AMRUT 2.0- Waterbody Rejuvenation: Wadakkanchery Municipality

It's a great milestone achieved by AMRUT Mission, Kerala - Secured ₹949 Crore from Central Government as part of Special Assistance to States for Capital Investment (SSASCI) 2025-2026.

This Scheme is designed to reward Indian States for implementing Urban planning and Governance reforms. Under this framework, the Ministry of Finance provides financial incentives to the State Governments to improve urban land management and the ease of doing business. The state of Kerala has distinguished itself by securing ₹949 Crore in total funding after demonstrating significant progress in its reform roadmap. A primary highlight of Kerala's success is the selection of the Technocity–Technopark Phase IV project in Thiruvananthapuram, which won a national competition for greenfield city development. This achievement underscores Kerala's commitment to sustainable infrastructure and its growing reputation as a premier technological and innovation hub.

AMRUT Kerala Anchors ₹250-Crore SSASCI Support for Technocity–Technopark Phase IV

Kerala has secured a major recommendation of ₹250 crore under the Scheme for Special Assistance to States for Capital Investment (SSASCI) 2025–26 for the Technocity–Technopark Phase IV project, providing fresh momentum to the State’s long-term vision of technology-driven and sustainable urban development.

As per an Office Memorandum dated February 24, 2026, issued by the Ministry of Housing & Urban Affairs, the Evaluation Committee constituted under the Challenge Mode has recommended incentives for selected theme-based Greenfield City projects across the country.

According to the official recommendation table, Kerala’s project has been allotted ₹200 crore for the Concept Plan and ₹50 crore for Project Initiation, taking the total recommended incentive to ₹250 crore. Kerala has been included among the Group A and B States selected under the reform-linked incentive component of SSASCI, reflecting its compliance with prescribed urban reforms and readiness for large-scale capital investment projects.

The SSASCI nodal agency for the State is AMRUT Kerala. The detailed project presentation before the Evaluation Committee was made by Mission Director Sri. Suraj Shaji IAS, who outlined Kerala’s institutional preparedness, infrastructure framework, and sustainable urban planning roadmap for Technocity–Technopark Phase IV. The proposal detailed the expansion of Kerala’s IT ecosystem through the Technopark network, integrated urban infrastructure planning, employment generation potential, and a theme-based development model with a strong emphasis on sustainability.

Officials stated that the recommended incentive will accelerate the development of a next-generation technology city integrating workplaces, housing, mobility, and social infrastructure. Technocity–Technopark Phase IV is expected to strengthen Kerala’s standing in the national and global IT and knowledge economy, attract high-value investments, generate significant direct and indirect employment, and address unplanned urban sprawl through compact, transit-oriented development.

The Kerala Urban Affairs Department has envisioned the project as a model Greenfield urban development aligned with future urban needs. The plan includes integrated land-use planning, smart water and waste management systems, renewable energy adoption, efficient public transport connectivity, climate-resilient infrastructure, and digital governance systems, with the objective of ensuring sustainable growth and improved quality of life.

At the national level, the Evaluation Committee has recommended a total incentive of ₹1,790 crore for selected projects across Group A, B, and C States under SSASCI 2025–26. These recommendations, approved by the Competent Authority, have been forwarded to the Ministry of Finance for further action.

This development marks a significant milestone in Kerala’s urban and technology-led growth, reinforcing Thiruvananthapuram and the State’s position as a leading innovation and knowledge hub in the country.

അമൃത് 2.0 പദ്ധതിയിൽ ഉൾപ്പെടുത്തി 32.50 ലക്ഷം രൂപ ചെലവിൽ, ആലപ്പുഴ നഗരസഭയിലെ ഇരവുകാട് വാർഡിൽ സ്ഥിതി ചെയ്യുന്ന പതിയാംകുളങ്ങര ക്ഷേത്രം അനുബന്ധമായ ആറാട്ടുകുളം നവീകരിച്ച് പൂർത്തിയാക്കി.

