1. Prisons and Correctional Services. b. c.
shall follow orders issued by him relating to the internal economy, discipline, good order, control, and management of jails. The Inspector General exercises fiscal control in jails. The office of the Inspector General is reserved for officers of Indian Administrative Services or of Indian Police Services. Moreover, the Prison services is of uniformed services.
2. Organisational Structure of Inspectorate
The Inspector General is currently assisted by one Director (Administration), from Jharkhand Administrative Services in the rank of Joint Secretary, and two Assistant Inspector Generals who assist the Inspector General to manage matters in respect of administrative and correctional segments pertaining to all jails in the State. In addition, the inspectorate is served with undersecretaries, section officers, and assistants from Secretariate Cadre for routine official practices.
3. Functions of the Inspectorate
1. Administrative Function
The establishment of prison officers in respect of appointments, services, disciplinary and monitoring. The inspectorate issues directions and SOPs regarding regime of discipline, control and human rights of inmates, security of prison, and transfer of prisoners for administrative segregation as well as treatment at higher centres external to the State.
2. Fiscal Function
Making availability of budgetary provisions to all prisons and prison academy in matters of provisions related to diets and health and medical management of inmates, sanitation of prison premises, industrial complexes in prisons, installation of security equipment, construction, renovation and repairs of prison building etc.
3. Correctional Function
a. Installation of industrial complexes in the prison premises, for example handloom and power-loom, printing press, soap and phenyl making, blanket making and carpentry, to name a few, for employing prisoners to earn wages and to apportion one third of wages so earned by inmates to victims affected by crimes committed by prisoners. Granting paroles to convicted prisoners to take care of their families for ascertained periods or to participate in family affairs. Organising State Sentence Review Board under the chairmanship of the Home Minister for the pre-mature release of prisoners sentenced to life imprisonment as per rules. d. Facilitating grants for prisoners who are granted bails but couldn’t afford to pay sureties to the concerning courts for their release from prisons.
4. Oversight Function
Inspector General is amongst Board of Visitors for prisons in the State of Jharkhand. Jails are regularly inspected by the Inspector General himself or on many occasions, by a committee instituted by him to look into some specific complaints pertaining to a prison and report accordingly.
4. Landmark Achievement
The Prison Inspectorate is instrumental in the drafting the Jharkhand Prisons and Correctional Services Act, 2025 (Act 04 of 2025) and the Jharkhand Jail Manual, 2025 which replaced and replaced century old colonial era acts and manual. The Prisons and Correctional Services Act 2025 (Act 04 of 2025) got the governor’s accent on dated 22nd April, 2025. This Act repealed colonial era Prisons Act, 1894, Prisoners Act, 1900 and Transfer of Prisoners act, 1950 for its State’s jurisdiction and made effective from dated 22.04.2025. Like wise the Jharkhand Jail Manual, 2025 was passed by the Cabinet on dated 21st May, 2025 by replacing the Bihar Jail Manual, 1925 and Subsidiary Jail Manual.
