up.
Speaking up helps keep children safe.

We are committed to take Dial 112 & 1098 to each student to report crime under Project Muskaan.

A 54-year-old man has been arrested in Arunachal Pradesh's East Siang district for allegedly sexually abusing a minor girl after her cousin alerted Child Helpline 1098, police said.

The incident has highlighted the impact of 'Project Muskaan', a child-safety awareness initiative of East Siang Police, which officials said helped the victim's cousin recognise the need to report the alleged abuse and seek assistance.

East Siang Superintendent of Police Pankaj Lamba said the minor was allegedly lured by a neighbour on the pretext of offering her sweets before the offence was committed.

The victim's cousin, also a school student, subsequently sought help through Child Helpline 1098. He was aware of the helpline after attending a Project Muskaan awareness session conducted by police at his school.

After receiving the information from Childline through the Women and Child Development department, a team from the Women Police Station (WPS), led by Inspector Amum Panyang, swung into action and apprehended the accused within an hour, Lamba said.

Following an FIR lodged by the victim's parents, a case was registered on September 9 under Sections 4 and 6 of the Protection of Children from Sexual Offences (POCSO) Act, 2012.

The accused, identified as Sham Bahadur S***a (54), was arrested and is currently in judicial custody.

โ€œThe case demonstrates how sustained child-safety awareness can turn knowledge into action and provide real-world protection to children,โ€ Lamba said.

The SP said the victim's cousin knew that help was available through Child Helpline 1098 because police had informed students about the service during a Project Muskaan session.

The awareness gave him the courage to break the silence, seek assistance for his cousin and report the alleged abuse, he said.

Lamba said the latest case was not an isolated outcome of the initiative. East Siang Police have registered three POCSO cases following school visits under Project Muskaan since November last year, after police personnel interacted with students and followed up with children found to be in distress.

โ€œProject Muskaan is not merely an awareness programme - it is an effort to build a protective network around children, where awareness, trust, early identification of distress and timely intervention come together to prevent abuse and protect vulnerable children,โ€ the SP said.

Police will continue school-based outreach focusing on child safety, recognising safe and unsafe situations, speaking up against abuse and awareness about support mechanisms, including Child Helpline 1098, Dial 112 and the POCSO e-Box.

Lamba also appealed to parents, teachers and the community to remain vigilant, listen to children without judgement and immediately seek assistance whenever a child appears to be in distress.

The identity of the victim has been withheld in accordance with the POCSO Act.

Project Muskaan: Connecting with Children, Building Safer Communities

Child safety begins with awareness, but it grows through continuous engagement.

Throughout the month of August, teams of East Siang Police undertook visits to multiple schools across the district under Project Muskaan โ€“ Child Safety Initiative, strengthening our continuous connect with children and educational institutions.

During these visits, police personnel interacted with students in a friendly, open and child-sensitive manner, creating awareness about:

๐Ÿ”น Child rights and protection
๐Ÿ”น Personal safety and Good & unsafe touch
๐Ÿ”น Recognising and reporting inappropriate behaviour
๐Ÿ”น Cyber safety and responsible use of technology
๐Ÿ”น Helplines 1098, 112 and avenues for seeking help
๐Ÿ”น The importance of speaking up and reaching out to trusted adults

The objective goes beyond conducting awareness programmes. Project Muskaan seeks to build a relationship of trust between children and the police, so that a child who feels unsafe knows exactly where to turn and feels confident enough to seek help.

Every school visit is an opportunity to listen, interact, educate and empower.

From classrooms to communities, East Siang Police remains committed to ensuring that every child is safe, heard and protected. ๐Ÿ’™

Continuous Connect with Children under Project Muskaan

Child safety is not a one-day campaignโ€”it is a continuous commitment.

As part of Project Muskaan โ€“ Child Safety Initiative, the team of PS Sille Oyan continued its outreach and interaction with children by visiting Marshal Residential School, Rani, Pasighat.

The team engaged with the students in a friendly and child-sensitive manner, creating awareness about personal safety, child rights, responsible behaviour, and the importance of speaking up whenever they feel unsafe or encounter inappropriate behaviour.

Such regular interactions are aimed at building trust and confidence between children and the police, so that every child knows that the police are approachable, supportive and always ready to listen.

The appreciation and feedback received from the school further reinforces the importance of this initiative and the need for continuous connect with children, schools and parents.

Project Muskaan is our collective promise to make every child feel safe, heard and protected. ๐Ÿ’™
