( د. عمار صبحي خلف ) ، اليوم الثلاثاء الموافق ٥ / ٥ / ٢٠٢٦ ، في مقر الديوان، معالي وزير التجارة ( د. اثير داود سلمان ) ، بحضور نائب رئيس الديوان المحاسب القانوني ( د.عبد الكريم فارس عبد الامير ) و ( د.دريد حسام جميل / مدير عام دائرة تدقيق نشاط الشركات في الديوان ) في لقاء رسمي ومهني عكس مستوى متقدمًا من التنسيق المؤسسي بين الجانبين.
حيث جرى التأكيد خلال اللقاء على أهمية استمرار التنسيق والتكامل، بما يدعم الشفافية ويرتقي بكفاءة تنفيذ السياسات المالية والإدارية، تحقيقًا للأهداف الاستراتيجية للمؤسسات الحكومية.

Meeting Between the Federal Board of Supreme Audit and the Ministry of Trade Embodies Institutional Integration that Enhances Oversight Effectiveness and Government Performance Efficiency

Within the framework of consolidating an integrated work approach and deepening the foundations of good governance, His Excellency the President of the Federal Board of Supreme Audit, Certified Public Accountant (Dr. Ammar Subhi Khalaf), received today, Tuesday, May 5,2026 , at the Board’s headquarters, His Excellency the Minister of Trade (Dr. Atheer Dawood Salman), in the presence of the Deputy President of the Board, Certified Public Accountant (Dr. Abdul Karim Fares Abdul Amir), and (Dr. Duraid Hussam Jameel, Director General of the Companies Activity Audit Office at the Board), in an official and professional meeting that reflected an advanced level of institutional coordination between the two sides.

During the meeting, emphasis was placed on the importance of continuing coordination and integration in a manner that supports transparency and enhances the efficiency of implementing financial and administrative policies, in pursuit of the strategic objectives of government institutions.

ديوانُ الرقابة المالية الاتحادي يُسجّل حضورًا فاعلًا في المؤتمر الدولي التاسع للعلوم الإدارية والاقتصادية

ترسيخًا لنهجه المؤسسي في دعم الفعاليات العلمية والمهنية، وتعزيزًا لدوره في إشاعة مبادئ الشفافية وترسيخ الحوكمة الرشيدة بما ينسجم مع رسالته في صون المال العام وتحقيق كفاءة توظيف الموارد، شارك ديوان الرقابة المالية الاتحادي في أعمال المؤتمر الدولي التاسع للعلوم الإدارية والاقتصادية، الذي أقامته جامعة الكوت الأهلية يوم السبت الموافق ٢٠٢٦/٥/٢، ممثّلًا بالسيد ( حميد وادي/ مدير عام دائرة تدقيق المنطقة الثامنة في الديوان ) وبمشاركة نخبة من الأكاديميين والخبراء والمختصين في الحقول الإدارية والاقتصادية.
وتجسّد هذه المشاركة حرص الديوان على توسيع آفاق العمل الرقابي وتعزيز حضوره في المحافل العلمية، بما يرسّخ جسور التعاون مع المؤسسات ذات العلاقة، واستلهام أحدث الممارسات المهنية، وصولًا إلى الارتقاء بمستوى المخرجات الرقابية وفق معايير الجودة والكفاءة.

The Federal Board of Supreme Audit Records an Active Presence at the Ninth International Conference on Administrative and Economic Sciences

In line with its institutional approach to supporting scientific and professional events, and in furtherance of its role in promoting the principles of transparency and consolidating good governance—consistent with its mission to safeguard public funds and ensure the efficient utilization of resources—the Federal Board of Supreme Audit participated in the Ninth International Conference on Administrative and Economic Sciences. The conference was organized by Al-Kut University on Saturday, May 2, 2026, with the Board represented by (Mr. Hamid Wadi, Director General of FBSA Eighth Region Audit Office), alongside a distinguished group of academics, experts, and specialists in administrative and economic fields.

This participation reflects the Board’s commitment to broadening the scope of its audit work and strengthening its presence in scientific forums, thereby fostering cooperation with relevant institutions and drawing on the latest professional practices, with the aim of enhancing audit outputs in accordance with established standards of Quality and efficiency .

