കേന്ദ്ര സർക്കാരിന്റെ ഇലക്ടറൽ ബോണ്ട്‌ പദ്ധതി ഭരണഘടനാവിരുദ്ധമാണെന്ന് സുപ്രീംകോടതി. രാഷ്ട്രീയ പാർട്ടികള്‍ക്കുള്ള സംഭാവനകള്‍ അറിയാനുള്ള അവകാശം പൊതുജനങ്ങള്‍ക്കുണ്ടെന്നും കള്ളപ്പണം ഒഴിവാക്കാനുള്ള ഏക വഴിയല്ല ഇലക്ടറല്‍ ബോണ്ടെന്നും കോടതി പറഞ്ഞു.

രാഷ്ട്രീയ പാർട്ടികൾക്ക് ഇലക്ടറൽ ബോണ്ടിലൂടെ ലഭിച്ച സംഭാവനകളുടെ വിശദാംശങ്ങൾ തെരഞ്ഞെടുപ്പു കമീഷനു നൽകാൻ എസ്ബിഐ‌യ്ക്ക് കോടതി നിർദ്ദേശം നൽകി. അടുത്ത മാസം 31- നുള്ളിൽ ഈ വിശദാംശങ്ങൾ പരസ്യപ്പെടുത്താൻ തെരഞ്ഞെടുപ്പു കമീഷനോടും സുപ്രീം കോടതി നിർദ്ദേശിച്ചു.

ചീഫ് ജസ്റ്റിസ് ഡി വൈ ചന്ദ്രചൂഡ്, ജസ്റ്റിസുമാരായ സഞ്ജീവ് ഖന്ന, ബി ആർ ഗവായ്, ജെബി പർദിവാല, മനോശ് മിശ്ര എന്നിവരടങ്ങിയ അഞ്ചംഗ ഭരണഘടനാ ബെഞ്ചാണ് വിധി പുറപ്പെടുവിച്ചത്.

ഇലക്ടറൽ ബോണ്ട്‌ പദ്ധതിയുടെ നിയമസാധുത ചോദ്യംചെയ്‌ത്‌ സിപിഐ എമ്മും അസോസിയേഷൻ ഫോർ ഡെമോക്രാറ്റിക്‌ റിഫോംസുമാണ്‌ സുപ്രീംകോടതിയെ സമീപിച്ചത്‌.

2016ൽ നോട്ടുനിരോധനത്തിന്‌ തൊട്ടുപിന്നാലെയാണ്‌ നിയമഭേദഗതിവഴി കേന്ദ്രസർക്കാർ ഇലക്ടറൽ ബോണ്ട്‌ കൊണ്ടുവന്നത്‌. 2017ൽ ധനനിയമം, ജനപ്രാതിനിധ്യനിയമം, വിദേശ സംഭാവന നിയന്ത്രണനിയമം, റിസർവ്‌ ബാങ്ക്‌ നിയമം, ആദായനികുതി നിയമം എന്നിവ തിരക്കിട്ട്‌ ഭേദഗതി ചെയ്‌താണ്‌ ഇതിനു കളമൊരുക്കിയത്‌. 1000, 10000, ലക്ഷം, 10 ലക്ഷം, കോടി എന്നീ മൂല്യങ്ങളിലുള്ള ബോണ്ടുകളാണ്‌ ഇറക്കുന്നത്‌. ഇവ ലഭിക്കുന്ന രാഷ്‌ട്രീയ പാർടികൾ 15 ദിവസത്തിനകം ബോണ്ടുകൾ ബാങ്കിൽ സമർപ്പിച്ച്‌ പണമാക്കി മാറ്റണം എന്നായിരുന്നു വ്യവസ്ഥ.

കേരളത്തിൽ തിരുവനന്തപുരം എംജി റോഡ്‌ എസ്‌ബിഐ ശാഖയാണ്‌ ബോണ്ട്‌ വിൽക്കുന്നത്‌. ഈ ബോണ്ടുകൾവഴി ഇതുവരെ ലഭിച്ച സംഭാവനയിൽ 75–80 ശതമാനത്തോളം ബിജെപിക്കാണ്‌. സിപിഐ എം ഇവ സ്വീകരിക്കില്ലെന്ന്‌ പ്രഖ്യാപിച്ചിരുന്നു. ആരിൽനിന്നൊക്കെ സംഭാവന ലഭിച്ചെന്ന്‌ രാഷ്‌ട്രീയകക്ഷികൾ വെളിപ്പെടുത്തേണ്ടതില്ലെന്നതാണ്‌ ഇലക്ടറൽ ബോണ്ട്‌ സംവിധാനത്തെ രാഷ്‌ട്രീയ അഴിമതിയുടെ പര്യായമായി വിശേഷിപ്പിക്കാനുള്ള മുഖ്യ കാരണം.