പ്രദേശത്തിന്റെ ആത്മീയ–സാംസ്കാരിക ജീവിതത്തിൽ നിർണായക സ്ഥാനമുള്ള ഈ ക്ഷേത്രവും അതിന്റെ ആറാട്ടുകുളവും ചരിത്രം, വിശ്വാസം, പ്രകൃതി സംരക്ഷണം എന്നിവയുടെ സമന്വയമായ പൈതൃകകേന്ദ്രങ്ങളാണ്.

കാലങ്ങളായി കാടുകേറി ഉപയോഗശൂന്യമായി കിടന്നിരുന്ന ക്ഷേത്രക്കുളം പുനരുദ്ധരിക്കണമെന്ന ജനാവശ്യത്തെ തുടർന്ന് 26/10/2024-ന് 32.50 ലക്ഷം രൂപയുടെ ഭരണാനുമതി ലഭിച്ചതോടെ നവീകരണ പ്രവർത്തനങ്ങൾ ആരംഭിച്ചു.

കുളത്തിലെ ചെളി പൂർണ്ണമായും നീക്കം ചെയ്ത് ജലസംഭരണ ശേഷി വർധിപ്പിക്കുകയും, കരിങ്കല്ല് ഉപയോഗിച്ച് നാല് വശങ്ങളിലും സംരക്ഷണ ഭിത്തി നിർമ്മിച്ച് ദൃഢത ഉറപ്പാക്കുകയും സുരക്ഷ മുൻനിർത്തി സ്റ്റെയിൻലെസ് സ്റ്റീൽ കൊണ്ടുള്ള കൈവരി സ്ഥാപിക്കുകയും ക്ഷേത്രത്തിന്റെ ആറാട്ട് ചടങ്ങുകൾ ഭംഗിയായി നടത്താൻ അനുയോജ്യമായ രീതിയിൽ പടികൾ സജ്ജീകരിക്കുകയും ചെയ്തു.

നവീകരണത്തോടെ കുളം ശുചിത്വവും ഭംഗിയും കൈവരിച്ചു. ഇതോടെ ആറാട്ട് ഉൾപ്പെടെയുള്ള മതചടങ്ങുകൾ ക്രമബദ്ധമായി നടത്താൻ സൗകര്യമൊരുങ്ങുകയും, ജലസംരക്ഷണം മെച്ചപ്പെട്ടതിലൂടെ ഭൂഗർഭജല നില നിലനിർത്തുന്നതിനും പരിസ്ഥിതി സംരക്ഷണത്തിനും സഹായകമാവുകയും ചെയ്തു.

പ്രദേശവാസികൾക്ക് വിശ്രമത്തിനും സാമൂഹിക–സാംസ്കാരിക ഇടപെടലുകൾക്കുമായി മനോഹരമായ ഒരു പൊതുസ്ഥലം ലഭ്യമായാതോടൊപ്പം വാർഡിന്റെ ദൃശ്യഭംഗിയും പൈതൃകപ്രാധാന്യവും വർധിച്ചിരിക്കുകയാണ്.

അമൃത് 2.0 പദ്ധതിയുടെ ഭാഗമായി നടപ്പാക്കിയ ഈ പുനരുദ്ധാരണ പ്രവർത്തനം നഗരസഭയുടെ സമഗ്ര വികസനത്തിന്റെയും പൈതൃകസംരക്ഷണത്തിന്റെയും മറ്റൊരു ശ്രദ്ധേയ നേട്ടമായി വിലയിരുത്തപ്പെടുന്നു.

Field Visit: Documenting AMRUT MITRA’s Impact in Kochi

As part of the MoHUA-commissioned study on "The Role of AMRUT MITRA in Service Delivery and Livelihood Empowerment of Women SHGs", team member from Urban Management Centre (UMC) and CEPT Urban Planning and Design Foundation (CUPDF) conducted a strategic field visit to Kochi, Kerala today (22.01.2026).

Key Activities & Assessments:

Site Inspections: Visited the Kochi Corporation Office, Water Treatment Plant (WTP), Farming space, Water Quality Testing Lab and other Mitra work sites.

Stakeholder Engagement: Analyzed the on-ground role of Women SHGs in urban utility management.

Impact Analysis: Documented operational challenges, service delivery standards, and the socio-economic progression of SHGs.