بمزيدٍ من الحزن العميق والأسى البالغ، وبقلوبٍ مؤمنةٍ بقضاء الله وقدره، ينعى منتسبو ديوان الرقابة المالية الاتحادي فقيدهم المغفور له، المستشار القانوني ( صلاح فالح حسن / مدير قسم متابعة المخالفات في الدائرة القانونية ) الذي وافته المنية اليوم الخميس الموافق ٣٠ / ٤ / ٢٠٢٦ إثر حادثٍ مؤسف.

في سياقٍ مؤسسيٍ رصين يترجمُ الالتزامَ الراسخَ بمبادئِ الشفافيةِ والنزاهةِ في العملِ الرقابي، عقدَ مجلسُ الرقابةِ الماليةِ الاتحادي صباحَ اليوم الخميس الموافق 30/4/2026 جلستَه الرابعة لهذا العام، برئاسةِ معالي رئيسِ الديوان، وبحضورِ السيداتِ والسادة أعضاءِ المجلس.
وشهدت الجلسةُ مناقشةَ جملةٍ من الموضوعاتِ المدرجة على جدولِ الأعمال، تصدّرها استعراضُ سُبلِ تعزيزِ كفاءةِ الأداءِ الرقابي وتطويرِ آلياتِ العمل، بما ينسجمُ مع متطلباتِ المرحلةِ الراهنة ويواكبُ مساراتِ التحديث المؤسسي. كما تضمّن الاجتماعُ عرضًا مفصّلًا لما أُنجز من الخطةِ الرقابية لعام 2026، إلى جانبِ تسليطِ الضوء على أبرزِ التحدياتِ التي واجهت الرقباء أثناء تنفيذِ مهامهم، وسبلِ معالجتها وفق رؤىً مهنيةٍ متقدمة.
وأكدَ المجلسُ أهميةَ المضيِّ قدمًا في دعمِ مساراتِ الارتقاء بالعملِ الرقابي،
كما خلصت الجلسةُ إلى جملةٍ من القراراتِ والتوصياتِ التنظيميةِ اللازمة بشأنِ القضايا المطروحة، بما يعزّزُ انسيابيةَ العملِ المؤسسي ويرتقي بفاعليةِ الأداء عبر مختلفِ مفاصلِ عمل الديوان .

Federal Financial Audit Council Holds Its Fourth Session of 2026, Chaired by H.E. the President of the Board

In a robust institutional context that reflects a firm commitment to the principles of transparency and integrity in oversight work, the Federal Financial Audit Council held its fourth session of this year on the morning of Thursday, 30 April 2026, chaired by His Excellency the President of the Federal Board of Supreme Audit and attended by the esteemed members of the Council.

The session discussed a number of items on the agenda, foremost among which was reviewing ways to enhance the efficiency of oversight performance and develop working mechanisms, in line with the requirements of the current phase and in keeping with the tracks of institutional modernisation. The meeting also included a detailed presentation of what has been accomplished under the 2026 oversight plan, alongside a spotlight on the most prominent challenges faced by auditors during the ex*****on of their duties, as well as ways to address them based on advanced professional visions.

The Council affirmed the importance of pressing forward in supporting the tracks for advancing oversight work. The session also resulted in a set of necessary regulatory decisions and recommendations regarding the issues raised, aimed at enhancing the smooth flow of institutional work and improving performance effectiveness across the various operational components of the Board.

تعزيزُ التنسيقِ الرقابي يتصدّرُ إطارَ التلاقي المؤسسي بين ديوانِ الرقابة المالية الاتحادي ومجلسِ النواب

