In the area of Solid Waste Management, CMGGAs went beyond strengthening door-to-door waste collection by promoting Jan Bhagidari as a core pillar of sustainable Swachhta. Through citizen engagement and community mobilisation, they reinforced the idea that lasting cleanliness depends on shared responsibility and active public participation.

In close coordination with Urban Local Bodies, CMGGAs supported the formation of over 1,500 Ward Committees across 87 ULBs under the Haryana Municipal Citizens’ Participation Act, 2008, while also facilitating member trainings to strengthen local governance and civic awareness.

Subsequent interactions with Hon’ble Chief Minister Shri Nayab Singh Saini further encouraged ward committee members to contribute actively towards route mapping, waste segregation, grievance redressal, and awareness generation in their respective wards. These efforts continue to advance the vision of a Clean and Green Haryana through responsive and participatory governance.

Strengthening door-to-door waste collection is only one step toward cleaner communities. Through the SWM module, CMGGAs also tapped a much bigger pillar of Swachhta : Jan Bhagidari by encouraging shared responsibility, collective action, and deeper citizen participation. Working closely with Urban Local Bodies, they supported the formation of over 1,500 Ward Committees across 87 ULBs under the Haryana Municipal Citizens’ Participation Act, 2008, while also facilitating trainings to strengthen local governance and civic awareness. 100 Days of CMGGA 2.0 | Good Governance in Motion!

What started on 15th December 2025 as a bold commitment to Sushasan has, 100 days in, transformed into a powerful story of young energy meeting administrative purpose, and of fieldwork becoming the foundation for framework.

On that landmark day, Hon'ble Chief Minister Shri Nayab Singh Saini Ji inaugurated CMGGA 2.0 at Rishihood University, Sonipat. A tri-party MOU between the Government of Haryana, Global Village Foundation (Lead Partner), and Rishihood University (L&D Partner) empowered 27 young Associates from 11 Indian states, a true Mini India, to bridge policy intent and last-mile service delivery across Haryana's 23 districts.

Phase 1 | Induction and Training

Guided by Sh. Suresh Prabhu, Sh. Sahil Aggarwal, Sh. Sumit Kumar, Dr. Rakesh Gupta, and Prof. Vivek Kumar among other dignitaries and enriched by ex-CMGGA insights, Associates were grounded in one clear mandate: move from innovation to implementation, and from intent to measurable impact.

Phase 2 | Field Immersion across 23 Districts

From January 2026, Associates embedded within district administrations, urban local bodies, Observation Homes, and Samadhan Shivirs, mapping gaps in waste management, conducting citizen FGDs, assessing HR capacities, and supporting Swachh Survekshan preparedness. In February 2026, Hon'ble CM reviewed progress, directed swift action, and a live Digital Dashboard now ensures field evidence drives governance decisions in real time.

Phase 3 | Forum 1 at HIPA (14 to 21 March 2026)

Associates converged for structured reflection and problem-solving, embodying the programme's core ethos: ground-up insights driving top-down reforms, where citizen experiences shape policy, not the other way around.
100 days. 27 Associates. 23 districts. One unshakeable conviction: good governance is built in the last mile. CMGGA 2.0 is proof that purposeful youth, backed by responsive systems, can turn Viksit Haryana into ground reality and build the strongest foundation for Developed India 2047.

Hon'ble CM Shri Nayab Singh Saini Ji reviewed the on-ground work of Chief Minister’s Good Governance Associates (CMGGAs) in a focused meeting at Chandigarh. CMGGAs presented district updates on solid waste management, HR management, Rapid Swachh Survekshan preparedness, and pre-budget FGDs that captured citizen and stakeholder priorities.
The Chief Minister also reviewed the findings, asked for clear timelines, and directed quick action to remove bottlenecks and improve visible outcomes. This review marked a strong step towards good governance and better last-mile service delivery, where planning is backed by real field evidence.
This month, CMGGAs stayed focused on gap analysis: identifying what is working, what is missing, and what needs urgent course correction. Gap analysis is at the core of any good governance reform, because it turns feedback into action and helps districts deliver faster, cleaner, and more accountable public services.

Presenting the first edition of ‘सुशासन frames’ – a fortnightly snapshot of Chief Minister's Good Governance Associates Programme in action across Haryana.

January 2026 began with an interaction with Hon’ble Chief Minister Sh. Nayab Singh Saini Ji, followed by the deployment of associates across 23 districts. Over the month, CMGGAs engaged with district administrations, urban local bodies and frontline institutions to understand how schemes and services are reaching citizens on the ground.

From early field immersions to structured work on the Swachh Haryana waste management value chain, associates focused on listening, mapping gaps and supporting collaborative solutions. Engagements with spaces like Observation Homes and Samadhan Shivirs further deepened our understanding of protection and grievance redressal systems.

‘सुशासन frames’ captures these beginnings as we collectively work towards more responsive, data‑informed and citizen‑centric governance in Haryana.

The fully residential induction training for Chief Minister's Good Governance Associates (CMGGA) 2025 programme has successfully commenced from December 15th. Our cohort of 27 talented associates is undergoing a comprehensive 15-day immersion across governance domains.

The inaugural five days featured distinguished faculty: Dr. Yashpal Yadav, IAS (orientation), Dr. Rakesh Gupta, IAS (public health impact), Prof. Ashwani Kumar (public policy), Sh. Sushil Sarwan, IAS (district administration), Dr. Amit Dhakulkar (data analytics), and Sh. Laksh*t Sareen, IAS (municipal administration), among others.

A new batch of 27 associates will strengthen good governance and last-mile service delivery across Haryana.

Shri Suresh Prabhu (Chancellor, Rishihood University), Shri Sahil Aggarwal (CEO, Rishihood University), and Shri Sumit Kumar (Founder & Director, Global Village Foundation) highlighted shared commitment to governance excellence. Shri Yashpal Yadav, IAS (Deputy PS to CM & Programme Director, CMGGA), contextualized the programme's strategic importance. Associates will undergo 15 days of intensive residential training, then field-based district assignments under District Commissioners' mentorship.