في سياقٍ مؤسسيٍ متصاعدٍ لترسيخِ جسورِ التكامل بين السلطتين الرقابية والتشريعية، وبما يخدمُ مقتضياتِ المصلحة العامة ويواكبُ مساراتِ التنمية المستدامة، استقبلَ معالي رئيسُ ديوانِ الرقابة المالية الاتحادي المحاسب القانوني ( د .عمار صبحي خلف ) ، في مقرِّ الديوان صباحَ اليوم الخميس الموافق ٣٠ / ٤ / ٢٠٢٦ ، عضوَ مجلسِ النواب السيد ( باسم خضير كاظم ) ، في لقاءٍ يعكسُ عمقَ التنسيق وتلاقي الرؤى.
وشهدَ اللقاءُ تداولَ حزمةٍ من الملفاتِ ذاتِ الاهتمامِ المشترك، تصدّرها بحثُ سُبلِ تعزيزِ منظوماتِ الرقابة المالية والارتقاءِ بالأداءِ المؤسسي، بما يرسّخُ دعائمَ الشفافيةِ ويعزّزُ مرتكزاتِ النزاهةِ في عملِ المؤسساتِ الحكومية.
كما أكّد الجانبان على حتميةِ استدامةِ التنسيقِ والتعاونِ البنّاء بين ديوانِ الرقابة المالية الاتحادي ومجلسِ النواب، بوصفه ركيزةً داعمةً لمساراتِ الإصلاح، وأداةً فاعلةً في تعظيمِ كفاءةِ إدارةِ المال العام.
من جانبه، أشادَ السيدُ النائب بالدورِ المحوري الذي يضطلعُ به الديوان في حمايةِ المال العام ومتابعةِ كفاءةِ الأداء الحكومي، مثمّنًا جهودهُ المتواصلة في ترسيخِ بيئةٍ رقابيةٍ رصينة.

Strengthening Oversight Coordination Tops the Institutional Meeting Framework Between the Federal Board of Supreme Audit and the Council of Representatives

In an escalating institutional context aimed at consolidating the bridges of integration between the oversight and legislative authorities—thereby serving the requirements of the public interest and keeping pace with sustainable development pathways—His Excellency, the President of the Federal Board of Supreme Audit, Certified Public Accountant Dr. Ammar Subhi Khalaf, received at the Board’s headquarters this morning, Thursday, 30 April 2026, the member of the Council of Representatives, Mr. Basim Khudair Kadhim, in a meeting that reflects the depth of coordination and alignment of visions.

The meeting witnessed the discussion of a number of files of common interest, led by exploring ways to enhance financial oversight systems and elevate institutional performance, so as to consolidate the pillars of transparency and strengthen the foundations of integrity in the work of government institutions.

Both sides also affirmed the imperative of sustaining coordination and constructive cooperation between the Federal Board of Supreme Audit and the Council of Representatives, as a supporting pillar for reform pathways and an effective tool in maximizing the efficiency of public fund management.

For his part, the MP praised the pivotal role played by the Board in protecting public funds and monitoring the efficiency of government performance, commending its ongoing efforts to establish a robust oversight environment.

في إطار تنسيقٍ مؤسسيٍ رفيع يرسّخُ تكامل الأدوار بين السلطات الرقابية والقضائية، استضافَ مجلسُ القضاءِ الأعلى ديوانَ الرقابة المالية الاتحادي، ممثلًا بالسيد نائب رئيس الديوان المحاسب القانوني ( د. عبدالكريم فارس عبد الامير ) ، في اجتماعٍ موسّعٍ عُقد يوم الأربعاء الموافق ٢٩ / ٤ / ٢٠٢٦ ، لبحثِ سبلِ تعزيزِ العمل الرقابي وصونِ المالِ العام.
وشهد الاجتماعُ حضور عددٍ من رؤساءِ التشكيلاتِ في مؤسسات الدولة، إلى جانبِ نخبةٍ من القياداتِ القضائية، حيث جرى التباحث في الآلياتِ القانونية والإجرائية الكفيلة بتعزيز حمايةِ المال العام، والتوصلِ إلى رؤى مشتركة تسهمُ في الحدِّ من الهدرِ وصونِ الوارداتِ الاتحادية.

The Federal Board of Supreme Audit at the Supreme Judicial Council: A High-Level Meeting to Strengthen the Oversight System and Safeguard Public Funds

Within the framework of high-level institutional coordination that reinforces the integration of roles between oversight and judicial authorities, the Supreme Judicial Council hosted the Federal Board of Supreme Audit, represented by the Deputy President of the Board, Certified Public Accountant( Dr. Abdulkarim Fares Abdulameer), in an expanded meeting held on Wednesday, 29/04/2026, to discuss ways to enhance oversight functions and safeguard public funds.

The meeting was attended by a number of heads of formations within state institutions, alongside a distinguished group of judicial leaders. Discussions focused on legal and procedural mechanisms capable of strengthening the protection of public funds, as well as reaching shared visions that contribute to reducing waste and safeguarding federal revenues.

على نهجٍ مؤسسيٍ متجدد… يمضي المركزُ التدريبي في ديوانِ الرقابة المالية الاتحادي قُدُمًا في منهاجه التطويري، مُرسِّخًا ريادةً نوعيةً في تعزيز كفاءةِ مدراء عامّي الوزارات ورفعِ الأداء المؤسسي.

ترسيخًا لمنهجِ التطوير المستدام، يواصلُ المركزُ التدريبي في ديوانِ الرقابة المالية الاتحادي مسيرتَه المؤسسية في إطلاق برامج تطويرية رفيعة المستوى، تستهدف الارتقاء بكفاءة القيادات العليا وتعزيز فاعلية الأداء المؤسسي في مختلف القطاعات الحكومية.
وفي سياق نهجه الرصين لتطوير القدرات الرقابية وتكريس الممارسات المؤسسية الحديثة، افتتح السيد رئيس الديوان ، المحاسب القانوني ( د.عمار صبحي خلف ) اليوم الأربعاء الموافق ٢٩ / ٤ / ٢٠٢٦ وبرعايته المباشرة ، البرنامجَ التطويري المتقدم المخصص لفئة المدراء العامين في عددٍ من الوزارات ، بإشراف السيد نائب رئيس الديوان ( د. قيصر غازي زغير ) ، و تنفيذ ومتابعة السيد مدير عام المركز التدريبي ( د. احمد يعرب عبد الكريم ) .
حيث يهدف البرنامج إلى تعزيز القدرات التخصصية للمشاركين في المجالات المالية والمحاسبية والرقابية، بما يسهم في ترسيخ منظومات الحوكمة الرشيدة ورفع كفاءة إدارة الموارد العامة وفق أسس مهنية متقدمة.
وقد شهدت جلسة اليوم تقديم محاضرة تخصصية من قبل( د. علي خضير سمير / مدير عام دائرة تدقيق النشاط الاجتماعي في الديوان ) تناولت محاور تطبيقية تدعم تطوير الأداء القيادي وتعزيز التكامل المؤسسي .
ويُجسِّد هذا المسعى التدريبي امتدادًا لرؤيةِ الديوان في ترسيخِ
بيئةِ عملٍ قائمةٍ على النزاهة والمساءلة بما ينسجم مع مقتضيات الإصلاح الإداري والمالي، ويُسهم في رفع كفاءة المؤسسات الحكومية بصورةٍ مستدامة.

Within a Renewed Institutional Approach… The Training Center at the Federal Board of Supreme Audit Continues Advancing Its Developmental Agenda, Establishing Qualitative Leadership in Enhancing the Competence of Ministries’ Directors General and Elevating Institutional Performance

In line with a sustainable development approach, the Training Center at the Federal Board of Supreme Audit continues its institutional journey by launching high-level development programs aimed at enhancing the competencies of senior leadership and strengthening the effectiveness of institutional performance across various government sectors.

As part of the well-established approach to developing oversight capabilities and promoting modern institutional practices, H.E. the President of the Board, Certified Public Accountant( Dr. Ammar Subhi Khalaf), inaugurated today, Wednesday, 29/04/2026, under his direct patronage, the advanced development program dedicated to Directors General from a number of ministries. The program is supervised by the Deputy President of the Board, (Dr. Qaisar Ghazi Zughair), and implemented and followed up by the Director General of the Training Center, (Dr. Ahmed Yarub Abdul Karim).

The program aims to enhance the participants’ specialized capabilities in financial, accounting, and auditing fields, contributing to the consolidation of good governance systems and improving the efficiency of public resource management in accordance with advanced professional standards.

Today’s session included a specialized lecture delivered by (Dr. Ali Khudhair Sameer, Director General of the Social Activity Audit Office at the Board), addressing practical themes that support the development of leadership performance and enhance institutional integration.

This training initiative embodies an extension of the Board’s vision to establish a work environment grounded in integrity and accountability, in alignment with the requirements of administrative and financial reform, and contributes to sustainably improving the efficiency of government institutions.
